Public Policy Practicum Projects

A Boston based non-profit and a team of public policy PhD students engaged in several months of collaborative problem identification and goal setting focused on the effectiveness of the organization’s unique service delivery model. The nonprofit uses volunteer advocates and a goal-oriented process with no eligibility criteria to assist clients in distress. We collected administrative data, administered a survey, and conducted interviews to explore client well-being.

Feasibility Study Of Consolidating Public Safety Answering Points In South Euclid, Beachwood, Euclid, Shaker Heights, And University Heights, Ohio, Daila Shimek, Kyle Johnson, Eugene L. Kramer, Nathaniel Neider

The study conducted by the Center for Public Management (PM) found that, for two of three scenarios analyzed, it is legally, technologically, and financially feasible to consolidate public safety answering points (PSAPs) in South Euclid, Beachwood, Euclid, Shaker Heights, and University Heights, Ohio. Of the scenarios found feasible, the study estimates a decrease in costs ranging from almost $687,700 to $1.1 million, depending upon the configuration of the PSAP. When factoring in capital costs, the savings ranges from $555,000 to $898,000, but lead to an increase in costs of $189,000 in a PSAP dispatching for police only. At the local …

This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

Worldwide, most global cities are located in coastal zones, but a paradox of sustainability is especially striking for American global cities. This article examines such paradox drawn between globalization-induced development and coastal ecosystems. It focuses on two developmental components found principally in global cities: (1) the agglomeration of foreign waterborne commerce and global business services and (2) the accelerated activity and mobility habits of a global professional class. Despite formidable gaps in research, some anecdotal evidence suggests unique hazards exist for the coastal ecology as globalization pressures expand a global city’s urban footprint.

This thesis examines the institution of city-county separation in Ontario. City-county separation was the original form of municipal organization in the province, introduced as a method of distinguishing between urban and rural areas by politically separating one from the other. Over time, this practice lost ground to institutions such as regional government, which sought to connect urban and rural areas. Despite this institutional shift, 18 cities and towns in Ontario remain separated from their counties, establishing a situation where some of the province’s most populous communities lack institutional linkages to their surrounding rural municipalities.

This project focuses on American prison writings from the late 1990s to the 2000s. Much has been written about American prison intellectuals such as Malcolm X, George Jackson, Eldridge Cleaver, and Angela Davis, who wrote as active participants in black and brown freedom movements in the United States. Acquisition and redevelopment of foreclosed properties by community organizations helps to mitigate the social impacts of foreclosures on neighborhoods and residents. Social impacts can be measured in a variety of ways: (a) Strategic value of foreclosed property locations (b) Averted lost value to proximate properties Models can estimate magnitudes of such effects to identify potential acquisition candidates and social impacts of alternative development strategies. Application of models to a local case study demonstrates how these measures can be used in practice.

As urban agriculture grows in popularity, researchers are attempting to quantify its potential contribution to local food systems. We present the results of a vacant land inventory conducted in collaboration with the HOPE Collaborative, a multi-stakeholder, community-based initiative in Oakland, CA, USA. Vacant lots, open space, and underutilized parks with agricultural potential were identified using GIS and aerial imagery. Using visual interpretation, we identified 1201 ac (486.4 ha) of public land and 337 ac (136.4 ha) of private land that could potentially be used for vegetable production. Based on USDA loss-adjusted consumption data, we calculated the potential contribution of these …

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Beginning in the mid-1970s, U.S. suburbs started to experience many of the same problems typically associated with earlier inner-city decline including accelerating income decline, increasing family poverty, falling housing prices, growing income polarization, escalating crime, and increasing racial and ethnic diversity.

Conventional wisdom often lays the blame for neighborhood decline on who moves in and who moves out. This is understandable, as neighborhood migration is easily observable.
