Preventing Suicide In Jails: Examining Community, Facility, And Individual Differences, Mijin Kim, Victor J. St. John, Jason Szkola

Suicide remains the leading cause of death in U.S. correctional facilities, underscoring the importance of identifying factors contributing to elevated risk. Drawing on national data on jail fatalities from 2011 to 2019, this study examines suicide risk across macro-level (community infrastructure), meso-level (facility characteristics), and micro-level (individual vulnerabilities) domains. Multivariate regression analyses indicate that, at the micro-level, being young, White, male, unconvicted, or serving a short length of stay increases suicide likelihood. Rural isolation is associated with higher suicide rates, whereas overcrowding is linked to lower rates. Interaction models further demonstrate that rural jails without overcrowding experience the highest suicide …

Housing is increasingly a market exploited by corporations and what Samuel Stein calls the Real Estate State. Consequently, the state continues to target those impacted by these policy choices with removal and further stigmatization to clear the way for profit-making, which is tied to the housing market. The process of removal is accomplished through various forms of stigmatization and dehumanization, first at the public and institutional level. These stigmas then trickle down to intra-community and self-stigmatization. In all, these stigmas serve to justify and maintain the evolving status quo of homelessness and precarious housing, deflecting the blame of this “crisis” …

Drawing on in-depth interviews with current and former students, parents, teachers, and staff members connected with three alternative schools in one Kentucky, USA school district, this work contributes to the theorization of carceral care. Instead of reducing the alternative school, its processes, and its functions down into a dichotomized question of good or bad, productive or violent, we come to see the dialectical nature of carcerality and the logics of care. Specifically, the negative consequences that students are subjected to are justified and internalized by the (perverse) benefits of attendance, thus dissipating from the realm of critique. This dissertation investigates the intersection of public health and criminal justice by empirically evaluating the effects of three distinct policy reforms: psychedelic decriminalization, firearm liability mandates, and zero cash bail, on crime outcomes in California. It aims to inform evidence-based policymaking by leveraging quasi-experimental methods to identify the causal impact of each intervention. A growing number of U.S. jurisdictions have decriminalized psychedelic substances, and there are attendant theoretical expectations that such reforms could promote desistance from crime through the rehabilitative potential of psychedelics. Although mobile applications (apps) for crime