History is more important than geography in explaining our relationship with housing. We have a funny relationship with housing in Ireland, one that goes beyond the usual explanation of our land and property obsession being a post-colonial hang-up. Given our location at the northwest edge of Europe, it would be logical to assume Ireland would have a similar approach to housing as Germany, France and the Netherlands. We are different from our regional neighbours, however, and more like our distant cousins in Malta, Italy, Spain, Portugal and Greece.

Student accommodation is in short supply in Ireland, an issue that was covered in these pages last week. As a housing analyst, I see the topic arising time and time again. In a radio studio recently, Kevin Donoghue, the president of the Union of Students of Ireland, told me that, for the first time, it was not only first-year students who were asking for housing advice, but also second- and third-year students. Increasingly, senior only residences are zoning seniors out of mainstream residential areas and into segregated living and mature communities. Senior gated communities are variations on a theme of gated communities in which lifestyle is packaged and sold. Active adult retirement communities exclude the young and offer active lifestyle living, with diverse levels of senior living choices. Such an approach contrasts with policies designed to encourage aging in place. It is also distinct from Golden Age Zoning districts designed to allow affordable housing for senior citizens in a public/private partnership. The housing crisis and the debate about rent control should result in a beneficial change to the regulation of the sector but the opportunity could be lost for want of clarity of thinking about the nature of rent certainty and the distinction between it and rent control. At present rent is regulated by the Residential Tenancies Act 2004 (RTA 2004) which provides that rent can only change once a year and cannot be more than the market rent. With Ireland’s strong economic recovery and the gradual revival of its construction industry, the future potential status and growth of its provincial cities in general for Drogheda, and the near 80,000 population of the Greater Drogheda Area (GDrA), is viewed as having been portrayed in an underwhelming way in the withdrawn National Spatial Strategy (NSS). Drogheda straddles both Louth and Meath counties, thereby presenting historic governance issues. Its impressive growth since 1996, in becoming Ireland’s largest town, has required several county boundary adjustments. This divided governance has inhibited its commercial growth. WITH all eyes on Ireland’s homelessness crisis, rising rental costs and an undersupply of newhousing on the market, people ask where the rising demand for homes is coming from. By concentrating on the economic and construction aspects of housing, many people miss the hugely important demographic aspect. Housing is and always will be about people. Brian Hughes, of the government’s Central Statistics Office (CSO) expert group, and Declan Redmond and Brendan Williams of University College Dublin have identified the four main drivers of housing demand—and they’re not what you’d think.

The paper presents a new initiative, EcoScience + Art, which blooms at George Mason University. The creator explains the background, history, and recent activities of the initiative, and also introduces an on-going special project called “The Rain Project”, a student participatory project to design, construct, and monitor a green infrastructure (i.e., floating wetland) for sustainable stormwater management on campus. The special project is geared to design and present a new paradigm to integrate college education, scholarship, and service. The relevance of the initiative and the special project to STEAM education is discussed.

The Bay Area Metropolitan Transportation Commission’s (MTC) Freeway Service Patrol’s highway motorist response service is reporting a reduction in their service levels. We analyze the relationship between the reduction in the Bay Area Freeway Service Patrol’s (FSP) motorist assists and changes in vehicle miles traveled (VMT), California Highway Patrol (CHP) reported incidents, and cover research on the impact of new and old vehicle fleet turnover. VMT and CHP incidents have differential effects on FSP assists. Although incidents occurring on freeways with high traffic flows tend to cause more congestion, the trend in local VMT along Bay Area freeway corridors does …

In 1963, Japan passed the New Residential Town Development Act prompting the construction of publicly constructed large-scale residential satellite towns across the nation in response to a severe housing crisis. Addressing two case studies, Senri New Town near Osaka and Tama New Town outside of Tokyo, this thesis examines the historical and social context of the design and construction of postwar new towns by tracing the institutional, intellectual, and architectural histories that shaped their urban form. Hurricane Sandy was a major event with major implications for how sociologists think about the relationship between climate change and crisis in urban areas. The storm’s impact on New York provides a valuable case for considering how to study the impacts of climate change on large, densely settled cities with vulnerable hard infrastructure and highly complex social conditions that produce differentiated experiences across many different communities. This working paper considers data at several levels of analysis with the aim of assessing neighborhood inequalities in the impacts of such extreme weather. Public transportation is an important part of the U.S. transportation system. After losing popularity in the U.S. during the mid-20th century, public transportation has been making a strong comeback in major metropolitan areas since the 1990s. In an effort to reduce inner-city traffic congestion, promote environmentally sustainable development patterns, rejuvenate decaying central business districts, and take advantage of all the other externalities of public transportation (i.e., reduced air pollution, a smaller urban footprint reducing sprawl, etc.), urban areas have been actively expanding their existing systems or building completely new systems. Between 1985 and 2014, 19 metropolitan areas in the United States built new light rail systems at a cost of over $30 billion. The US Department of Transportation funded a major share of the costs, with support from state and local public funding sources. This dissertation begins by providing an introduction to this era of light rail projects by placing them in the historical context of surface transit improvements in the United States. The Merced del Pueblo de Abiquiu is one of New Mexico’s historic genizaro land grant settlements. “Genizaro was the designation given to North American Indians of mixed tribal derivation living among the Hispanic population” (Gonzales 2014). The “historical connection to the Hopi Genizaro Pueblo Indians of Tewa descent” (Gonzales 2014) is what gives Abiquiu its Pueblo designation. The original settlers were Tewa peoples who settled the area during the early 1600s, followed by the Hopi who left Arizona and settled in the Merced del Pueblo de Abiquiu. “From the 1740s to the 1790s, towns such as Abiquiu were established as …

In India poor sanitation accounts for 1,600 daily deaths of children under the age of five (Dasra, 2012). The societal and environmental conditions in India and many other developing countries have continuously stood as barriers to facilitating changes in sanitation behavior. Efforts made to improve hygiene have continuously faced opposing forces including major gaps between the supply and demand of sanitation. This paper will focus on one pilot program conducted in Chennai, India over the summer of 2014. This program was designed to teach school children safe sanitation and hygienic habits by providing a guiding tool to teachers. The study …

A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. This is a significant change which has not been sufficiently discussed and has consequences which are not appreciated. Climate change, resource scarcity, and environmental degradation demand a paradigm shift in urban development. Currently, too many of our cities exacerbate these problems: they pollute, consume, and process resources in ways that negatively impact our natural world. Cities of the future must make nature their model, instituting circular metabolic processes that mimic, embrace, and enhance nature. In other words, a city must be a regenerative city or, as some say, an “ecopolis.” So, how to get there—to ecopolis—from here?
