At present the Irish construction industry is facing one of its most uncertain and challenging periods and will see major cuts in all areas of the economy in 2012. Despite this, Ireland pushes forward in sustainability initiatives with the Government ruling that environmentally-friendly policies are to get priority in competing for State contracts worth up to €16 billion a year. This and further initiatives are in place, so as to reduce greenhouse gas emissions by up to 20% by the year 2020.By the end of 2018 the public sector must own or rent only buildings with high energy-saving standards and …

In 1999, The EPA published The Stormwater Phase II rule, which instituted the implementation of "techniques, measures or structural control to manage and improve the quality of stormwater runoff" otherwise known as Best Management Practices (BMP). These strategies are designed to address one or more of three factors; flow control, pollutant removal, and pollutant source removal. As part of the list of techniques associated with BMP's, one in particular has become a more strategic approach that mimics predevelopment hydrology (EPA, 2012). The Irish State in recent years has suffered huge financial losses in the public works sector, which has now pushed the Irish Government to explore new ways of controlling cost. This background lead to the introduction of the Capital Works Management Framework in 2007 which aimed to support the certainty of outcome in terms of cost and quality, as well as improved risk management, through the implementation of fixed price contracts. Systems Engineering is a fast growing field in the engineering braches. It can be applied to anything that one can be described as a system. To show this, two different projects are being directed through the systems engineering department at UTEP. In the Student Busing Project, UTEP was granted funding from the Green Fund in order to pursuit the start of a busing system on campus. Research on other busing systems, as well as the effects and costs of adopting a busing system were researched. Recent interest in cooling towers as a mechanism for producing chilled water, together with the evolution of radiant cooling, have prompted a review of evaporative cooling in temperate maritime climates. The thermal efficiency of such systems is a key parameter, as a measure of the degree to which the system has succeeded in exploiting the cooling potential of the ambient air. The feasibility of this concept depends largely however, on achieving low approach water temperatures within an appropriate cooling tower, at acceptable levels of energy performance. In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. The “federal courts” took on their now familiar contours over the course of the twentieth century. Three chief justices—William Howard Taft, Earl Warren, and William Rehnquist—played pivotal roles in shaping the institutional, jurisprudential, and physical premises. Taft is well known for promoting a building to house the U.S. Supreme Court and for launching the administrative infrastructure that came to govern the federal courts. Earl Warren’s name has become the shorthand for a jurisprudential shift from state toward federal authority; the Warren Court offered an expansive understanding of the role federal courts could play in enabling access for a host of …

One could easily mistake Clinton Kelly’s closing keynote presentation at ACRL 2011 in Philadelphia last March as light fare. Kelly, cohost of TLC’s What Not To Wear, spoke enthusiastically about the importance of one’s appearance and the necessity of making an extra effort in the way individuals present themselves. His keynote address, and the fact that a fashion expert was a speaker at a conference for librarians, sparked debates on Twitter and in the blogosphere.

In 1990 many in Colquitt, Georgia considered themselves to be a dying town due to the loss of jobs and outmigration that occurred when labor intensive farming transitioned to the machine. In response citizens brought in a theater director from Chicago who helped them launch a performance series of inclusive stories that were acted by local volunteers. The resulting series called Swamp Gravy has run from 1992 to present (2012), and has led to purported claims of community revitalization. Recently many research studies have investigated the shear behavior of reinforced concrete (RC) beams strengthened with fiber-reinforced polymer (FRP) composites. However, most were conducted on small-scale specimens. Thus, analytical models and design equations developed from those studies may not predict the actual behavior of large-scale RC beams strengthened with FRPs. in this study, an experimental study was performed on this topic using full-scale RC T-beams in order to understand the behavior of full-scale bridge beams strengthened in shear with FRP. the main parameters investigated in this study were the transverse steel reinforcement ratio and the effect of mechanical anchorage systems. …

Within this work, life cycle assessment modeling is used to determine top design priorities and quantitatively inform sustainable design decision-making for a prefabricated modular building. A case-study life-cycle assessment was performed for a 5,000 ft2 prefabricated commercial building constructed in San Francisco, California, and scenario analysis was run examining the life cycle environmental impacts of various energy and material design substitutions, and a structural design change. Results show that even for a highly energy-efficient modular building, the top design priority is still minimizing operational energy impacts, since this strongly dominates the building life cycle's environmental impacts.
