The pristine qualities that make Nantucket a distinct place, and somewhere “far away,” both geographically and philosophically, also make it a refuge, an attractive haven and resort with less traffic, pollution and people than the mainland thirty miles away. Nantucket’s popularity is beginning to catch up with her. Certain major urban elements have been pished into suburban environments to the detriment of cities. The thesis proposed that through investigating the implications of reinserting such a building into the urban condition, it can be demonstrated that both the city and the facility will benefit. The vehicle is the design of a public building which must mediate between its needs and its urban conditions. The project therefore should have a program which has specific requirements and the site should have a strong urban dynamic.

Planners use methods borrowed from many disciplines. These are usually modified and adapted to meet planner's needs to acquire and sift through many diverse information sources helpful in dealing with complex problems. The quantitative methods which planners use are well known, well established in practice, and acknowledged by most as tools of the planners' trade. In contrast to this, most planners also use qualitative methods but these are rarely explicitly acknowledged. The intent of this thesis is to develop low-rise, high density urban housing which will provide its occupants with the basic amenities of light, air, and green space, while reconstructing and extending the fabric of New York City into an area of the East Village.
