This Article explores the implications of a dramatic shift in the American educational landscape—the rapid disappearance of Catholic schools from urban neighborhoods. Primarily because of their strong track record of educating disadvantaged children, these school closures are a source of significant concern in education policy circles. While we are inclined to agree that Catholic school closures contribute to a broader educational crisis, this Article does not address well-rehearsed debates about educational outcomes. Rather than focusing on the work done inside the schools, we focus on what goes on outside them. Specifically, using three decades of data from the Project on …

In the aftermath of Hurricane Katrina in 2005, school leaders in a newly decentralized school system reached out to external organizations for partnerships—a job that had previously resided in the central office. The necessity of these contacts and the quantity of newly independent schools make a unique context for studying how school leaders think and act in relation to external partnerships. Iterative interviews with 10 New Orleans public school principals reveal a range of external partnerships that can be classified into a three part taxonomy consisting of charitable relationships, technical support relationships, and feedback relationships. The negotiation process can range from traditional to positional to competitive to a more collaborative and cooperative interest-based approach. The most productive approach is a matter of debate and can vary from district to district.

Racial Isolation And Student Achievement, Peter J. Smith

Achievement data of African American, Hispanic American, and Caucasian students from racially segregated and racially integrated settings in an urban, Midwestern school district were analyzed to determine the effect of racial isolation on achievement within each racial group. In the district studied, achievement of students from segregated schools was not significantly different from the achievement of same race students from integrated schools. The study’s results should encourage district officials and instructional leaders to look at those factors that have a positive impact on student achievement regardless of the level of racial isolation.

In Parents Involved in Community Schools v. Seattle School District No. 1, a highly contentious and divided Supreme Court invalidated race-conscious admissions plans in two urban school systems, Seattle and Louisville. As such, Parents Involved was the latest chapter in the Court's almost 40-year history of reaching mixed results in such far-reaching areas involving race-conscious remedies as admissions to higher education, employment in the general workforce and in education, minority set aside programs, and voting rights. The preparation of superintendents is a critical component and essential element of systemic education reform. However, Cooper, Fusarelli, Jackson, and Poster (2002) remind us that, ―the process is rife with difficulties‖ (p. 242), including synchronization of preparation and actual practice, the theory-practice disconnect, the need for life-long learning, and development of an adequate knowledge base.

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). While research extols the benefits of parent involvement in college choice, low SES African American parents are increasingly less able to match the efforts of wealthier parents. A qualitative methodology is used to explore the lives 5 urban African American single parents whose low-SES parents encouraged education for postsecondary advancement. The study found that the high school diploma was the normative credential for upward mobility in their communities. Their parents used narratives of struggle to encourage their children while utilizing maps that helped navigate the road towards a high school diploma. The viability and acceptability of consolidation— combining two or more school buildings or districts into a single entity—have ebbed and flowed over the years. In the early 1900s, the main targets of school consolidation were the rural schools. The education leaders and policy makers of the time believed that a centralized model in which all schools looked alike would prove to be the best approach for educating youth to be productive citizens (Kay, Hargood, and Russell 1982).

This study was conducted to understand parental perspectives on mandatory academies (intersessions) in three alternative (year-round) calendar middle schools. The alternative calendar was implemented by the study school district to improve student performance and parent attitudes toward the education their children receive. Yet, administrators and teachers in the U.S. are predominantly "European Americans from middle-class backgrounds who speak only English. Education plays a critical role in how adolescents mature into adults. A vulnerable, and often forgotten, sub-population of the poor is homeless youth, for whom lack of a stable or adequate residence creates a unique set of educational barriers. The Center for Higher Education Policy Analysis (CHEPA) spent 18 months documenting the experiences of homeless adolescents in Los Angeles, deriving data from 123 interviews with homeless adolescents between the ages of 14 and 19, and an additional 45 interviews with shelter staff, social workers, parents, teachers, and school district administrators. The centralization of school discipline in the second half of the twentieth century is widely understood to be the inevitable result of court decisions granting students certain civil rights in school. This study examines the process by which school discipline became centralized in the Los Angeles City School District in the late 1960s and early 1970s, however, and finds that the locus of control over student discipline shifted from the school site to the centralized district largely in response to local pressures. Boston MA’s schoolyards had seriously deteriorated since the middle of the 20th century resulting in dangerous and unusable outdoor spaces. Beginning in the mid 1990s, a program to renovate these schoolyards has resulted in approximately half of the schools now having outdoor recreational, learning and garden spaces. This study compared the 4th grade test score results in renovated vs. unrenovated schools. Controlling for school demographics, schools that had a renovated schoolyard had more of their students passed the state mandated math test (1.06, 95% confidence interval = .00012, .12). Effects on the state mandated English language arts test were not …

Restoration or new construction? That is a dilemma that educational leaders, particularly superintendents and school business officials, have had to wrestle with for years. In the past, state regulations often dictated whether school buildings should be renovated or torn down to make way for new construction. State reimbursement guidelines favored new construction over restoration for public school development by either withholding funds or denying the full state support for restoration projects. In fact, some states established complex formulas that mandated new construction if the cost of restoration exceeded approximately two-thirds of the new construction costs.

Many health programs are located in community colleges or hospitals, and in order to advance educational status, students must be able to transfer credits between multiple educational institutions. Unfortunately, programs are not uniform and many fields of study are guided by strict accreditation regulations. These conflicting requirements often make transfer for students cumbersome.