reporting can enhance safety and foster social cohesion in urban communities, adoption of existing crime-reporting apps remains low because they overemphasize technological features at the expense of social realities. To address this problem, the study builds on socio-technical systems theory to addresses this problem by developing a Socio-Technical Evaluation Framework (STEF) in partnership with urban residents that can be used to guide the design and evaluation of these apps. The reintegration experiences of veterans and formerly incarcerated persons (FIPs) share significant parallels, yet there is a notable lack of literature exploring these similarities. This study employs qualitative interpretive meta-synthesis (QIMS) methodology, a cross-study qualitative analysis approach developed specifically for the social work field, to identify commonalities in the reintegration narratives of U.S. veterans transitioning from military service and FIPs returning to civilian life post-incarceration. The author conducted a QIMS on ten studies published between 2006 and 2024 (N=172). Large scale drug production and distribution organizations (DTOs) are businesses. As such they face many of the same challenges faced by legal businesses, such as the creation of new drugs, supply chain issues, and identifying new markets. The legal business world is finding creative ways to meet those challenges utilizing artificial intelligence (AI). The explosion of the prison population over the last 50 years has dramatically increased the number of people in the reentry process. Understanding the reentry process, and how students connected to Project Rebound experience reentry is crucial to developing prescriptive services that will support student success. The study used semi-structured interviews and open-ended questions. The questions focused on the time before release, immediately after release, and future goals. Interviews were coded line-by-line and themes were discovered using a modified Grounded Research approach. Results suggest being incarcerated and the reentry process comes with mixed emotions. This study examines the relationship between encounters with the criminal justice system and psychological well-being in a large U.S. sample. This project builds upon previous research about the negative outcomes tied to such encounters by examining potential long term negative effects on people’s subjective well-being and sense of meaning and purpose in life. Panel study participants indicated their lifetime exposure to the criminal justice system, and then, about two years later, indicated their current subjective well-being and sense of meaning and purpose in life. The Prison Rape Elimination Act (PREA) was enacted in 2003 to prevent sexual abuse in correctional settings through a zero-tolerance framework. While all states formally acknowledge PREA, the accessibility, clarity, and completeness of the information