On February 3rd, 2011, the Internet Addressing and Numbers Authority (IANA) allocated the last five /8 blocks of IPv4 addresses to each of the five Regional Internet Registries (RIRs). Since that event, four of the five RIRs have depleted their IPv4 allocations and began operating under final IPv4 address depletion policies. The exhaustion of the IPv4 address pools maintained by the registries means that IPv4 is now a legacy protocol and that all future Internet growth will be over IPv6. This project re-conceptualizes the parking garage structure from a building type deemed as an utilitarian object, to a multi-functioning public service provider, to not only store cars for the individual but also as an infrastructured platform for providing urban amenity, providing much needed urban public space. This structure looks at the concept of garage to look beyond its normative function of purely car storage, and sees the potential of using the building both with and without vehicles, to ultimately act as a form of urban rehabilitation.

This is the first known study to examine the relationship between Native identity and psychological well-being, which is defined by Ryff in positive psychology as existential strengths. It is also the first known study to investigate the relationship between Native identity and blood quantum through quantitative measures. Overall, 199 Natives from two American Indian Centers, three Indiana powwows, and online from Facebook participated by completing the Ryff’s Scales of Psychological Well-being, Phinney’s Multigroup Ethnic Identity Measure, and demographic information. A structural model is proposed and empirically examined that investigates factors influencing how residents perceive medical tourism's impact on quality of life domains and behavioral responses. A model based on social exchange is adapted as the basis of theory that medical tourism in a destination will affect community conditions and living experiences, which in turn influence residents' support for its development and tax paying behavioral intentions. Analyzed factors influencing how residents perceive medical tourism's affect on community conditions and living experiences underlying quality of life include overall community satisfaction, satisfaction with healthcare, attitudes towards medical tourism and economic performance.

Form-based codes are evaluated with criteria often requiring additional clarification. To better identify form-based code evaluation criteria, this thesis identifies the major intentions of form-based codes from the literature and focuses on the first intention, quality of life. The form-based code literature relates quality of life to three principles with underlying parameters: neighborhood with a center and edge, proximity to daily needs, and walkability. Neighborhood refers to the identification of walkable districts of about .25 mile radius with a clear center and edge. Over the past twenty years bicycle use as a mode of transportation has grown considerably in the United States. Other studies have examined the individual bicyclist’s risk in proportion to the growth in cycling across cities, a phenomenon referred to as ‘safety in numbers.’ This study expands from that research and examines the effect of cyclists on road safety for all road users.

Beginning in 2008, The City of Lincoln, Nebraska set forth efforts to reduce pollutant loads within Antelope Creek below U.S. Environmental Protection Agency (EPA) criteria with the goal of eventually having segments of the stream removed from the Clean Water Act 303(d) list of impaired waters. Early efforts focus on channel improvements made as part of the Antelope Valley Project to increase the flood carrying capacity of the Creek. In the ongoing debate between seemingly conflicting conditions, the author contrasts several features of urban landscape to dig deeper into the understanding of the current Caracas. An interpretative process allows viewing the city from a daily perspective of joy and suffering. The process takes into account different scales of approach, the relationship between buildings and emptiness, and the role of green in the city. In January 2013, civic leaders, community stakeholders, and residents came together to release Detroit Future City: 2012 Detroit Strategic Framework Plan, a guiding blueprint for transforming Detroit from its current state of population loss and excessive vacancy into a model for the reinvention of post-industrial American cities. Three years prior, the U.S. Census had reported that the city had lost 24% of its population over the last decade and had experienced a 20% increase in vacant and abandoned property, bringing total vacancy to roughly the size of Manhattan. Beginning with the development of Seaside (Walton County, FL), Kentlands (Gaithersburg, MD), and Laguna West (Elk Grove, CA), New Urbanist developments have set aside parcels for civic structures, many of which now house congregations. Using interviews with developers, planners, and church officials, this thesis examines the rationale behind including congregations within New Urbanist developments in four southeastern states (Alabama, Georgia, North Carolina, and South Carolina). The expectations of New Urbanist developers largely mirror those found within key New Urbanist texts: congregational structures help create a legible landscape through typological architecture and conspicuous siting while providing space for public gathering. Bicycle use is increasing in many parts of the U.S. Local and regional governments have set ambitious bicycle mode share goals as part of their strategy to curb greenhouse gas emissions and relieve traffic congestion. In particular, Portland, Oregon has set a 25% mode share goal for 2030 (PBOT 2010). Currently bicycle mode share in Portland is 6.1% of all trips. Other cities and regional planning organizations are also setting ambitious bicycle mode share goals and increasing bicycle facilities and programs to encourage bicycling. Chronic poor health within inner cities is usually the result of prolonged exposure to a multitude of health disparities. These disparities, are exacerbated by poverty, high unemployment, crime and youth violence. In many cases, these factors increase neighborhood instability and civic disengagement. Community garden programs can strengthen civic engagement and foster neighborhood stability, while simultaneously cutting down on youth violence. Comprehensive planning can help communities engage in purposeful and sustainable land use development. Previous research has indicated that Indian reservations in the United States often face unique roadblocks to these planning efforts: checkerboard patterns of tribal and nontribal ownership, and the presence of both tribal and local governments exercising land use authority within the same shared space. These roadblocks can lead to uncooperative, uncoordinated, or unsustainable development.
