The purpose of this thesis is to highlight and critique the ways in which utilitarianism manifests itself in comparative public policy. While public policy studies tend to focus on national levels, cities, and states can also be major sites of theoretical and policy formulation that are adopted globally. The moral ethics that are involved in public policy are especially important because these policies have a direct impact on society. Kane, Adie Tomer, Caroline George, and Jamal Russell Black called “Not according to plan: Exploring gaps in city climate planning and the need for regional action." The original report analyzes decarbonization plans for 50 of the largest U.S. cities and comparatively ranks each plan using a point system of 5 categories. In the decades following World War II, mass suburbanization remade the American landscape. While suburbs accounted for 83% of the nation’s growth between 1950 and 1970, cities bled their populations and natural resources dwindled. Treating the postwar era as a critical juncture, this thesis examines the political history of twentieth-century state land use policy to illuminate how competing interests have shaped policy outcomes across the United States. Specifically, the paper seeks to explain the passage of statewide growth management and smart growth programs. The industrialization of the late 19th and early 20th centuries in Berlin and Vienna led both cities to initiate a social housing program to create affordable housing for the masses moving into the cities. The cities share many characteristics and developed in similar directions at their early stages. Nevertheless, a century later, their social housing systems look far apart. While Vienna’s system continues to thrive and withstand pressures from the international and federal level, Berlin’s citizens showed their resentment towards housing in their city in a radical referendum demanding the expropriation of several real-estate companies. Clark County School District (CCSD) is the 5th largest school district in the nation. Through the use of the United States Census Bureau’s 2020 ACS 5-year survey, demographic trends will be analyzed for CCSD. This brief will focus on three demographic trends that have direct connections to educational success. Those three demographic trends are: internet access, poverty level (households on SNAP), and school enrollment. Potential policy interventions include technology device loan programs, adopting meal programs for students and their families, and new staff recruiting plans for CCSD.

When it comes to terminal illnesses, all of these innovations increase life expectancy but cannot do the same for a patient’s quality of life. In fact, many people with terminal illnesses lose their autonomy and dignity, leading to the emergence of assisted dying as a way to provide terminally ill patients with an alternative to palliative care. As cities continue to grow at exponential rates, land use regulations, specifically density restrictions, have been implemented to mitigate economic effects, from increasing housing prices to difficult public transportation construction. These regulations range in type, taking into account factors regarding the most effective urban form for cities and recently the presence of COVID-19. Land use effects on housing prices are also adjacent to tackle the climate crisis. Inadequate consumption of healthy food is an ongoing public health issue in the United States. Food availability measures of supply versus consumption of healthy foods are disconnected in many studies. There is a need for an objective assessment of the food environment in order to assess how the food supply aligns with the Healthy Eating Index (HEI). In the United States, low-income, underserved rural and urban settings experience poor access to healthy, affordable food. Introducing new food outlets in these locations has shown mixed results for improving healthy food consumption. The Healthy Community Stores Case Study Project (HCSCSP) explored an alternative strategy: supporting mission-driven, locally owned, healthy community food stores to improve healthy food access. Mission-driven, independently-owned community food stores have been identified as a potential solution to improve access to healthy foods, yet to date there is limited information on what factors contribute to these stores’ success and failure. Using a multiple case study approach, this study examined what makes a healthy community food store successful and identified strategies for success in seven community stores in urban areas across the United States. This report is designed to aid the Hartford Land Bank (HLB) in its efforts to remediate blight as well as lay the groundwork for a more frictionless path to homeownership for residents in the City of Hartford. Over the course of the semester, the team has conducted research and analysis on various models and state funding systems that could increase property ownership among city residents. In collaboration with the HLB and Cleveland Housing Network (CHN), the team has focused on existing rent-to-own (RTO) and lease-purchase models of homeownership with decades of high success rate.

Together with our partners, MEJC and LittleSis, We The People Michigan finds that DTE has extracted profit from its customers through hundreds of thousands of shutoffs, the second highest amount of rate hikes in the country, and unnecessary power outages that leave customers without power. They have invested heavily in new fossil fuel power plants that place significant health burdens on customers while blocking renewable energy initiatives.
