Emergency management is an established system to prepare for, respond to, recover from and mitigate the consequence of disasters. Natural and manmade disasters have increased public interest in the systems and organizations that have evolved to protect the public from their effects. The Emergency Management Accreditation Program (EMAP) was developed as a method to evaluate and accredit emergency management programs. Between January 2003 and December 2004, with funding from the Federal Emergency Management Agency, EMAP conducted
baseline assessments of 35 U.S. state and territory emergency management programs.

Haitian Creole, also known as Kreyòl, is a member of the French-based creole language groups with a considerable part of its lexicon coming directly from seventeenth century French. Its grammar differs from French, however, and reflects closely the West African languages, such as Ewe, Fon, Yoruba, and Ibo. Kreyòl is similar to the creoles spoken in the French overseas departments of Martinique and Guadeloupe, as well as in Dominica, Saint Lucia, and parts of Trinidad.

The mission is to create a Universal Library which will foster creativity and free access to all human knowledge. As a first step in realizing this mission, it is proposed to create the Universal Library with a free-to-read, searchable collection of one million books, available to everyone over the Internet. Within 10 years, it is our expectation that the collection will grow to 10 Million books. The result will be a unique resource accessible to anyone in the world 24x7, without regard to nationality or socioeconomic background. A project of cultural learning in a community in Germany is described: Students of andragogy organized a public exchange of “gifts” without material value; the idea was that the donator offered to share two to three hours of the personal life in a joint activity. About 200 people including local respected authorities participated. The event on the market-place before Christmas became a public festival; the idea was widely welcomed with joy. The regional press reported; many gift-encounters took place. A challenging discussion took place about the relationship to adult education and andragogy.

This paper proposes that for elearning to be taken up widely by teachers and learners, a broadly purposed or designed elearning environment of essential educational elements needs to be available. It suggests that the work of preparing online learning programs involves seven different elements which can be organised into seven distinct digital online services layers. Further, from research conducted into educational usage of the internet in the Global Gateways (2003) report, there would appear to be four different types of educational users of Web services to be taken into account when constructing educational online environments.

The Mindanao conflict in Southern Philippines is a long-standing controversy that has eluded comprehensive solutions. Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues. The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. Even with the so-called “autonomy” already in place to substantiate the clamor of the Muslims for self-rule in the Tripoli Agreement, conflict has escalated signifying unrest among the people.