provided to incarcerated individuals remain uncertain. This mixed-methods study evaluates PREA-related content in 62 state correctional handbooks from 49 states, assessing three core dimensions: readability, findability, and substantive content. Grounded in compliance theory and institutional betrayal, the analysis focuses on how correctional institutions communicate PREA protections, prevention strategies, and reporting procedures. Assessing The Predictive Validity Of The Network Inventory Of Risk, Victories, And Needs Assessment (Nirvana) For Youth Receiving Prevention Services., Michael T. Baglivio, Kevin T. Wolff, Katherine Jackowski

The current study assesses the predictive validity of a newly-developed holistic risk/needs assessment for youth receiving prevention services. Employing a multiyear statewide sample of over 17,000 prevention youth, multivariate and Area Under Curve techniques are used to examine predictive validity in predicting future formal juvenile justice system involvement (new law violations) across sex, race/ethnicity, and multiple youth age ranges. Furthermore, predictive validity across the severity of the subsequent offense type (misdemeanor, non-violent felony, violent felony) was examined. Findings demonstrate large effect sizes for static risk only, dynamic risk only, and total risk plus protective scores on future offending. Sex and …

This study observes and analyzes the time and geographic locations where simple assault was reported to occur most frequently inside Missoula city limits from 2015 to 2023. Secondary data was sourced and collected from the Missoula City Police Department using their local records system, Law Enforcement Records Management System (LERMS). The neighborhood data were broken down into eight land use categories that exhibited a high frequency of assault: homeless/mission shelters, schools, retail establishments, alcohol serving venues, medical centers, government/public buildings, residential, and hospitality. Campus police increasingly rely on social media to reach students, yet little is known about how these efforts influence trust, collaboration, and perceptions of safety. This qualitative case study examined how one public research university’s police department uses social media to support community-policing goals. Data came from student interviews, departmental policy analysis, and a review of social media content.
Findings showed three central patterns. First, top-down, compliance-oriented messaging limited connection and failed to meet students’ expectations for open, two-way communication. Second, consistent and authentic engagement, online and in person, helped build shared responsibility and strengthened trust in campus safety efforts. …

