Evaluating Water Policy Options By Simulation, Ann W. Peralta, Richard C. Peralta, Keyvan Asghari Jun 1985

Evaluating Water Policy Options By Simulation, Ann W. Peralta, Richard C. Peralta, Keyvan Asghari

Civil and Environmental Engineering Faculty Publications

Computer simulation models are used to predict the effects of three sample water policy decisions on selected conjunctive water use/sustained groundwater yield strategies for the Arkansas Grand Prairie. The three applications illustrate the facility of the target objective approach in providing an interface for legal, economic and engineering analysis. The approach is used to evaluate potential water management decisions at the judicial, legislative and water management district levels

Conjunctive Use/Sustained Groundwater Yield Design, Richard C. Peralta Jun 1985

Conjunctive Use/Sustained Groundwater Yield Design, Richard C. Peralta

Civil and Environmental Engineering Faculty Publications

Assuring the sustained availability of groundwater from all parts of an aquifer system is analogous to assuring that the potentiometric surface does not change over the long term. Such a steady-state surface is maintained by a specific spatially distributed pattern of groundwater withdrawal. The finite difference form of the linearized Boussinesq equation for steady two-dimensional flow through porous media is used in models that design optimal regional potentiometric surfaces and the conjunctive water use/sustained yield strategies that maintain them. Presented objectives of such models include minimization of unmet water needs. minimization of the regional cost of attempting to satisfy water …

Regional Target Level Modification For Groundwater Quality, Bithin Datta, Richard C. Peralta Jun 1985

Regional Target Level Modification For Groundwater Quality, Bithin Datta, Richard C. Peralta

Civil and Environmental Engineering Faculty Publications

A procedure for modifying an optimal regional potentiometric surface designed solely on the basis of quantitative considerations, is described, These modifications are based on quality considerations in a sub-system of the-regional system. The affected changes in the water levels are shown to satisfy optimality criteria under specific conditions. An illustrative example is also provided

Western Water Law in Transition (Summer Conference, June 3-5)

Conference organizers and/or faculty included University of Colorado School of Law professors James N. Corbridge, Jr., Lawrence J. MacDonnell, Richard B. Collins, David H. Getches and Charles F. Wilkinson.

The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. This conference will consider the fundamental principles of the prior appropriation doctrine together with the important new developments in the law now underway throughout the West.

Sampling Techniques For The Collection Of Vehicle Classification Data, Jerry G. Pigman Jun 1985

Sampling Techniques For The Collection Of Vehicle Classification Data, Jerry G. Pigman

Kentucky Transportation Center Research Report

The question of what length of time is necessary to collect statistically reliable vehicle classification data is an important issue when manpower is limited. Varying local conditions may necessitate more classification data be collected at some locations than others. The use of short-term counts could produce significant savings. Supplementing manual counts with automatic classification equipment could reduce data collection costs and improve accuracy.

The objectives of this study were to review literature to determine the capabilities of automatic classification equipment and to analyze toll road data in Kentucky to determine if short time periods may be used to represent the …

On The Probable Performance Of Graph Coloring Algorithms, Jonathan S. Turner Jun 1985

On The Probable Performance Of Graph Coloring Algorithms, Jonathan S. Turner

All Computer Science and Engineering Research

We define a natural probability distribution over the set of k-colorable graphs on n vertices and study the probable performance of several algorithms on graphs selected from this distribution. The main results are listed below. • We describe an algorithm to determine if a given n vertex graph is k-colorable, which runs in time O(n + m log k), where m is the number of edges. We show that this algorithm can successfully identify almost all random k-colorable graphs for constant or slowly growing values of k. • We show that an algorithm proposed by Brelas, and justified on experimental …

Design, Installation And Preliminary Operational Results Of A Photovoltaic Tracking Research Facility. 10 P. 10-85. Copies 1, 2., Florida Solar Energy Center, Henry Healey

FSEC Energy Research Center®

This paper describes the design, construction, installation and operation results of the Florida Solar Energy Center (FSEC) photovoltaic tracking research facility. The facility was designed to test and compare the performance of stationary and tracking flat-plate and concentrating photovoltaic systems on a side-by-side basis and to obtain insolation data on one and two-axis tracking surfaces. The solar resource data will be used to compare the relative amounts of insolation available to the various surfaces for use in system design studies and computer model validation.   The purpose of this testing is to determine the performance benefits for the various tracking system …

Final Evaluation Of Fhwa Technology Transfer Program At Herpicc, Purdue University, Robert K. Whitford Jun 1985

Final Evaluation Of Fhwa Technology Transfer Program At Herpicc, Purdue University, Robert K. Whitford

Indiana Local Technical Assistance Program (LTAP) Publications

HERPICC received an increased level of funding to provide increased levels of the transfer of highway, road, and bridge related technology to the county and city officials involved in road management, operations or maintenance. The major reason for this evaluation task was to obtain some measure of how well the added funds achieved the intended purpose. The work was conducted by the Center of Public Policy and Public Administration.
