The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. Indicators tracked changes by neighborhood since 1993, prior to the beginning of state and federal welfare payment cuts, and demonstrate the advantages of using administrative and institutional databases to measure dimensions of urban life. The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. As a planning supplement to the annual count of school children in the city of Milwaukee, the Employment and Training Institute assembled administrative and institutional data bases to help provide a socio-economic analysis of neighborhood issues facing Milwaukee Public Schools students and their families. This report provides neighborhood drilldowns on key issues of concern to educators. Nine Milwaukee zip codes historically targeted for Community Development Block Grant funding because of their concentrations of poverty are analyzed in detail. The 53206 zipcode neighborhood serves as a bellwether for poverty changes in Milwaukee and nationally. In the 1990s prior to welfare reform in Wisconsin it had the largest number of families receiving AFDC. In the 2000 Census it showed the largest number of families in poverty among Milwaukee zipcodes. The 2007 neighborhood indicator analyses showed substantial movement in a negative direction, particularly in the last 4-5 years as the number of men incarcerated from and released to these neighborhoods has risen dramatically and residents have been targeted by subprime lenders for refinancing mortgages. This report assesses employment, economic and welfare changes in Milwaukee ZIP code 53206 based on thirteen years of institutional data. Recently released Census 2000 transportation planning databases are used to provide a first-time analysis by race of jobs located within each central city neighborhood. State-of-the art purchasing power and retail sales leakage analyses developed by the Employment and Training Institute help communities and neighborhood-based businesses assess the spending power of each central city zipcode. Working with the Helen Bader Foundation and the Milwaukee Department of City Development, the Employment and Training Institute has developed purchasing power profiles for Milwaukee neighborhoods and commercial districts. These profiles utilize current state income tax records, local property files, business phone listings, state driver's license files, motor vehicle records, and state and federal mortgage lending databases to identify the purchasing power that comes from urban population densities and concentrations of income and to describe economic trends of interest to retailers and other commercial businesses.