Previous research examined the effect of victim gender and rape myth acceptance (RMA) on perceptions of victim credibility; however, little attention has been given to the impact of victim race and mental health history, and even fewer studies have explored the intersection of these two identities. Recent legislation, exemplified in statutes from California and Washington, creates new methods for resentencing defendants in old cases. These laws place controlling authority for resentencing in the hands of local officials, especially local prosecutors, and invite variation at the county level.
While some new procedural channels for reducing the sentences of people convicted of past crimes are mandatory, in that they entitle certain defendants to resentencing if they were convicted of certain crimes or were subject to certain penalty enhancements that are no longer valid, other statutes create discretionary resentencing channels. งานวิจัยเรื่อง “ความหวาดกลัวของประชาชนต่อเหตุการณ์กราดยิงในเขตกรุงเทพมหานคร” มีวัตถุประสงค์เพื่อศึกษาปัจจัยส่วนบุคคล การรับรู้ข่าวสาร และทัศนคติต่อประสิทธิภาพการทำงานของตำรวจที่มีอิทธิพลต่อระดับความหวาดกลัวของประชาชนต่อเหตุการณ์กราดยิงในเขตกรุงเทพมหานคร เพื่อเสนอแนวทางเชิงนโยบายในการป้องกันและลดความวิตกกังวลของประชาชนต่อภัยอาชญากรรมรุนแรงในพื้นที่สาธารณะ การศึกษานี้ใช้ระเบียบวิธีวิจัยเชิงปริมาณโดยเก็บข้อมูลจากกลุ่มตัวอย่างจำนวน 396 คน ในเขตปทุมวัน กรุงเทพมหานคร ครอบคลุมกลุ่มนิสิตนักศึกษา ผู้ใช้บริการห้างสรรพสินค้า และผู้ใช้พื้นที่สาธารณะทั่วไป ซึ่งเป็นกลุ่มที่มีความเสี่ยงหรือเกี่ยวข้องกับเหตุการณ์ลักษณะดังกล่าว โดยใช้แบบสอบถามที่ผ่านการตรวจสอบความเที่ยงตรงและความเชื่อมั่นทางสถิติเป็นเครื่องมือในการวิจัย วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและเชิงอนุมาน ได้แก่ การทดสอบค่า t การวิเคราะห์ความแปรปรวน เพื่อเปรียบเทียบความแตกต่างของระดับความหวาดกลัวระหว่างกลุ่ม รวมถึงวิเคราะห์การถดถอยอย่างง่ายเพื่อทดสอบอิทธิพลของตัวแปรอิสระผลการศึกษาพบว่า ปัจจัยส่วนบุคคลด้านเพศ มีความสัมพันธ์อย่างมีนัยสำคัญทางสถิติกับระดับความหวาดกลัว โดยกลุ่มเพศหญิงมีระดับความหวาดกลัวมากกว่า ขณะที่ปัจจัยด้านช่วงอายุไม่พบความแตกต่างอย่างมีนัยสำคัญ พบว่าการรับรู้ข่าวสารเกี่ยวกับเหตุการณ์กราดยิงจากสื่อมวลชนและสื่อออนไลน์ส่งผลให้ระดับความวิตกกังวลเพิ่มขึ้นอย่างชัดเจน และพบว่าทัศนคติต่อประสิทธิภาพการทำงานของตำรวจมีความสัมพันธ์ในทางลบกับความหวาดกลัว กล่าวคือ ผู้ที่เชื่อมั่นในความสามารถของตำรวจจะมีความกลัวน้อยกว่า ผลการศึกษาโดยรวมชี้ให้เห็นว่าความหวาดกลัวต่อเหตุการณ์กราดยิงไม่เพียงเป็นปฏิกิริยาทางจิตวิทยาต่ออาชญากรรมเท่านั้น แต่ยังสะท้อนความรู้สึกไม่มั่นคงในสังคมเมืองสมัยใหม่ งานวิจัยนี้เสนอแนวทางการวางแผนการป้องกันและรับมือกับเหตุการณ์กราดยิง โดยให้รัฐและหน่วยงานที่เกี่ยวข้องบูรณาการมาตรการทั้งสามระดับอย่างเป็นระบบ ได้แก่ มาตรการด้านพื้นที่และโครงสร้างกายภาพเพื่อเพิ่มประสิทธิภาพในการเฝ้าระวัง มาตรการด้านสถาบันและการปฏิบัติการเพื่อจัดกำลังตามความเสี่ยงและยกระดับความพร้อมในการตอบสนองเหตุฉุกเฉิน และมาตรการด้านการสื่อสารความเสี่ยงเพื่อสร้างความเชื่อมั่นและลดความตื่นตระหนกของประชาชน ซึ่งการประสานกลไกทั้งสามระดับจะช่วยลดทั้งความเสี่ยงเชิงจริงและความหวาดกลัวเชิงรับรู้ พร้อมเสริมสร้างสภาพแวดล้อมเมืองที่ปลอดภัยและยั่งยืนยิ่งขึ้น

