Accessory Dwelling Units In Portland, Oregon, Matthew Gebhardt, Beth Gilden, Yael Kidron

The Institute for Sustainable Solutions is spearheading an initiative to make it easier and more affordable for Portland homeowners to construct a second house on their property—increasing housing options in a city with some of the fastest rising rents and lowest vacancy rates in the nation.
Called “accessory dwelling units” or ADUs, these small backyard homes can be used by family members or rented out to others in the community. They provide more affordable housing options while reducing pollutants that cause climate change.
In 2018, Matthew Gebhardt, assistant professor of Urban Studies and Planning, and Yael Kidron, Ph.D. candidate in …

Tax Incentives And Housing Investment In Low-Income Neighborhoods, Matthew Freedman
Tax Incentives And Housing Investment In Low-Income Neighborhoods, Matthew Freedman
Matthew Freedman
This paper examines how tax incentives to promote housing investment affect communities by exploiting the lottery structure of Missouri’s Neighborhood Preservation Act (NPA). The NPA offers tax credits to homeowners and developers that improve or expand the owner-occupied housing stock in low-income areas. Taking advantage of the random assignment of NPA tax credits and detailed property-level data, I find that the program increases construction activity modestly. There are positive but highly localized spillovers on neighbors’ investment behavior. Spillovers on property values are larger in geographic scope, implying important roles for both neighbor interactions and amenity effects in local housing markets.

Barcelona is a leader in the smart cities movement, a movement that aims to help cities deliver services to citizens more efficiently and economically as a way of making the city a more inviting and inclusive place to live and work. As with any city committed to forward-looking economic, social, and urban development initiatives, it is important to consider whether ambitious goals to reinvent the city include an agenda to solve the persistent problems that have faced major cities for decades, including affordable housing and caring for roofless or homeless men and women. This article ties together the challenges Barcelona …
Affordable Housing For Sustainable Cities: A North American Perspective, Detroit Metropolitan Area And Montreal (Quebec), Courtney Lauren Anderson, Maryse Grandbois
Affordable Housing For Sustainable Cities: A North American Perspective, Detroit Metropolitan Area And Montreal (Quebec), Courtney Lauren Anderson, Maryse Grandbois

Housing is an integral part to elevating and maintaining a quality of life to ensure a healthy and productive citizenship. The overwhelming number of citizens in Montreal and the United States who are unable to find housing that is less than 33% of their income stifles that economic progression of individuals and the society in which these individuals live. The ability for cities to dictate their own plans for creating and maintaining affordable housing without mandates from the federal vacillates among the various levels of government with each level having certain positive and negative elements. Although city autonomy can provide …

As ports and goods movement activity expands throughout the United States, a major challenge is how to make the adverse impacts of freight transportation a more central part of economic development, policy and planning discussions and transportation decision making. In 2009, faculty and staff from the Urban & Environmental Policy Institute of Occidental College and from the environmental health sciences and regional equity programs of the University of Southern California (USC) began a study of this evolving global trade and freight transportation system, focusing on areas in the United States where the system is expanding and where community, labor and …

Residential Historic Preservation And Neighborhood Stability: Through The Housing Crisis And Beyond, Brian Mikelbank
Residential Historic Preservation And Neighborhood Stability: Through The Housing Crisis And Beyond, Brian Mikelbank
Brian Mikelbank
Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure.
Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. This program has made over 1000 loans, channeling preservation investments of over …

Shelter Poverty: Housing Affordability Among Asian Americans, Michael E. Stone
Shelter Poverty: Housing Affordability Among Asian Americans, Michael E. Stone
Michael E. Stone
Relatively little research has been conducted that focuses on the housing situation of Asian and Pacific Islander Americans (hereafter generally referred to as Asian Americans), especially on the national level. From a review of about 30 articles and reports over the past decade that examine racial/ethnic housing situations nationally, only one specifically addressed housing problems of Asian Americans (Hansen, 1986) while two others included Asian Americans along with other populations of color. Of the remaining articles, most used the terms race, racial discrimination, or segregation in their titles, yet did not include Asian Americans in the studies. Of particular note, …
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
Shelter Poverty In Boston: Problem And Program, Michael E. Stone
Michael E. Stone
This paper argues, first, that most housing problems—in Boston and throughout the nation—are ultimately the result of the squeeze between inadequate incomes, on the one hand, and the cost of profitably providing housing on the other. It is also argued that housing cost and incomes together are the most decisive determinants of the overall quality of life of families and communities. Third, it is contended that the long history of inadequate attempts to cope with the affordabiiity problem have not only failed to solve the problem, but have indeed contributed significantly to the broader and serious problems of the overall …
Planning Local Economic Development In The Emerging World Order, Edward Feser
Planning Local Economic Development In The Emerging World Order, Edward Feser
Edward J Feser
A new consensus is emerging around effective modes of government action in the economic sphere—in essence, a new approach to industrial policy—that has significant implications for the reform of the subnational economic development function currently underway in the UK and US. Leading edge local and regional economic development practise must be smarter, more flexible, more collaborative among stakeholders, more experimental and evaluative, and much less prone to generic diagnoses of economic challenges and the application of universal strategies. In turn, good planning scholarship is needed to help design the organisations and practises the new model requires and to train the …
Post-Disaster Housing Recovery: The Promise And Peril Of Social Capital, Anuradha Mukherji
Post-Disaster Housing Recovery: The Promise And Peril Of Social Capital, Anuradha Mukherji
Anuradha Mukherji
Researchers argue that social networks based on shared values, trust, and norms can facilitate collective action, and such social capital increases the ability of communities to recover after a disaster, implying that the presence of social capital ensures collective community action after a disaster and enables recovery. Drawing from comparative case studies of Bhuj and Bachhau, urban centres impacted by the 2001 Gujarat earthquake in India, this study presents a nuanced view of the role of social capital during post-disaster recovery. It argues that it is important to consider community contexts that are inherent to the amount of social capital …
