This report describes a local initiative, Policing Diversity in Lambeth (PDL), which was developed to address the challenges of policing a highly ethnically diverse population.
The report is timely. The report of the Macpherson Inquiry into the death of Stephen Lawrence has substantially redrawn the policy landscape in relation to policing and race issues. The Home Secretary’s priorities for policing in 2000-1 emphasise the need for improved community relations. The follow-up report by Her Majesty’s Inspectorate of Constabulary, ‘Winning the Race Revisited’, further stressed the need for urgent action. Parallel with these developments, the 1998 Crime and Disorder Act imposed …

There is a growing bipartisan consensus that flaws in America's death-penalty system have reached crisis proportions. Many fear that capital trials put people on death row who don't belong there. Others say capital appeals take too long. This report – the first statistical study ever undertaken of modern American capital appeals (4,578 of them in state capital cases between 1973 and 1995) – suggests that both claims are correct.
Capital sentences do spend a long time under judicial review. As this study documents, however, judicial review takes so long precisely because American capital sentences are so persistently and systematically fraught …

In Capital Appeals Revisited and The Meaning of Capital Appeals, Barry Latzer and James N.G. Cauthen argue that a study of capital appeals should focus only on overturned findings of guilt, and complain that in A Broken System we examine all overturned capital verdicts. But the question they want studied cannot provide an accurate evaluation of a system of capital punishment. By proposing to count only "conviction" error and not "sentence" error, Latzer and Cauthen ignore that if a death sentence is overturned, the case is no longer capital and the system of capital punishment has failed to achieve its …

The legal treatment of capital punishment in the United States "rests squarely on the predicate that the penalty of death is qualitatively different from a sentence of imprisonment, however long. Death, in its finality, differs more from life imprisonment than a 100-year prison term differs from one of only a year or two. This predicate is among "the evolving standards of decency that mark the progress of a maturing society" and determine whether a punishment is "cruel and unusual" in violation of the Constitution. The intuitively appealing hypothesized relationship between drug use and physical health status is reexamined critically in a longitudinal perspective. Individuals who were first surveyed in Houston junior high schools in 1971 are followed up through personal interviews in the fourth decade of life. In addition to focusing on the baseline effect of drug use on health, we include latent constructs reflecting deviance and psychological maladjustment as theoretically relevant antecedent and mediating variables. Using structural equation models, we found a positive, significant relationship between adolescent substance use and poor physical health in adulthood. This national study of juvenile correctional facilities compared the correctional environments of 25 juvenile boot camps to those of 22 traditional juvenile facilities. Data on perceived environmental conditions for juveniles and work climate for staff, as well as demographic characteristics, were collected from 1,233 juvenile correctional facility staff. While there was some regional variation, in comparison to staff employed in traditional juvenile correctional facilities, boot camp staff perceived the environmental conditions for juveniles as having significantly more activity, control, justice, structure, caring, and therapeutic programming, and believed that their releases were better prepared for the future. Using data obtained from three different sources, principles derived from routine activities theory are used to predict the distribution of minor property crimes in a medium-sized Canadian city during a 1-year period. Mischief and vandalism incidents recorded by the local police, transit department, and department of parks and recreation are aggregated by census enumeration area using mapping software, and analyzed in relation to three sets of predictors: (1) neighborhood demographic characteristics; (2) the proximity of shopping malls; and (3) the proximity of public and Catholic senior and junior high schools. Previous research has demonstrated the link between depression and severity of nicotine withdrawal symptoms. This study investigated depression and other psychopathology as predictors of severity of nicotine withdrawal symptoms among incarcerated males forced to quit smoking due to prison policy. Four hundred and ninety current Smokers, Ex-Smokers, and Non-Smokers completed a baseline questionnaire one week prior to smoking cessation. Three hundred and sixty-nine participants completed the second follow-up questionnaire four days after cessation, an attrition rate of 24. 7%. Two hundred and fifty-six participants completed the final follow-up assessment one month after implementation of the smoking ban, an overall attrition …

