The Operation Was Successful But The Patient Died: The Politics Of Crisis And Homelessness In Post-Katrina New Orleans, Evan Casper-Futterman

On July 4th, 2007, a small group of housing activists set up a tent city encampment in a plaza adjacent to New Orleans City Hall. The action resulted in the creation of Homeless Pride, a small group of politicized Plaza residents. Six months later, hundreds of homeless people were moved from the park, and it was fenced off. Using archival videos, interviews, and news media, this thesis analyzes the opportunities and constraints that activists, service providers, and local officials faced in light of two intersecting and overlapping contexts. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. Growing Apart? Ethno-Regional Identity Politics, Tensions And Threats To The Nigerian State, 1960-2010, Ali Simon Yusufu Bagaji

The notion of democracy, the motive behind party formation, ethno-regional spread of parties, voting behaviour and pattern of electoral results, and pre and post election crises among other fissiparous tendencies are all indications that Nigeria is a highly divided society. This article examines manifestation of ethno-regional identity politics, and how identity has re-focused political participation, struggles and conflicts in the Nigerian federation. It concludes that despite institutionalisation of measures aimed at preventing the use of any form of divisive identity in the Nigerian body politic. Nigeria, after over fifty years of state-building and political engineering, appears to be growing apart.

Last week the Massachusetts Legislature produced redistricting legislation that will forever change the direction of state politics for blacks, Latinos and Asians. By this time next year, the number of state house elected officials of color can increase by 100 percent, from 10 to 20 members. And communities of color will be well positioned to elect a person of color to the U.S. House of Representatives for the first time in the history of the state.

Decision science provides tools and methods to support strategy design and operations in housing and community development by generating guidance regarding the number, type, location and development process of housing units in order to balance objectives such as social benefits and costs, tenure mix and equity. These decision models address the needs of multiple stakeholders, reflect the public and private nature of housing, and incorporate best-available evidence regarding markets, policies and impacts of housing and community development. EXECUTIVE SUMMARY • Oklahoma’s 1987 Smoking In Public Places Act required the inclusion of smoking sections in restaurants and pre-empted more stringent local anti-tobacco laws with state regulations. • With the 2001 arrival of an aggressive new Commissioner of Health, Dr. Leslie Beitsch, the tide turned with new legislation (Senate Joint Resolution 21 in 2003) that prohibited smoking inside public places and restaurants were allowed to build separately-ventilated “smoking rooms.” • In 2004, State Question 713 increased the cigarette tax by 80 cents per package. • Dr. Beitsch resigned in 2003 and since that time, efforts toward clean air have …

Researchers investigated the operations of a pre-court diversion program that provides services and supports to station adjusted youth offenders after contacting the Chicago Police Department but before they have been formally arrested and referred to the Cook County Juvenile Probation Department. The purpose of the study was to determine the suitability of the program for evaluation and to work with staff to enact any procedural modifications that may be needed to facilitate future evaluation activities.

A State-In-Society Approach To The Nonprofit Sector: Welfare Services In Japan, Mary Alice Haddad

This article uses the case of Japan to advocate for a new theoretical approach to the study of the nonprofit sector. In particular, it examines how theoretical models based on the European and North American experiences have difficulty explaining the relationship between the nonprofit sector and the state in Japan, and argues that a state-in-society approach is better suited to explaining complex state–society relations in diverse cultural contexts. It does this by examining the evolution of social welfare service provision in Japan.
