This phenomenological study explored Louisiana legislative charter school policies and the extent to which those policies empowered Black public-school parents in the New Orleans charter school experiment (NOCSE). Parent empowerment, the sharing of power with parents, has been a missing component both in scholarly literature and in charter school policy and implementation (Ferlazzo, 2011; Hsiao et al., 2018, Murray et al., 2013). Using semi structured interviews, the results of this study yielded three themes related to Black parent empowerment (BPE) and the public-school struggles Black parents face in an all-charter district. Consequently, researchers have extensively explored school leadership and identified transformational leadership as an appropriate style for schools (Leithwood, 1992; Hallinger & Heck, 1996; and Jantzi & Leithwood, 1996). For many decades, traditional public schools were the dominant public schools available for educating students, including those with disabilities. However, in the current climate of school choice, parents can now choose from a variety of educational options for their children. This study sought to explore the reasons parents of students with disabilities enrolled their children in charter schools. Research questions addressed the reasons parents considered when enrolling their children with disabilities in charter schools, as well as their degree of satisfaction and experiences after enrollment in charter schools. Choice Without Inclusion?: Comparing The Intensity Of Racial Segregation In Charters And Public Schools At The Local, State And National Levels, Julian Vasquez Heilig, T. Jameson Brewer, Yohuru Williams

We conduct descriptive and inferential analyses of publicly available Common Core of Data (CCD) to examine segregation at the local, state, and national levels. Nationally, we find that higher percentages of charter students of every race attend intensely segregated schools. The highest levels of racial isolation are at the primary level for public and middle level for charters. We find that double segregation by race and class is higher in charter schools. Charters are more likely to be segregated, even when controlling for local ethnoracial demographics. A majority of states have at least half of Blacks and a third of …

Clarifying The Public-Private Line: Legal And Policy Guidance For Catholic-Affiliated Charter Schools, Kari A. Carr, Janet Decker

In the past fifty years, the share of students enrolled in U.S. Catholic schools has declined from approximately 12% to 3%. In reaction, many urban Catholic schools have closed and subsequently reopened as public charter schools in order to receive governmental funding and to increase enrollment. As public schools, these Catholic-affiliated charter schools now face a complex set of legal and practical challenges. This article presents empirical research on Catholic-affiliated charter schools, and the legal issues facing them as well as the wider category of religiously-affiliated charter schools.
