This study aims to explore the policy ambivalence towards commercial sex trade, resulted by prostitution laws and anti-trafficking policies in the United States. It focuses on Chinese immigrant women and those who served them in the Human Trafficking Intervention Courts (the HTICs) in New York City. Specifically, it investigates the process of Chinese immigrant women becoming potential “victims” of sex trafficking from the perspectives of the service workers, the social workers and the public defenders. Recently, legislative campaigns to totally decriminalize the sex trade industry in a handful of U.S. states and the District of Columbia failed, but a look at campaign supporters and their arguments demonstrates that libertarian principles are mainly guiding their efforts. This article explores how libertarianism principles, when applied to the sex trade, could bring about severe and lasting harm to others, including sellers of sex, potential victims of sex trafficking to meet the new demand, and the general community. This research report is the result of collecting and evaluating data on cases of homicides and attempted homicides in the German sex trade from 1920-2017. The findings show violence against prostituted women and the attitudes of the sex buyers who commit most of the violent acts against the women. The report discusses the media coverage of murder cases, complication of cases, and a critique of methods of criminal evaluation by the police. From 1920 to 2017, 272 victims of murder and attempted murder were identified. Liberalization of prostitution occurred in 2002. From then until 2017, there is a decrease in …

Prostitution is as old as human civilization itself. Throughout history, public attitudes toward prostituted women have varied greatly. But adverse consequences of the practice—usually imposed by men purchasing sexual services—have continuously been present. Prostituted women have regularly been subject to violence, discrimination, and indifference from their clients, the general public, and even law enforcement and judicial officers.

Jurisdictions can choose to adopt one of three general approaches to prostitution regulation: (1) criminalization; (2) legalization/ decriminalization; or (3) a hybrid approach known as the Nordic Model. Before reaching the age of 18, it is predicted that 80% of adolescents in the United States will have traded money for sex. This paper describes money laundering techniques used by different criminal organizations operating in the U.S. sex market. Prior to this study, scholars have not investigated money laundering techniques used in the U.S. sex market in a comprehensive manner. This paper describes and categorizes methods used for money laundering. It discusses the similarities and differences in money laundering techniques in the U.S. sex markets. Current challenges to combating money laundering are reviewed and recommendations are made to strengthen the ongoing fight against money laundering in the U.S. sex markets.

The Influence Of Legal Brothels On Illegal Sexual Service Purchasing Habits: The U.S. Context, Chris Wakefield, Barbara G. Brents

In this study, we use a survey of sex workers’ clients to examine the relationship between having paid for services in legal brothels in Nevada and paying for criminalized sexual services among male clients. Using ordinary least squares (OLS) and generalized ordered logistic regression models, the use of legal brothels is found to be negatively related to reported purchasing of criminalized sexual services, regardless of criminal history, income, and most other demographic factors. When tested by criminalized purchase context, purchases made using the Internet, from public, outdoor contacts (such as the street) and indoor, public contacts (like bars), were less …

In 2013, research findings by Cunningham and Shah claimed that rape and sexually transmitted diseases were reduced by decriminalized prostitution in Rhode Island. The original unpublished claims have received wide media coverage which have gone unexamined. This review finds errors in their analyses. One error is the date when prostitution was decriminalized in Rhode Island. Cunningham and Shah claim that prostitution was decriminalized in 2003. Our analysis finds the date of decriminalization of prostitution was 1980. The change in the start date of decriminalization significantly alters the analysis and the findings. Prostitution has been a topic of study for decades, yet many questions remain about where prostitution occurs. Difficulty in identifying prostitution activity is often attributed to the hidden and seemingly victimless nature of the crime. Although massage parlors have been associated with illicit activities including prostitution, less is known about their association with neighborhood crime. Employing the Computer Automated Dispatch/Record Management System (CAD/RMS), online user review, licensing, Census, and zoning data, we examine the impact of massage parlors on crime in their surrounding neighborhoods. Using spatial autoregressive models, our results indicate the total number of massage parlors was associated with increased social disorder. The presence of illicit massage parlors in adjacent neighborhoods was associated with crime and physical disorder in the focal neighborhoods. Adler (1975) contends that, over time, few things in society have changed less than sexual behavior, while few things have changed more than attitudes about sex. As such, myths pertaining to sex work, such as prostitution, human trafficking, and rape myths, support culturally reinforced attitudes that rationalize the sexual exploitation of sex workers (Cotton et al., 2002). This article explores the activities of The New Zealand Prostitutes' Collective (NZPC) in promoting decriminalization of prostitution and its role in gatekeeping this legislation. The NZPC has loomed large in the government’s evaluations of the decriminalization legislation known as the Prostitution Reform Act (PRA). It has collected information, partnered on the research team appointed by the Ministry of Justice to conduct the research, and ultimately secured seats as evaluators on the Prostitution Law Review Committee (PLRC) charged with assessing the research and making recommendations.
