A major rethink of NAVSEA’s shipyard contracting strategy is required to support the critical need of improving our naval fleet availability. Operational Fleet material availability is reduced when various parts of the “NAVSEA production system” operate at cross-purposes. By increasing alignment between major players (i.e., NAVSEA and the private shipyards), major improvements in delivery performance, cost, and even throughput can be realized. Problems in unsteady aerodynamics and aeroacoustics can sometimes be formulated as integral equations, such as the boundary integral equations. Numerical discretization of integral equations in the time domain often leads to so-called March-On-in-Time (MOT) schemes. In the literature, the temporal basis functions used in MOT schemes have been largely limited to low-order shifted Lagrange basis functions. In order to evaluate the accuracy and effectiveness of the temporal basis functions, a Fourier analysis of the temporal interpolation schemes is carried out. The design of an effective and reliable communication network supporting smart grid applications requires the selection of appropriate communication technologies and protocols. The objective of this study is to study and quantify the capabilities of an advanced metring infrastructure (AMI) to support the simultaneous operation of major smart grid functions. These include smart metring, price-induced controls, distribution automation, demand response, and electric vehicle charging/discharging applications in terms of throughput and latency. Autonomous robots have been used in a variety of ways from collecting specimen in hazardous environments to space exploration. In the Spin Transparency (ST) mode of RHIC, the axes of its Siberian snakes are parallel. The spin tune in the ST mode is zero and the spin motion becomes degenerate: any spin direction repeats every particle turn. In contrast, the lattice of a conventional collider determines a unique stable periodic spin direction, so that the collider operates in the Preferred Spin (PS) mode. Contributions of perturbing magnetic fields to the spin resonance strengths in the PS mode are usually calculated using the spin response function. A glioma grading method using conventional structural magnetic resonance image (MRI) and molecular data from patients is proposed. The noninvasive grading of glioma tumors is obtained using multiple radiomic texture features including dynamic texture analysis, multifractal detrended fluctuation analysis, and multiresolution fractal Brownian motion in structural MRI. The proposed method is evaluated using two multicenter MRI datasets: (1) the brain tumor segmentation (BRATS-2017) challenge for high-grade versus low-grade (LG) and (2) the cancer imaging archive (TCIA) repository for glioblastoma (GBM) versus LG glioma grading. This longitudinal study investigated development in expectancy for success (perceived competence), 3 types of task value (utility, interest, attainment), and 3 types of perceived cost (opportunity, effort, psychological) for engineering students during their first 2 years of college. Latent growth curve models indicated declines in expectancy and values, with attainment value declining more slowly than expectancy, interest value, and utility value. Costs increased over time, with effort cost increasing more rapidly than psychological cost. Demographic differences were observed in initial levels of motivation, but not in rates of change over time. Students with slower declines in expectancy and value and …

Accurate reliability estimation for reciprocating seals is of great significance due to their wide use in numerous engineering applications. This work proposes a reliability estimation method for reciprocating seals based on multivariate dependence analysis of different performance indicators. Degradation behavior corresponding to each performance indicator is first described by the Wiener process. Dependence among different performance indicators is then captured using D-vine copula, and a weight-based copula selection method is utilized to determine the optimal bivariate copula for each dependence relationship. High electron and ion polarizations are some of the key design requirements of a future Electron Ion Collider (EIC). The transparent spin mode, a concept inspired by the figure 8 ring design of JLEIC, is a novel technique for preservation and control of electron and ion spin polarizations in a collider or storage ring. It makes the ring lattice "invisible" to the spin and allows for polarization control by small quasi-static magnetic fields with practically no effect on the beam’s orbital characteristics. This digest will showcase one approach to teaching engineering graphics and design for the active duty naval workforce. Sailors are exposed to solid modeling fundamentals during the two-day long workshop. Solid modeling is taught in connection to concepts of digital thread and design for additive manufacturing. Nanocrystalline hydrogenated silicon (nc-Si:H) substrate configuration n-i-p solar cells have been fabricated on soda lime glass substrates with active absorber layers prepared by plasma enhanced chemical vapor deposition (PECVD) and radio frequency magnetron sputtering. The cells with nanocrystalline PECVD absorbers and an untextured back reflector serve as a baseline for comparison and have power conversion efficiency near 6%. By comparison, cells with sputtered absorbers achieved efficiencies of about 1%. Simulations of external quantum efficiency (EQE) are compared to experimental EQE to determine a carrier collection probability gradient with depth for the device with the sputtered i-layer absorber. Purpose: Computer vision for automated analysis of cells and tissues usually include extracting features from images before analyzing such features via various machine learning and machine vision algorithms. The purpose of this work is to explore and demonstrate the ability of a Convolutional Neural Network (CNN) to classify cells pictured via brightfield microscopy without the need of any feature extraction, using a minimum of images, improving work-flows that involve cancer cell identification.

