Digital Transformation: Revitalizing Public Libraries As Inclusive Hubs For National Development, Bukunmi Paul Bello, Itunu Mary Adepegba

Library Philosophy and Practice (e-journal)

Public libraries play a vital role in providing equitable access to information, resources, and digital skills development to advance socioeconomic goals. However, declining usage and widening digital divides pose adaptability challenges. This paper examines strategies for public libraries to leverage technologies and transform services to remain relevant, inclusive hubs supporting national development priorities. It analyzes the impacts of existing services like public computing and e-books while exploring barriers around funding constraints, infrastructure limitations, staffing shortages, and digital literacy gaps. These inhibit technology adoption, particularly across underserved rural communities.

Recommendations center on policies and partnerships to improve access, combined with investments …

Cataloging Electronic Theses And Dissertations: Updates And Perspectives From The Mississippi State University Libraries, Meg C. Wang

The Southeastern Librarian

Over the last two decades, electronic submission of theses and dissertations has become more common, and cataloging processes have evolved as well. At the same time, the Resource Description and Access (RDA) cataloging guidelines, which are better designed to describe digital resources, were widely imple-mented in 2013 in order to replace the Anglo-American Cataloging Rules (AACR2), which emphasize the description of a physical item. These changes have brought unceasing challenges into cataloging work-flows. Especially with the development of linked data and the semantic web, catalogers consistently need to adapt measures to local conditions. This paper describes the recent issues that …

How can you ethically and legally incorporate these works into your research and writing? This session will discuss the basics of using portions of copyrighted works in your graduate work and provide real-life examples.