การสร้างเมืองปลอดภัยเพื่อป้องกันปัญหาอาญากรรม ยังประสบสภาพปัญหาช่องว่างเชิงนโยบาย (Gaps for Policy Formulation) การกำหนดตัวชี้วัดให้สอดคล้องในพื้นที่ (Contextual Index) และสภาพปัญหาด้านการคำนึงถึงผู้มีส่วนได้เสีย (Stakeholders Concern) ส่งผลให้การกำหนดนโยบายขาดความชัดเจนและอาจไม่สอดคล้องกับบริบทในพื้นที่ ผู้วิจัยจึงมุ่งศึกษาสภาพปัญหาและนำเสนอนโยบาย “เมืองปลอดภัยเชิงรุก (Pro-Active Safe City)” เพื่อแก้ไขปัญหาช่องโหว่ของการตีความและการกำหนดเป้าหมายผ่านตัวชี้วัด โดยนำร่องการศึกษาในพื้นที่ศึกษา ต.บ้านโพธิ์ อ.เมือง จ.สุพรรณบุรี โดยดำเนินการวิจัยแบบผสมผสานระหว่างการเก็บข้อมูลเชิงปริมาณ - เชิงคุณภาพ การออกแบบเชิงบูรณาการตามหลัก 4D Design Thinking และการวิเคราะห์เชิงพื้นที่ (Spatial Analysis) โดยริเริ่มสำรวจด้วยดัชนีตัวชี้วัดความปลอดภัยเชิงกายภาพรายพื้นที่ (Crime Vector Index: CVI) จากการสำรวจออนไลน์ ประชากรจำนวน 382 ราย เพื่อประเมินความเสี่ยงและความต้องการ และการเก็บข้อมูลเชิงคุณภาพผ่านการสัมภาษณ์เชิงลึกผู้บริหารและผู้แทนท้องถิ่นจำนวน 7 ราย และการจัดอภิปรายกลุ่มสำหรับภาครัฐ-ภาคประชาชนจำนวน 25 ราย ทั้งนี้ ผลการศึกษาวิจัย พบว่า ประชาชนในพื้นที่มีความต้องการให้เน้นย้ำกลไกการสร้างพื้นที่ส่วนกลางสำหรับการใช้ชีวิตร่วมกันและการพักผ่อน (ร้อยละ 25.13) การติดตั้งเสาไฟส่องสว่าง (ร้อยละ 21.20) และการสร้างอาสาสมัครชุมชนช่วยลาดตระเวนในพื้นที่ (ร้อยละ 14.66) และประชาชนในพื้นที่มีความกังวลต้องรับมือความเสี่ยงของอาชญากรรม โดยต้องการมุ่งเน้นการปกป้องความปลอดภัยในชีวิต การแก้ไขปัญหาพื้นที่เสี่ยง สกัดกั้นความเสี่ยงจากภัยภายนอก ในขณะที่ความเข้มแข็งทางสังคมและการสร้างแนวร่วมเฝ้าระวังภัยอาชญากรรมเป็นกลไกสำคัญ และการสร้างพื้นที่ส่วนกลาง ขยายโอกาสในการใช้พื้นที่ร่วมกันและเศรษฐกิจในพื้นที่ ฉะนั้น แนวทางการสร้างเมืองปลอดภัยสำหรับพื้นที่ จึงนำเสนอในรูปแบบเมืองปลอดภัยเชิงผสมผสาน โดยออกแบบมิติความปลอดภัยเชิงกายภาพผ่านการติดตั้งอุปกรณ์และเทคโนโลยีเฝ้าระวังจุดเสี่ยงบริเวณพื้นที่รอยต่อ และมิตินามธรรมผ่านกลไกสร้างชุมชนเข้มแข็งให้เป็น “หุ้นส่วนความปลอดภัยสาธารณะ (Strategic Partnership for Public Security)” และสร้างความสมดุลระหว่างสังคม - เทคโนโลยีโดยเน้นย้ำการมีส่วนร่วม (Engagement) จากผู้มีส่วนได้เสียทุกภาคส่วน (Stakeholders) สร้างความตระหนักการรู้สึกเป็นเจ้าของพื้นที่ (Sense of Belonging) เป็นพลเมืองตื่นรู้ (Active Citizen) เพื่อป้องกันอาชญากรรมพื้นฐาน (Street Crimes) และยาเสพติด และยกระดับสู่การสร้างข้อเสนอแนะเชิงปฏิบัติการ เพื่อแนะนำกระบวนการและขั้นตอนการปฏิบัติ และธรรมาภิบาลด้านเมืองปลอดภัย ด้านกฎ …

งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาประสิทธิภาพของการบังคับใช้กฎหมายจราจรเกี่ยวกับความผิดเมาแล้วขับ (2) วิเคราะห์ปัญหาและสาเหตุที่เป็นอุปสรรคต่อการบังคับใช้กฎหมาย และ (3) เสนอแนวทางพัฒนาการบังคับใช้กฎหมายให้เกิดประสิทธิภาพยิ่งขึ้น โดยมุ่งเน้นกรณีศึกษาในพื้นที่กรุงเทพมหานครซึ่งเป็นเขตเมืองที่มีความหนาแน่นของประชากรและยานพาหนะสูง การวิจัยใช้ระเบียบวิธีเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญจำนวน 7 ราย ประกอบด้วยเจ้าหน้าที่ตำรวจจราจรในสังกัดกองบัญชาการตำรวจนครบาล 3 ราย ผู้พิพากษาและพนักงานอัยการในเขตกรุงเทพมหานคร 3 ราย และนักวิชาการด้านอาชญาวิทยาและนโยบายกฎหมายจราจร 1 ราย การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผลการศึกษาพบว่า