Improving graduation rates of students who have selected and been admitted to engineering majors is a pivotal strategy in supporting national initiatives to increase the number of engineering graduates. Research suggests that the degree to which a student is attached to or belongs to engineering as a discipline better explains persistence-related outcomes than lack of interest and ability. As a result, identity frameworks have proven useful for furthering the understanding of engineering persistence. Presented in this paper is an outcome of a study to assess the effect of section loss in the form of longitudinal notches on the buckling load of hollow square section steel columns. The theoretical study includes buckling load estimates based on both an iterative equilibrium as well as a non-iterative energy approach. Buckling loads based on sample laboratory experiments are also presented. The study shows that the presence of a notch can significantly reduce the axial load-carrying capacity of a steel column.

The ability to detect the special-cause variation of incoming feedstocks from advanced sensor technology is invaluable to manufacturers. Many on-line sensors produce data signatures that require further off-line statistical processing for interpretation by operational personnel. However, early detection of changes in variation in incoming feedstocks may be imperative to promote early-stage preventive measures. A method is proposed in this applied study for developing control bands to quantify the variation of data signatures in the context of statistical process control (SPC). The Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Laboratory is a high power Continuous Wave (CW) electron accelerator. It uses a mixture of of SRF cryomodules: older, lower energy C20/C50 modules and newer, higher energy C100 modules. The cryomodules are arrayed in two anti-parallel linear accelerators. Accurately classifying the type of cavity faults is essential to maintaining and improving accelerator performance. Each C100 cryomodule contains eight 7-cell cavities. When a cavity fault occurs within a cryomodule, all eight cavities generate 17 waveforms each containing 8192 points. This data is exported from the control system and saved for review. Analysis …

Ignition Of A Plasma Discharge Inside An Electrodeless Chamber: Methods And Characteristics, Mounir Laroussi

In this paper the generation and diagnostics of a reduced pressure (300 mTorr to 3 Torr) plasma generated inside an electrodeless containment vessel/chamber are presented. The plasma is ignited by a guided ionization wave emitted by a low temperature pulsed plasma jet. The diagnostics techniques include Intensified Charge Coupled Device (ICCD) imaging, emission spectroscopy, and Langmuir probe. The reduced-pressure discharge parameters measured are the magnitude of the electric field, the plasma electron number density and temperature, and discharge expansion speed.

Energy efficiency and energy-proportional computing have become a central focus in modern supercomputers. These supercomputers should provide high throughput per unit of power to be sustainable in terms of operating cost and failure rates. In this paper, a power-bounded strategy is proposed that maximizes parallel application performance under a given power constraint. The strategy dynamically allocates power to core, uncore, and memory power domains within a node to maximize performance under a given power budget. Experiments on a 20-core Haswell-EP platform for a real-world parallel application GAMESS demonstrate that the proposed strategy delivers performance within 4% of the best possible …

Perovskite solar cells have achieved photo-conversion efficiencies greater than 20%, making them a promising candidate as an emerging solar cell technology. While perovskite solar cells are expected to eventually compete with existing silicon-based solar cells on the market, their long-term stability has become a major bottleneck. In particular, perovskite films are found to be very sensitive to external factors such as air, UV light, light soaking, thermal stress and others. For real-time monitoring of natural disasters, such as fire, volcano, flood, landslide, and coastal inundation, highly-accurate georeferenced remotely sensed imagery is needed. Georeferenced imagery can be fused with geographic spatial data sets to provide geographic coordinates and positing for regions of interest. This paper proposes an on-board georeferencing method for remotely sensed imagery, which contains five modules: input data, coordinate transformation, bilinear interpolation, and output data.
