The goal of this research was to analyze the effect of fixed costs on learning curve calculations. The research focused on two general research areas. The first area addressed the identification of current cost analysis practice for handling fixed costs in learning curve calculations. After identification of current practice, the unit learning curve models AXb ability to estimate total production run costs for a new production run when the slope was derived from both total cost and variable cost historical lot data was examined. In 1988, the General Accounting Office released the report Water Pollution: Stronger Enforcement Needed to Improve Compliance at Federal Facilities. The report claimed Federal Facilities were in noncompliance of environmental statutes at twice the rate of nonfederal facilities. The Air Force chain of command, from Chief of Staff to Commander and Chief, emphasize environmental compliance is expected at all Air Force Facilities. To enhance the Air Force's Clean Water Compliance Program, past noncompliance violations were compiled and an analysis performed assessing the value of the past violation trends as managerial tools in achieving compliance. The tax effects hypothesis states that dividends have a negative impact on the value of a firm due to the preferential treatment given to capital gains over dividend income in some countries. This study tests the tax effects hypothesis in five countries: Australia, France, Germany, Japan and United States. The countries are selected because each had a significant tax law change within the period of study (1983-1991) and therefore provides an excellent opportunity for validation of this hypothesis.

Current Foreign Military Sales FMS models provide stock levels that result in a very low system availability or a funding requirement that exceeds the overall budget. The purpose of this research was to determine if an inventory model exists that can be used in FMS reparable sparing to provide a more efficient and economical inventory purchase. The Aircraft Sustainability Model ASM is such a model, providing the most aircraft availability possible from a given inventory investment by computing the optimal number of spare parts to buy for each item. The purpose of this study was to determine if women administrators in higher education possess leadership characteristics consistent with those described in the feminist literature. The study identified seventeen characteristics in three categories: leadership style characteristics, decision making strategies, and conflict resolution strategies which were incorporated into a iii research survey. The extent to which work satisfaction, task satisfaction, suggestion quantity and suggestion quality may be affected by upward influence and reward in a suggestion program was investigated using 160 students as subjects. Locus of control and growth need strength were investigated in terms of their effects as personality moderators. Subjects offered suggestions during three trials for nine topics representing university problems. The percentage of suggestions accepted by a review committee was manipulated as four levels of an upward influence condition (0'/o, 25'/0, 50'/o and 75'/o). This research proposes an analytical approach for assessing efficiency and effectiveness of the Army’s Enlistment Incentive Review and Allocation Process. In this research, the author applies multiple regression- techniques to observations of monthly enlistment contracts for the time period covering October 1987 through July 1993. Bonus contracts, ACF contracts and total contracts were regressed against level of enlistment bonus, availability of the Army College Fund, unemployment rate, and state of U.S. involvement in overseas conflict. The author then used the estimated regression relationships to estimate bonus amounts required to stimulate enlistment and compared performance of true incentive levels against predicted …

This research investigated a heuristic approach to schedule aircraft for the channel cargo system of the Unit States Air Forces Air Mobility Command AMC. Given cargo frequency of visit requirements, a fleet of aircraft, and possible routes, the objective of this research was to develop, implement, and test an iterative procedure to efficiently schedule and load aircraft in order to maximize the flow of cargo through the channel cargo system.
