本手冊整合「賽馬會齡活城市計劃」四間大學夥伴於社區進行「齡活大使」培訓的經驗，期望為未來的「齡活大使」培訓和參與帶來啟迪。訓練手冊由嶺南大學亞太老年學研究中心在「賽馬會齡活城市計劃」下編製。

The Age-friendly City Ambassadors Training Manual (Updated Version) integrates the experience from the professional support teams of Age-friendly City Project conduct ambassador training in the community by the four university partners, and hopes to transfer knowledge and bring insights to the future ambassador training.

Manual & Guide 手冊及指引

嶺南大學獲賽馬會慈善信託基金捐助，與本地另外三所老年學研究單位共同推行為期共五年半的「賽馬會齡活城市計劃」。嶺南大學團隊先後在新界及離島四個區域進行研究，採取「由下至上、地區為本」的模式，了解當區居民對「長者及年齡友善」程度的評價及改善社區設施與服務的意見，並協助區議會制定行動方案及加入「世界衞生組織全球長者及年齡友善城市及社區網絡」，使社區有策略地發展成「長者及年齡友善」社區。

同時，培訓社區人才亦是「長者及年齡友善」城市得以持續發展的重要因素。因此，嶺南大學團隊著手總結過去四年多在社區內推行「齡活大使」訓練的經驗，集合眾人之心得，彙編成冊，力求過去的點滴能對未來發展有所啟迪。感謝參與計劃之各大學團隊的合作，及社區單位及參加者的無私分享，才可促成本手冊面世，與社會人士分享。

The objectives of this baseline assessment was to evaluate the current state of age-friendliness and make a list of recommendations for the future development of Yuen Long District (the District) through a bottom up and district-based study. The baseline assessment provided opportunities for the elderly to voice their opinions and served as an appropriate strategy to meet their needs. Additionally, stakeholders from diverse groups can work together to build and maintain an age-friendly community.

Like many developed societies, Hong Kong is suffering from a rapid ageing population, especially when taking into account the imminent retirement tide of the baby-boomers. 和很多已發展社會一樣，香港人口也在快速老化，特別是大批戰後嬰兒潮的人口日益步入退休年齡，更加劇了香港的老齡化問題。據政府統計處統計數據顯示，香港老齡人口佔總人口數的比率將會由2011年的13%急速增長 到2041年的30%，屆時香港將進入“超老齡社會”。

大部分機構都嚴格規定了僱員的退休年齡，僱員離開熟悉的工作崗位，不僅嚴重浪費了一批有經驗、技術和能力的勞動力，亦因此削弱了整個城市的生產力。再者，在未來幾十年，隨著年長僱員陸續離開勞工市場，他們對於 社會保障以及其他福利的需求將持續增加。