ประสิทธิภาพการบังคับใช้กฎหมายเมาแล้วขับในพื้นที่กรุงเทพมหานครยังไม่บรรลุเป้าหมายด้านการยับยั้ง แม้กรอบกฎหมายจะกำหนดบทลงโทษไว้ค่อนข้างครบถ้วน แต่การบังคับใช้ในทางปฏิบัติยังขาดความต่อเนื่องและความสม่ำเสมอ โดยมักเข้มงวดเฉพาะช่วงเทศกาลหรือวันหยุดยาว ประกอบกับข้อจำกัดด้านกำลังคน อุปกรณ์ตรวจวัด และเทคโนโลยีสนับสนุน รวมถึงช่องโหว่ของกระบวนการยุติธรรม เช่น การลงโทษสถานเบาในบางกรณี การติดตามผู้กระทำผิดซ้ำที่ไม่เข้มแข็ง และการขาดฐานข้อมูลกลางเชื่อมโยงระหว่างหน่วยงาน ส่งผลให้ความแน่นอนของบทลงโทษลดลงและพลังในการป้องปรามไม่เพียงพอ จากผลการวิจัย เสนอให้พัฒนาการบังคับใช้กฎหมายในเชิงระบบ ได้แก่ การสุ่มตรวจอย่างทั่วถึงตลอดปี การจัดสรรทรัพยากรให้เพียงพอ การปรับปรุงกฎหมายและกระบวนการเพื่อเพิ่มความแน่นอนของบทลงโทษ โดยเฉพาะต่อผู้กระทำผิดซ้ำ การพัฒนากลไกบูรณาการและฐานข้อมูลกลาง การใช้เทคโนโลยีสนับสนุนควบคู่มาตรการฟื้นฟูและการสร้างจิตสำนึกทางสังคม เพื่อยกระดับประสิทธิภาพการบังคับใช้กฎหมายเมาแล้วขับอย่างยั่งยืน

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจในปัจจุบัน ศึกษาระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจ และศึกษาแนวทางการป้องกันในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงานรัฐวิสาหกิจ เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่างคือ พนักงานการไฟฟ้าฝ่ายผลิตแห่งประเทศไทย (กฟผ.) จำนวน 400 คน โดยการสุ่มตัวอย่างแบบง่าย ผลการวิจัยพบว่า รูปแบบการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงาน กฟผ. ในปัจจุบัน คือ ภัยจากการหลอกลวง ภัยจากมัลแวร์และไวรัส ภัยจากการเข้าถึงโดยไม่ได้รับอนุญาต ภัยจากเนื้อหาที่เป็นอันตราย และ ภัยทางอ้อมอื่นๆ มีระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ และมีระดับพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ ในระดับมากที่สุด หากแต่มีประสบการณ์ตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ส่วนมาก ในระดับน้อย การทดสอบสมมุติฐาน พบว่า ไม่มีความสัมพันธ์ระหว่างเพศ ระดับการศึกษา อายุการทำงาน ระดับการทำงาน ต่อการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ นอกจากนี้ประสบการณ์ตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ไม่มีความสัมพันธ์กับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ และพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ ในขณะที่การตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มีความสัมพันธ์กับพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยมีผลบวก คือ พนักงาน กฟผ.ที่มีระดับการตระหนักรู้ในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มาก จะมีพฤติกรรมการป้องกันตนเองจากการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์มาก แนวทางการป้องกันในการตกเป็นเหยื่ออาชญากรรมทางไซเบอร์ของพนักงาน กฟผ. คือ ความมีสติและความรอบคอบ การตรวจสอบและยืนยันข้อมูล การปฏิเสธและป้องกัน และการจัดการและปฏิบัติเพื่อลดความเสี่ยงหรือแก้ไขปัญหาที่เกิดขึ้น ข้อเสนอแนะของการศึกษาคือ การจัดตั้งหน่วยงานและระบบเฉพาะ การประชาสัมพันธ์ให้ความรู้จากภาครัฐ การศึกษาและสร้างความตระหนักรู้ การมีสติ และการระมัดระวัง

การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษามาตรการด้านความปลอดภัยสำหรับนักท่องเที่ยวต่างชาติในจังหวัดเชียงใหม่ตั้งแต่อดีตถึงปัจจุบัน (2) วิเคราะห์สถานการณ์ สภาพปัญหา จุดแข็ง และจุดอ่อนของมาตรการดังกล่าว และ (3) พัฒนามาตรการด้านความปลอดภัยที่เหมาะสมต่อบริบทจังหวัดเชียงใหม่ การวิจัยใช้วิธีการเชิงคุณภาพผ่าน การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ 23 คน ประกอบด้วยข้าราชการ ภาคเอกชน และนักท่องเที่ยวต่างชาติ รวมทั้ง การวิเคราะห์ข้อมูลสถิติคดีอาชญากรรมที่เกิดกับนักท่องเที่ยวในช่วงปี พ.ศ. 2563–2568ผลการศึกษาพบว่า มาตรการด้านความปลอดภัยในอดีตมุ่งเน้นการใช้กำลังคนและการตั้งจุดตรวจในพื้นที่ท่องเที่ยว ขณะที่ปัจจุบันพัฒนาไปสู่การบริหารจัดการเชิงรุกและการบูรณาการระหว่างหน่วยงาน โดยมีการใช้เทคโนโลยีขั้นสูง เช่น กล้อง AI ระบบ Biometric แอปพลิเคชัน CM-CHANA ระบบขนส่งสาธารณะประเภทไฟฟ้าความเร็วต่ำ รวมถึงการจัดตั้งศูนย์ปฏิบัติการด้านความปลอดภัยการท่องเที่ยว การทำ MOU กับผู้ประกอบการ และการมีส่วนร่วมของภาคเอกชน เช่น หอการค้า สมาคมมัคคุเทศก์ และสมาคมโรงแรมจุดแข็งสำคัญของจังหวัดเชียงใหม่ ได้แก่ ความร่วมมือภาคเอกชนและชุมชนที่เข้มแข็ง นวัตกรรมด้านเทคโนโลยี ภาพลักษณ์ด้านความปลอดภัยที่ดี และการมีส่วนร่วมของสถาบันการศึกษา อย่างไรก็ตาม จุดอ่อนสำคัญ ได้แก่ การทำงานแบบแยกส่วนฐานข้อมูลไม่เชื่อมโยงกัน ช่องโหว่ด้านกฎหมายที่ทำให้การดำเนินคดีในกรณีผู้เสียหายเป็นชาวต่างชาติดำเนินการได้ยาก การสื่อสารความปลอดภัยเชิงรุกยังไม่ถึงนักท่องเที่ยว และความคลาดเคลื่อนของนิยาม “ความปลอดภัย” ระหว่างรัฐและนักท่องเที่ยว โดยนักท่องเที่ยวให้ความสำคัญกับอุบัติเหตุและมลพิษ PM2. 5 มากกว่าอาชญากรรมแนวทางพัฒนาที่เสนอ ได้แก่ การจัดตั้ง “ศูนย์ข้อมูลอัจฉริยะด้านความปลอดภัยการท่องเที่ยวเชียงใหม่” เพื่อบูรณาการข้อมูลระหว่างหน่วยงาน การพัฒนาแอปพลิเคชันที่รองรับการสื่อสารหลายภาษาและระบบแจ้งเหตุฉุกเฉิน การสร้างเครือข่ายความร่วมมือระหว่างรัฐ เอกชน การขยายอาสาสมัครความปลอดภัยสู่ชุมชนรอง การนำแนวคิด Tourism Risk Governance มาประยุกต์เพื่อให้ความปลอดภัยครอบคลุมสุขภาพและภัยพิบัติ รวมทั้งพัฒนามาตรการเพื่อกลุ่มเปราะบาง พร้อมทั้งเสนอให้ตราข้อบัญญัติท้องถิ่นและจัดตั้งกองทุนด้านความปลอดภัยการท่องเที่ยว เพื่อสร้างความยั่งยืนด้านงบประมาณและการบริหารจัดการ รวมถึงความร่วมมือระดับภูมิภาคในการรับมืออาชญากรรมข้ามชาติ

การศึกษาวิจัยเรื่อง “เส้นทางสู่วาระท้ายของผู้ต้องขังที่ป่วยในเรือนจำ” เป็นการวิจัยเชิงคุณภาพที่มุ่งสะท้อนประสบการณ์ของผู้ต้องขังป่วยระยะท้ายผ่านการสร้างเรื่องเล่า (Narrative) เพื่อทำความเข้าใจสภาวะและความหมายของการดำรงอยู่ในช่วงวาระสุดท้ายภายใต้ข้อจำกัดของเรือนจำ ผู้วิจัยดำเนินการศึกษาข้อมูลจากเอกสาร (Documentary Study) ทั้งหนังสือ บทความทางวิชาการ รายงานการวิจัย และวิทยานิพนธ์ที่เกี่ยวข้อง ทั้งในและต่างประเทศ โดยเน้นประเด็นด้านแนวคิดและทฤษฎีการดูแลผู้ป่วยระยะสุดท้าย การดูแลแบบประคับประคอง (Palliative Care) สิทธิขั้นพื้นฐานของผู้ต้องขังตามหลักสิทธิมนุษยชน มาตรฐานสากลด้านสิทธิเสรีภาพของผู้ต้องขัง ตลอดจนกรอบสิทธิมนุษยชนระหว่างประเทศเป็นฐานในการวิเคราะห์ นอกจากนี้ งานวิจัยยังพิจารณาปัจจัยเชิงระบบที่มีผลต่อการดูแลผู้ต้องขังป่วยระยะท้าย เช่น ความแออัดของเรือนจำ โครงสร้างพื้นฐานด้านสาธารณสุข ความพร้อมของบุคลากรทางการแพทย์ และข้อจำกัดด้านทรัพยากร ตลอดจนศึกษาแนวปฏิบัติในต่างประเทศซึ่งมีการพัฒนาระบบการดูแลผู้ต้องขังป่วยระยะท้ายอย่างเป็นรูปธรรมมากกว่า ได้แก่ ประเทศสหราชอาณาจักร ฝรั่งเศส และสหรัฐอเมริกา