Milwaukee Public Schools Universal Driver Education Pilot Project Evaluation Report, Lois M. Quinn, John Pawasarat

Under the leadership of Superintendent Darienne Driver, Milwaukee Public Schools introduced a bold initiative to address the driver’s licensing needs of MPS students through a Universal Driver Education program. This report describes the pilot project offering free driver education services to 257 students at four high schools in spring and summer of 2016. The project successfully targeted subpopulations identified as most in need of affordable driver education, including youth of color, students living in neighborhoods with high child poverty, and students from families with lower-income. A critical issue facing central city Milwaukee residents is access to jobs -- jobs that are increasingly beyond the Milwaukee County bus lines. The spatial mismatch between available jobs and job seekers is most acute in low-income Milwaukee neighborhoods, where job seekers have outnumbered full-time openings by a gap of seven to one and only a third of unemployed job seekers have a valid driver's license. From 1998-2017 the University of Wisconsin-Milwaukee Employment and Training Institute conducted extensive employment research on the importance of a driver's license.

The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. Indicators tracked changes by neighborhood since 1993, prior to the beginning of state and federal welfare payment cuts, and demonstrate the advantages of using administrative and institutional databases to measure dimensions of urban life. The University of Wisconsin-Milwaukee Employment and Training Institute worked with the Wisconsin Department of Corrections and state Department of Public Instruction in the 1980s to improve educational programs at state correctional facilities incarcerating juveniles. In the 1990s ETI assisted the Milwaukee County Executive’s Youth Initiative to identify youth populations in need of intervention if future incarceration was to be prevented. From 2007 to 2016 ETI research and technical assistance focused on employment needs of Milwaukee County adult males who had been incarcerated in Wisconsin Department of Corrections (DOC) facilities.

The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. This series of maps was prepared for Milwaukee Public Schools Superintendent Gregory Thornton along with the 2010-2011 school census conducted by the Employment and Training Institute. Maps detailed distributions of births by race/ethnicity, children receiving free and reduced price meals, students with exceptional education needs, children by age (in MPS, non-MPS public, and private schools), Spanish-speaking households, Hmong and Laotian speaking households, and locations of state-licensed childcare group and family centers. Student data were mapped for the home residence of enrollees in the eight MPS Montessori schools.

The Employment and Training Institute analyzed the city of Milwaukee annual birth data to assist planning by Milwaukee Public Schools Superintendent Gregory Thornton. A total of 106,767 children were born to mothers living in the city of Milwaukee over the ten-year period from 1999 through 2008. All race/ethnicity data refer to the mother’s identity. Annual births to Milwaukee residents remained stable at around the 10,500 level from 1999 through 2005, and then increased to 11,372 in 2007 and 11,131 in 2008. Milwaukee births reflect a highly diverse city. A 16% decline in the number of white births over the 10-year …

Educational Follow-Up Study Of Juveniles Released From Ethan Allen And Lincoln Hills (1982), Lois M. Quinn

This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question. In 1980 the Milwaukee School Board considered a 1980-90 School Building and Sites Plan which recommends policies for school closings and construction projects for the 1980's. This report by Lois Quinn and Kenneth Robinson of the Metropolitan Integration Research Center discusses the proposals of the School Building and Sites Commission and provides analysis of the three factors which the Commission stated were most important in planning school closings: impact on desegregation, declining enrollments, and budgetary constraints.

In March 1976 the Milwaukee Board of School Directors adopted an Affirmative Action Policy Statement for the school system. The statement lists goals designed to achieve a school staffing pattern which is reflective of the Milwaukee community. This report by the Metropolitan Integration Research Center examines the current employment profile of the central administration of the Milwaukee Public Schools to determine what progress has been made in changing minority staffing patterns among administrative staff. School desegregation was initiated in Milwaukee in the 1976-77 school year through a court-ordered city desegregation program and a state-financed city-suburban pupil transfer program. This pilot study by the Metropolitan Integration Research Center explored three dimensions of the complex interrelationships between these school desegregation programs and housing patterns in Milwaukee County. First, a field study explored the attitudes of minority families participating in the innovative city-suburban school desegregation program. The survey found high satisfaction with the educational program and relatively strong interest in possible integrating housing moves to suburban areas where children were busing to school.
