"Indirect Regulation" Of Environmental Hazards Through The Provision Of Information To The Public: The Case Of Sara, Title Iii, Richard C. Rich, W. David Conn, William L. Owens
City and Regional Planning
Title III of the Superfund Amendments and Reauthorization Act of 1986 seeks to reduce the risks of chemical accidents through a strategy of indirect regulation that relies on providing the public with information about chemical hazards. For this strategy to be effective, citizens must aggressively utilize the information provided to monitor industrial practices and press for risk reduction. Since prior research suggests it is very difficult to evoke the degree of citizen action that would be required to make a strategy of indirect regulation successful, and since the federal legislation provided no funds for implementation, there is a question o/whether …

The National Recycling Coalition, in recognition of significant changes in the field of solid waste management and the resulting need for people with new knowledge and skills, has assembled a committee to develop an “integrated waste management curriculum.” This paper identifies and discusses several possible objectives for such a curriculum, and explores issues associated with different ways in which it might be initiated.

Portland and Seattle are often considered to be divergent in character, partly because civic leadership in each city has a different vision. The adoption of contrasting downtown core plans, projects, and policies in each city allows us an opportunity to understand the nature of each city's regime. As defined by Elkin, an urban regime is the community's governing coalition, those who exercise public authority in a legal sense and those private actors able to act collectively and bring concerted influence to bear.

Urban Design And Conflicting City Images Of Brazil: Rio De Janeiro And Curitiba, Vicente Del Rio
City and Regional Planning
Imageability of places, cities and countries is strongly influenced by tourist and political portraits in the media. As human cognition relies on inferential perception and contrasting categories, marketing strategies exploit partial truths and conflicting city images to direct public perceptions. This article addresses the relationship between international perception, image building and urban design in the case of Brazil and the cities of Rio de Janeiro and Curitiba. Their contrasting images as exploited by the international media expose only partial truths. In fact, these images represent complementary development contradictions that co-exist in any major city today.

Many local planning departments have acquired and put into use advanced automated geocoding and Geographic Information Systems (GIS) to store, process, map and analyze geographic data. GIS technological advancements in hardware, software, and geographic databases - specifically, in geocoding methods to reference street address data to geographic locations - enable data to be integrated, mapped, and analyzed more efficiently and effectively. Also, technological advancements depend on organizational and institutional environments. The relationships between technological advancements and technical (data mapping and analysis), organizational, and institutional environments are not clear. Student Enrollment Projections: Irving Independent School District, Ard Anjomani, Nancy Caveness, Robert Utz, Dipak Mulji, Jay Moon

The study offers long-range forecasts of student enrollment by campus and grade level for the Irving Independent School District. The forecasts were generated by a Dallas - Fort Worth Regional Model and are based on disaggregated population and employment projections for the metropolitan area. Three different sources of regional employment projections were used, providing grounds for comparison ranging from more conservative to more optimistic economic growth scenarios. ** Contact [email protected] if you are the author.**

Title III of the Superfund Amendments and Reauthorization Act of 1986 requires that planning and emergency response agencies be able to communicate with the public in nonemergency situations in order to help citizens understand the risks they face from hazardous materials and to secure citizen participation in designing responses to chemical emergencies. Both research and reports from the field indicate that, with notable exceptions, most Local Emergency Planning Committees created for this purpose are making little or no effort at proactive communication. As a result, citizens are not being educated effectively about the hazards they face and are not acting …

Practitioners have long stressed the need to teach professional commumcations skills to planning students. This paper describes ten years of experience in teaching a course in which communications skills and techniques of gathering and analyzing information are taught concurrently while investigating a problem of importance in the community. The course involves an ongoing collaboration, a "marriage of convenience," between an academic and a planner, casting city/county planning staff as clients for students This has proven useful for pedagogy and has had some positive impact on the community.

Although tabernacles do not hold the sacred meaning of Mormon temples, they are symbolic landmarks of the culture of the early Mormon Saints. Tabernacles were once an integral part of each community in which they were located. They were often the main buildings in the community, reflecting the coherent, orderly nature of a Mormon town. Today, many of the original tabernacles have been torn down and others are under the threat of destruction.
The first tabernacles built in the Mormon Culture Region were constructed in the 1850s. They were large meetinghouses built for the purpose of holding large general meetings. …

International Student Design Competition Of Two Community Elementary Schoolyards, Roger Hart, Cindi Katz, Selim Iltus, Maria Rosario Mora

As part of the project for the Participatory Design of Two Community Elementary Schoolyards in Harlem, P.S. 185 and P.S. 208 (The Schoolyards Project), the Children's Environments Research Group of the City University of New York held an International Student Design Competition for the design of these schoolyards. The competition drew sixty entries from various countries. The jury met on October 10, 1990 and awarded one First Prize and five Honorable Mentions. A landscape architect was then hired to utilize the best ideas, together with the architectural program which had been produced with the school and the surrounding community.

This dissertation examines the turnaround of labor force migration patterns in the states of California, Oregon, and Washington in the 1970s. The focus of the dissertation is the simultaneous phenomena of economic deconcentration and employment migration in nonmetropolitan counties during the turnaround period. The theoretical approach of the research draws from the disciplines of economics, geography, and sociology to develop a model that addresses what attributes of areas attract labor migration flows. The study specifies that labor migration is a function of economic activities, the environment, and accessibility. The research focus is the role that economic and noneconomic factors play …

This research identifies variables that determined the amount of autonomy Oregon's gubernatorial leadership possessed in formulating and implementing the Regional Strategies program, centerpiece of industrial policy in Oregon during the latter half of the 1980s. The literature on state industrial policy points to instances in which the leaders of America's state governments are acting autonomously. Gubernatorial actors appear to be formulating industrial policy goals independent of powerful non-state groups and other state actors and developing the capacity to transform their policy preferences into authoritative actions. The literature is largely devoid, however, of any systematic accounting of the variables that determine …
