Who Gets Construction Jobs And Where? Employment Of African Americans, Hispanics And Total Minorities In The Construction Industry And Construction Trades In The Milwaukee Msa, John Pawasarat, Lois M. Quinn

This report uses three decades of U.S. Census data to assess employment patterns by race/ethnicity in the construction sector and construction trades in the City of Milwaukee, Milwaukee County, and the four-county Milwaukee MSA. Historical participation of African Americans and Hispanics in construction occupations are tracked for 1980, 1990 and 2000, using Census Special Equal Employment Opportunity (EEO) Tabulation files. Worksite analysis and maps using Census 2000 place-of-work data only recently made available show where whites, African Americans, and Hispanic workers are employed. For this report, new Employment and Training Institute research on interrelationships between race/ethnicity, income and geography for the driver’s license issue is applied to proposals in the Wisconsin Legislature to require state driver’s licenses or photo IDs as identification for voting in elections in the state. The report details the impact of the proposed voter identification legislation on the population of adults 18 and older in Wisconsin compared to the population of adults with a current driver license and current address. Report Card On Minority And Female Participation In Construction Trade Apprentices In The Milwaukee Area: Who's In The Pipeline For Skilled Construction Trades, Lois M. Quinn, Ruth Zubrensky

This report provides racial/ethnicity and gender data on apprentices in the construction trades in the Milwaukee metro area from 1999 to 2005. The data has been supplied by the Wisconsin Department of Workforce Development (DWD) Bureau of Apprenticeship Standards (BAS). The report analyzes these records to drill down to the level of individual employers and joint apprenticeship committees, where decisions are made related to employment of apprentices. Report cards are provided for 475 Milwaukee area companies with construction trade apprentices, 14 Milwaukee and Waukesha area joint apprenticeship committees (JACs), one statewide committee, and one non-union program.

This report assesses employment, economic and welfare changes in Milwaukee ZIP code 53206 based on thirteen years of institutional data. Recently released Census 2000 transportation planning databases are used to provide a first-time analysis by race of jobs located within each central city neighborhood. State-of-the art purchasing power and retail sales leakage analyses developed by the Employment and Training Institute help communities and neighborhood-based businesses assess the spending power of each central city zipcode. This block level analysis raises serious questions about the white-black housing dissimilarity segregation index historically used to rank the racial segregation of metropolitan areas. The analysis examines the assumptions of the dissimilarity index about the lack of integration occurring in many cities with large African American populations. No single statistic or set of statistics can capture the complex population mix and levels of integration and segregation in urban America, and the current segregation rankings of cities and metropolitan areas, while popular in the media, appear to offer little insight into the configuration of neighborhoods in cities with large African American …

The Employment and Training Institute prepared maps for the 100 largest metro areas in the U.S. to aid public policy makers in identifying black-white integrated neighborhoods. The mapping project analyzed block level data, with cities encouraged to map their integrated neighborhoods by blocks. Working with the Helen Bader Foundation and the Milwaukee Department of City Development, the Employment and Training Institute has developed purchasing power profiles for Milwaukee neighborhoods and commercial districts. These profiles utilize current state income tax records, local property files, business phone listings, state driver's license files, motor vehicle records, and state and federal mortgage lending databases to identify the purchasing power that comes from urban population densities and concentrations of income and to describe economic trends of interest to retailers and other commercial businesses. This report examines the employment patterns of private companies in the Milwaukee metropolitan area with 100 or more employees, utilizing computerized summaries of EEO-l annual reports filed with the U.S. Equal Opportunities Employment Commission. Each year these companies are required to report on their total labor force, minorities and women employed by nine occupational groupings. The data are provided to identify occupational shifts, progress toward a diversified labor force and challenges facing Milwaukee area employers and workers. A random sample of 518 households with working age adults was interviewed for nine zipcode areas in the Community Development Block Grant/Enterprise Community neighborhoods in order to obtain data on the training and employment needs of central city Milwaukee residents. Nearly half (48 percent) of all working age central city households had someone who was interested in job training to upgrade skills or to prepare for a new job. The most frequently requested training was in computer skills, listed by about a fourth of persons indicating an interest in upgrading their skills. n 1990 Milwaukee County created a “Youth Initiative” to improve the delivery of services to youth. The Youth Initiative Committee made significant recommendations for altering the delivery of county social services and targeting "multiple-problem" families in Milwaukee zipcode areas 53204 and 53206. This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question. In 1980 the Milwaukee School Board considered a 1980-90 School Building and Sites Plan which recommends policies for school closings and construction projects for the 1980's. This report by Lois Quinn and Kenneth Robinson of the Metropolitan Integration Research Center discusses the proposals of the School Building and Sites Commission and provides analysis of the three factors which the Commission stated were most important in planning school closings: impact on desegregation, declining enrollments, and budgetary constraints.

In March 1976 the Milwaukee Board of School Directors adopted an Affirmative Action Policy Statement for the school system. The statement lists goals designed to achieve a school staffing pattern which is reflective of the Milwaukee community. This report by the Metropolitan Integration Research Center examines the current employment profile of the central administration of the Milwaukee Public Schools to determine what progress has been made in changing minority staffing patterns among administrative staff. School desegregation was initiated in Milwaukee in the 1976-77 school year through a court-ordered city desegregation program and a state-financed city-suburban pupil transfer program. This pilot study by the Metropolitan Integration Research Center explored three dimensions of the complex interrelationships between these school desegregation programs and housing patterns in Milwaukee County. First, a field study explored the attitudes of minority families participating in the innovative city-suburban school desegregation program. The survey found high satisfaction with the educational program and relatively strong interest in possible integrating housing moves to suburban areas where children were busing to school. Migration of African American families to developing suburban areas in the Milwaukee metropolitan area was inhibited by both governmental actions and private discrimination. A study by Lois Quinn of the Metropolitan Integration Research Center in 1979 found racially restrictive covenants operating in at least sixteen of the eighteen Milwaukee County suburbs. Subdivisions established in 1927, for example, in Cudahy, Shorewood, West Milwaukee, Whitefish Bay and Wauwatosa excluded all non-Caucasian families. In the 1930's subdivisions created in Bayside, Fox Point, Glendale, Greenfield, Hales Corners, St. Francis and West Allis were still using covenants to exclude African Americans. As late as 1958, …
