Since the repudiation of the rehabilitation ideal in the mid 1970s a considerable body of literature has developed in which the social purpose and goal of American corrections are debated. While much attention has been given to the policy issues surrounding the various correctional approaches, the author notes that little attention has been paid to the philosophical foundations upon which these perspectives are based. Chapter 1 traces the development of correctional ideology from its beginning to the present crises. An overview of the current problems faced by corrections is given, focusing upon the lack of conceptual clarity in the criminal …

Client Success Or Failure In A Halfway House, Patrick G. Donnelly, Brian E. Forschner

Halfway houses today are diverse entities. Seiter, et al. (1977) found that almost 60 percent of the houses in the United States are private nonprofit organizations. One-third were state operations with the remainder being federal, local or private profit organizations. The programs in the houses varied from those providing supervision and custody to those providing a full range of intensive in-house treatments for particular client needs. Some halfway houses handle only particular types of offenders (e.g., drug addicts) while others handle a wide range of offenders.

Critical Criminology, Traditional Crime, And Public Policy, Ronald C. Kramer

The Journal of Sociology & Social Welfare

Critical criminologists have often ignored the serious problem of traditional or common street crime. As a result, crime prevention policy has been forfeited to the political right or to those who advocate ineffective liberal reforms. This paper argues that critical criminology can make a contribution to the formulation of public policy concerning traditional crime. Recent theoretical developments within the criitical perspective on crime, as.well as a variety of supporting data, are reviewed and specific policy recommendations to reduce traditional crime are offered. These progressive recommendations constitute an important alternative to the individualistic approaches (liberal or conservative) which now dominate crime …

A Longitudinal Study Of Recidivism For 88 Forest Camp Inmates, Loreli S. Manning

The purpose of this study was to determine to what extent a group of 88 subjects, who were sentenced to the Forest Camp in the early seventies, remained law abiding in the ten years which followed their release. In addition to analyzing recidivist patterns, the study attempted to identify which variables were associated with subsequent recidivist and non-recidivist behavior and relate those findings to previous studies in the literature.

Poverty, Inequality, And City Homicide Rates: Some Not So Unexpected Findings, William C. Bailey

Messner's recent investigation of homicide and relative and absolute economic deprivation is replicated here, but cities rather than SMSA's and three years (1950, 1960, 1970) rather than one (1970) are considered. Because of tremendous intra-unit variation for SMSAs with respect to homicides and sociodemographic characteristics (an important variation that is masked when data are aggregated on a SMSA level), cities are a preferable unit of analysis in cross-sectional investigations of homicide. Where Messner found a significant negative relationship between percentage of poverty (absolute deprivation) and homicides, I consistently find the opposite pattern as predicted.
