The Land and Buildings Tax Act, B.E. 2562 (A.D. 2019), was enacted in Thailand with the aim of wealth distribution, revenue increase, and discouraging unproductive land use. However, since its implementation in 2020, in Bangkok, a notable increase in land use and land cover (LULC) changes, specifically vacant lands being converted to agricultural lands, has been observed. These changes are hypothesized to be related to tax avoidance activities. The document encourages designers to use sustainable practices to reincorporate these abandoned lots back into the fabric of the city. Through partnerships with local organizations in Philadelphia, guidelines and suggestions were created to guide Philadelphians while they revive abandoned lot spaces. This study examines the relationships between a blight abatement CPTED project and the total, violent, and property crime rate in Philadelphia from 2000-2019. After controlling for certain demographics (population, median household income, median age of population, poverty level, and unemployment rate) as well as the national crime rate, no statistically significant relationship was found between the CPTED project and the crime rates with the data and measurements available to the researcher.
