The idea of information superhighways has been spurred by consumer demand, technological development and political institutions. These advancements and interests require a regulatory framework to control the operation of, and competition within the telecommunications industry. This paper focuses on government regulation of telecommunication carriers, information services (internet), video-programming and wireless telecommunication (spectrum). This paper also highlights the roles of the Federal Communication Commission (FCC) under the Telecommunications Act of 1996 as compared to previous laws prior to the 1996 Act.

This thesis examines community radio in Western Australia and its relationship to "the public sphere". The public sphere is that field in which private. persons interact with other private. persons and in so doing construct a 11public". Public opinion is formed through this interaction in the public sphere. The media provide a major part of that interaction. Moreover, the media determine which voices are privileged within the communicative sphere. Drawing from Jurgen Habennas I explore theories of the public sphere arguing that community radio constructs a new form of public sphere in contemporary culture. Several past studies explore the gratifications received by mass media users. However, no former research focuses on radio as a single medium and investigates how gratifications change over a person's lifespan. This study utilized an altered version of Elliott and Quattlebaum's (1979) ten media gratification list and questioned a 14 to 60 year old sample group about the gratifications they receive from country music radio. The researcher selected country music because it is the most popular radio format today and because it provided the wide age parameters needed for the study. In this study, the author examines the development of country music in the area surrounding Bowling Green and Glasgow, Kentucky, from approximately 1930 to 1960 and its relation to the newly emerging medium of radio. Emphasis is placed on several performers whose careers were linked to the radio stations which began to broadcast in Bowling Green and Glasgow during the 1940s.

In the past, country music scholarship has tended to focus on phonograph records as a source of material for study and as the primary means of musical transmission. As a result, the careers of many of the lesser known …