Teen Courts are rapidly emerging as one possible solution to the escalating juvenile crime problem in the United States. From the initial court, started over 20 years ago in Texas, Teen Courts are now in 30 states, with over 250 programs. The purpose of this study is to investigate which social and economic factors impact juvenile arrest rates and crime rates. In addition this study hopes to lend support to Shaw and McKay's (1942) theory of social disorganization. A large body of research exists on this topic. Scholars have analyzed and debated the validity and strength of the relationship between social disorganization indicators (unemployment, poverty, welfare dependency, single female-headed households, and changes in an areas population size) and increased delinquency and crime. In a secondary analysis of data from the National Longitudinal Survey of Youth (NLSY), this study examines the basic concepts of Gottfredson and Hirschi's general theory of crime. A set of variables measured at ages 6-9 was used to operationally define the concepts of self-control, parenting, and deviance. The study tests for empirical associations between self-control, deviance, and parenting. Also, television viewing is introduced as a possible cause of low self-control. Age, race, and gender are included as statistical controls. Models of self-control and deviance were developed to analyze these relationships. Research on substance use and abuse has increased exponentially over the past twenty-five years. However, research focusing on regional differences in drug use seems to be very limited. The purpose of this study is to examine the correlates of drug use among juveniles in the four major geographic regions of the United States: the Northeast, the North Central, the South and the West. Here, drug use is defined in terms of alcohol and marijuana use for the age group 12-19. Four research hypotheses are proposed. The purpose of this study is to investigate which factors impact offenders' recidivism on electronic monitoring. Research on electronic monitoring has mainly concentrated on individual program completion rates. A review of the available literature on electronic monitoring reveals few evaluative studies focusing on offender recidivism. No long term recidivism studies are available for electronic monitoring. The present research reviews 277 offenders five years after completing their electronic monitoring sentence in Norfolk, Virginia. The following factors as they may relate to offenders' recidivism, while on electronic monitoring are measured: current offense, prior conviction, offenders' age, sentence length, and employment history. There is a limited amount of research covering the topic of computer software piracy. Few studies focus specifically on software piracy, while the vast majority looks at various forms of unauthorized access and computer hacking. The purpose of this study is to investigate whether students possess attitudes that are supportive of computer-software piracy. Here, attitude means the feeling one has about a certain topic. Operationally, attitude is defined as holding a favorable or unfavorable view of computer-software piracy. Eight research hypotheses are proposed. This study was designed to evaluate the use of MMPI-A factors to make predictions about clinical outcomes within a community-based treatment program for juvenile sexual offenders. Specifically, selected MMPI-A factors were used to predict client acceptance into the program and client compliance with program expectations over a 12-month period. Results showed that program acceptance was best predicted by the MMPI-A factor, “Immaturity.” No MMPI-A factors were found to be statistically significant in the prediction of program compliance. A high degree of collinearity was found between MMPI-A factors, raising questions about their discriminative utility. Results are discussed with regard to the …

This study employed a Pretest-Posttest Comparison Group Design in order to determine the comparative effectiveness of two prison rehabilitation classes. The experimental group was comprised of 14 adult, male, incarcerated offenders enrolled in a Prerelease class designed to impact their attitudes, thinking, and values. The comparison group consisted of 22 adult, male, incarcerated offenders enrolled in a GED preparation class. Both groups received a battery of pretests and posttests consisting of the Coopersmith Self-Esteem Inventory, the Adjective Checklist (ACL), and the Minnesota Multiphasic Personality Inventory (MMPI-2). There was an interval of 23 school days between the pretests and posttests. Between …

Prison industry has a sporadic history in the United States. Interstate trade of prison made goods was banned from 1940 until 1979; business and labor opposed slavelike competition from early programs. This thesis studies competitive prisoner work, deemed prison industry, as different from state-use labor.
Formal theory on prison industry is inadequate. Rusche would suggest that unemployment directly effects incarceration, and prison industry develops to provide labor in economic upswings. Since 1980 prison industry expanded and unemployment fell, but incarceration did not decline. Therefore, this study focuses on theory genesis. Explanations for incarceration can assume prison is exploitative. Legal history …

The purpose of this study is to determine the attitudes and perceptions of medical students and physicians concerning Medicaid fraud. The primary tool was an anonymous survey distributed to both medical students and physicians in the Hampton Roads area. Previous research suggests that physicians would be more likely to view Medicaid fraud as less serious and less justifiable than medical students would. The Rape Victim's Response An Examination Of The Impact Of Situational Factors On Self-Protective Strategies Utilized By Sexual Assault Victims, Sharon K. Flax

This study explores the impact of several factors on a victims' responses during sexual assault and/or rape. Specifically, the relationship between self-protective measures taken and the victims age, race, social economic status and the victim-offender relationship were examined. The study utilized the 1995 rape subset of the 1992-1995 redesigned National Crime Victimization Survey. The sample consisted of 350 female rape and/or sexual assault victims. Findings suggest that the victim-offender relationship significantly effects victims' self-protective strategies. Victims of intimate-perpetrated assaults utilize more passive-verbal self-protective tactics. Implications for law enforcement efforts and future research are discussed.

Low Self-Control And Opportunity: Testing The General Theory Of Crime As An Explanation For Gender Differences In Delinquency, Teresa C. Lagrange, Robert A. Silverman

This research tests Gottfredson and Hirschi's general theory of crime as an explanation for gender differences in the delinquency of approximately 2,000 Canadian secondary school students. Separate psychological factors, including a preference for risk seeking, impulsivity, temper, present oriented, and carelessness, are used as measures of self-control, and additional measures of the construct are taken from the frequency of self-reported smoking and drinking. Elements of delinquent opportunity are controlled for by including measures of parental/adult super-vision. These measures and their interactions are used to predict self-reported general delinquency, property offenses, violence, and drug offenses. Results provide partial support for the …

INTRODUCTION: Billy Roberts, a prisoner in an Alabama state prison, had a history of severe psychiatric disorders. He was often put on suicide watch, and received large doses of psychotropic drugs. A managed health care company, Correctional Medical Services (CMS), was responsible for the health care at the prison. After Roberts had a suicidal episode, CMS's statewide mental health care director reportedly put Roberts in an isolation cell rather than a psychiatric care unit.
