This study examines the implementation of social goals through government action and the context and relations of agencies charged with demonstrating and enforcing equality in transit. Specifically, I explain complexities involved in the top-down federal mandate to demonstrate equal transit service for minority communities and low income residents. Institutional entrepreneurship by local government agencies influenced the legislation and regulation that they were charged to enforce. The local Metropolitan Planning Organizations (MPOs), created to enable a local voice in major capital road projects, acquired new institutional capabilities as federal agencies tasked them with implementing new social goals. Neighborhoods, cities, regions and countries face sustained economic and population decline, due to lower population growth rates, deindustrialization and sustained disinvestment, and the housing foreclosure crisis. Planners increasingly see ‘decline’ as something to plan for: a place may lose population while ensuring a high quality of life and enhanced social value (Delken 2008, Hollander 2010). Growth-oriented planning continues to maintain its hegemony over local government decision-making. Can decision models help planners devise strategies that will maximize the social value of managed decline?

Nonpunctuated And Sweeping Policy Change: Bhutan Tobacco Policy Making From 1991 To 2009, Michael S. Givel

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. The purpose of this dissertation is to examine the experiences of St. Bernard Parish, La., residents as they coped with the impact of the catastrophe of Hurricane Katrina on August 29, 2005. An estimated 50,000 St. Bernard Parish residents relocated to a new home one year after Katina in 2006, and many of those residents moved again. This study examines the effects of the decisions of St. Bernard residents to relocate or to return on their social connections. In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. Our study focused on the perspective of homeowner decision-making in response to home energy audits, combined with attention to the quality of the recommendations that homeowners receive, as well as the perspectives of some key industry actors on auditing and home energy labels. Unlike a program evaluation, the research was not designed to answer detailed questions about program effectiveness in terms of costs, savings, or process, nor was it designed to provide direct answers to questions of how to get people to do more audits or more retrofits. Abstract

Amidst the worst disaster to impact a major U.S. city in one hundred years, New Orleans’ main trauma and safety net medical center, the Reverend Avery C. Alexander Charity Hospital, was permanently closed. Charity’s administrative operator, Louisiana State University (LSU), ordered an end to its attempted reopening by its workers and U.S. military personnel in the weeks following the August 29, 2005 storm. Drawing upon rigorous review of literature and an exhaustive analysis of primary and secondary data, this case study found that Charity Hospital was closed as a result of disaster capitalism. To answer this question, Granger causality test was conducted to see whether fiscal deficits granger cause economic growth and money supply or economic growth and money supply granger cause fiscal deficits. San Francisco's South of Market (SoMa) neighborhood and the Mission District are facing new forms of redevelopment. The deindustrialization of SoMa has posed an opportunity for a 'new model' of gentrification to create a mixed-use, mixed-income neighborhood from an area previously occupied by abandoned warehouses and vacant lots. In the Mission, awareness of the threats of gentrification and increased community participation are fighting to preserve the neighborhood and eliminate displacement. The innovative approaches to urban revitalization in these two neighborhoods demonstrate how redevelopment may occur without gentrification.

This project demonstrates how a GIS-based analysis of pedestrian accessibility to selected amenities from locations in and around the East Bayside neighborhood of Portland, Maine can help identify and guide decisions about public investment in improving such access. Two street network configurations are analyzed: the current (2011) condition, and a hypothetical configuration including several connectivity improvements currently under discussion or in the process of construction. The GIS tools are used to calculate the network distances between the centroid of the area’s census blocks and two amenities: the nearest full-service grocery store, and an outdoor fitness station available to the public. …

This project develops decision tools and analytical methods to help non‐profit community development corporations (CDCs) acquire and redevelop foreclosed housing for neighborhood stabilization and revitalization. Interviews and direct observations at partner CDCs have helped us identify current practices, data and requirements for our decision models. Problem‐structuring methods through CDC focus groups have generated core operational and organizational objectives. Spreadsheet‐ and optimization based decision models generate policy and operational alternatives that address multiple resident and community outcomes. Our research will support efficient responses to the recent foreclosure crisis, especially in distressed neighborhoods, and suggest policy implications at local and national levels.

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Home energy audits administered by utilities and government typically provide homeowners with lists of technical upgrade recommendations intended to increase the technical energy efficiency of the house. Audits proceed with assessment of physical characteristics, subsequently processed with a computational model and transformed into a report, sometimes customized by the auditor. There is also considerable variation in energy savings following upgrades of housing and appliances. We combine empirical data on household consumption with advanced simulation modeling techniques to investigate just how much behavior matters in determining consumption levels. compared to weather, technology and building characteristics. This article explores the central theme in the normative philosophy arguments of Michael Walzer; Charles Taylor; and Will Kymlicka and their applicability to the state building processes and constitutional politics in Nigeria. The main argument of these scholars is that, in a multicultural society, equality and justice; unity and stability are likely to prevail if state building and constitutional processes of a country recognises and accommodates ethnic diversity.
