Negotiating In School Districts When Times Are Tough, David Alan Dolph

When the economy is depressed, resources are limited, mandates are overwhelming, and the organizational climate in the district is souring, education leaders and teachers union officials often brace themselves for contentious negotiations. Poor economic conditions affect the district’s ability to offer raises, maintain current benefit levels, and provide adequate instructional programs, supplies, and equipment. Some districts are forced to cut staff positions to balance their budgets.

Amidst this turmoil in education and an already- heightened public awareness and concern about accountability and transparency, recent legislative attempts have attacked the rights of public workers to bargain collectively.

Through partnership with two BPS high schools, school counseling graduate students engage in service learning and participate in organized experiences that meet school needs and are coordinated with graduate students' learning goals. School counseling students meet with BPS students individually and through classroom interventions to assist in the college/career process and prepare them for post-secondary educational options. This session will describe the partnership, including direct experiences shared by graduate students.

UMass Boston has hosted Noyce Scholars for the last four academic years (2006-2010). The program is built upon seven years of an existing program in the UMass Boston Graduate College of Education: Teach Next Year (TNY). TNY is an accelerated teacher education program designed to prepare interns for urban teaching as they obtain their initial licensure. Noyce funding supports TNY interns who are dedicated to teaching math and science in urban schools. Graduates have all gone on to teaching positions in the Boston Public Schools.

The purpose of this quantitative, causal-comparative study was to determine the impact of the year-round education school calendar on the standardized test performance of fifth grade African American students, as measured by the Illinois Standards Achievement Test (ISAT) in reading. The ISAT reading scores from two year-round education (YRE) schools (School A and School B) were compared with two traditional calendar education (TCE) schools (School C and School D). This case study explored a high-achieving elementary school on Chicago’s far South Side that fosters academic success for its African American students who come from predominately low-income homes. Tyler School serves a demographic group that historically underperforms. Yet multiple measures of evaluating student achievement indicate that Tyler is an exceptional school.

The research question driving this study is this: How does the school’s administrative team at Tyler School create conditions that support student achievement? A descriptive multiple regression approach was used to assess the job satisfaction of female and male public school superintendents taking part in a decennial survey conducted by AASA. Self-reported job satisfaction of public school superintendents was regressed on their affective reactions to specific job facets (supervision, co-workers, and compensation) and to contextual variables (type of school district, legislative mandates, and funding sources) purported to influence their job satisfaction. Results indicate that female and male superintendents were found to be similarly satisfied with their current job assignment but for different reasons as revealed by interaction terms addressed in the regression analyses.

The essays in this chapter focus on the issue of how best to recruit the very best administrative talent to leadership positions in schools. For years, the accepted practice has been for school leaders to be prepared through traditional school administration programs with higher education institutions. Using 4 years of student-level demographic, enrollment and testing and school-level characteristics, this study analyzes the enrollment and outcomes of English Language Learners (ELLs) in Boston Public School between SY2006 and SY2009 and assess the relative impact of individual and school level factors in testing outcomes of ELLs. The study reports on the improvement in ELL dropout rates and testing outcomes during the period of observation. It reports also on the outcomes of ELLs at different levels of English proficiency and finds (1) higher dropout rates and lower testing performance among low English proficiency students; (2) a minimal proportion of …

This study utilized findings from the 2010 decennial study of the school superintendent to determine the extent to which four predictor variables (courses, professor credibility, size [enrollment of employing school district], and gender) accounted for variability in superintendent overall ratings of their academic preparation. The standardized regression coefficients indicate that most of the variance accounted for in the linear equation was due to ratings of professor credibility and ratings of the perceived value of courses. Neither the institutional variable, school district size, nor the personal variable, gender, accounted for meaningful variance in the overall ratings. Recommendations are made for extending …

In 2003, three Philadelphia middle schools with similar demographics and failing student achievement levels were taken over by an educational management organization. Two were transformed into distinct single-sex academies within the original school buildings and a third remained coeducational. Students did not have the option where to attend, eliminating selection bias. Through funding from a Spencer Foundation grant, data was collected on 1,000 students for 2002-03 through 2004-05 to examine impacts of gender-segregation. We find students in single sex schools witness greater improvements in standardized test scores, with boys gaining the most, and no differences on Rosenberg’s Self-Esteem Scale.

The purpose of the study was to measure and compare the advancement strategies employed by private faith-based middle schools which serve economically disadvantaged minority students in urban settings. The research compared six schools in two groups of samples chosen from a pool of Lasallian Catholic alternative middle schools. Data collected from extensive personal interviews with school administrators were divided into twelve categories to compare the school’s establishment, the school’s board makeup and advancement functions, the school’s advancement methods and programs, the school’s senior advancement administration, and the school’s relationship with religious sponsor. The purpose of this research was to determine the nature of the relationship between urban elementary fifth graders, environmental workers, and the environment. The study examined 320 urban fifth grade elementary students' drawings of environmental scientists (DAEST) and environmental caretakers (DAECT). Additionally, semi-structured interviews were included to elucidate student illustrations. The study's sample represented one-third of all fifth graders in the mid-Atlantic school district selected for this research. Approximately 5% of participants were chosen for follow-up semi-structured interviews based on their illustrations.