ซึ่งมีรูปแบบบริการด้านการดูแลประคับประคองในเรือนจำตั้งแต่การจัดตั้งหน่วยดูแลเฉพาะทาง การพัฒนาอาสาสมัครผู้ต้องขัง ไปจนถึงกลไกการปล่อยตัวด้วยเหตุผลด้านมนุษยธรรม การเก็บข้อมูลภาคสนามใช้การสัมภาษณ์เชิงลึก (In-depth Interview) จากผู้ให้ข้อมูลสำคัญ (Key Informants) ได้แก่ แพทย์ พยาบาลวิชาชีพ นักทัณฑวิทยาที่มีประสบการณ์ดูแลผู้ต้องขังป่วยระยะท้าย และผู้ต้องขังจำนวน 2 นายที่กำลังเผชิญภาวะป่วยระยะสุดท้าย ข้อมูลที่ได้ถูกนำมาวิเคราะห์เพื่อสร้างภาพรวมของประสบการณ์ในวาระสุดท้ายของผู้ต้องขังในด้านร่างกาย จิตใจ จิตสังคม และจิตวิญญาณ รวมถึงอุปสรรคที่พบในการเข้าถึงบริการสุขภาพภายในเรือนจำ ผลการศึกษาคาดว่าจะสะท้อนให้เห็นถึงความท้าทายสำคัญของการดูแลผู้ต้องขังป่วยระยะท้ายภายใต้ข้อจำกัดด้านทรัพยากร โครงสร้างพื้นที่ และระบบบริการสาธารณสุขในเรือนจำ อาทิ การดูแลรักษาที่ไม่ต่อเนื่อง การขาดบริการเฉพาะทางด้านประคับประคอง และความจำกัดในการตอบสนองความต้องการทางจิตใจและจิตวิญญาณของผู้ต้องขัง นอกจากนี้ การศึกษายังมุ่งเสนอแนวทางพัฒนาระบบการดูแลผู้ต้องขังป่วยระยะท้ายในเรือนจำไทยให้มีลักษณะครอบคลุมและสอดคล้องกับมาตรฐานสากล โดยเน้นความสำคัญของการดูแลแบบองค์รวม การเคารพศักดิ์ศรีความเป็นมนุษย์ และการสนับสนุนให้ผู้ต้องขังมีคุณภาพชีวิตที่ดีที่สุดในช่วงวาระสุดท้ายของชีวิต

การศึกษาวิจัยในครั้งนี้ มีวัตถุประสงค์เพื่อศึกษารูปแบบและลักษณะการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ และแนวทางการใช้เทคโนโลยีปัญญาประดิษฐ์สำหรับการป้องกันการฉ้อโกงดังกล่าว เพื่อนำมาพิจารณาสำหรับการออกมาตรการหรือแนวนโยบายสำหรับป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์โดยการใช้เทคโนโลยีปัญญาประดิษฐ์ที่เหมาะสมภายใต้บริบทของประเทศไทย โดยอาศัยวิธีการวิจัยเชิงคุณภาพผ่านการค้นคว้าเชิงเอกสาร การศึกษาผ่านกรณีศึกษา รวมถึงการสัมภาษณ์เชิงลึกกับผู้เชี่ยวชาญจากหน่วยงานต่าง ๆ ที่เกี่ยวข้องทั้งภาคการเงินและธนาคาร หน่วยงานรัฐ หน่วยงานกำกับดูแล รวมไปถึงผู้เชี่ยวชาญด้านเทคโนโลยีปัญญาประดิษฐ์ และกฎหมายที่เกี่ยวข้อง ซึ่งผลการศึกษาพบว่า รูปแบบและลักษณะการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ยังคงอาศัยเทคนิคพื้นฐานอย่าง Social Engineering โดยอาศัยเทคโนโลยีเพิ่มมากขึ้น ประกอบกับการพัฒนาเทคนิคการฉ้อโกงใหม่ ๆ อย่างต่อเนื่องในลักษณะขององค์กรอาชญากรรม ทำให้รูปแบบและลักษณะการฉ้อโกงมีแนวโน้มซับซ้อนมากขึ้น การพิจารณาใช้เทคโนโลยีปัญญาประดิษฐ์ที่มีศักยภาพในการประมวลผลและการตรวจจับความผิดปกติแบบ Real-time จึงเป็นอีกแนวทางหนึ่งในการป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ตั้งแต่ขั้นตอนการสมัครจนกระทั่งจบขั้นตอนการทำธุรกรรม โดยอาศัยโมเดลแบบผสมผสาน (Hybrid Model) ที่มีประสิทธิภาพในการตรวจจับและป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์ที่ซับซ้อนได้ ทั้งนี้ การใช้เทคโนโลยีปัญญาประดิษฐ์ต้องคำนึงถึงจริยธรรมทั้งในด้านช่องว่างความรับผิด ความเป็นส่วนตัวของข้อมูล รวมไปถึงอคติและความโปร่งใสของเทคโนโลยีปัญญาประดิษฐ์ ดังนั้น การออกมาตรการควรมีการกำหนดหลักเกณฑ์ของเทคโนโลยีปัญญาประดิษฐ์ที่เหมาะสม รวมไปถึงสนับสนุนหรือแนะนำให้มีการใช้เทคนิคอื่น ๆ เพื่อเพิ่มประสิทธิภาพในการพัฒนาเทคโนโลยีปัญญาประดิษฐ์ที่คำนึงถึงจริยธรรมและความรับผิดชอบ เช่น Federated Training และ Explainable AI รวมไปถึงการบริหารจัดการความเสี่ยงของเทคโนโลยีปัญญาประดิษฐ์ที่สอดคล้องกับระดับความเสี่ยง ซึ่งจะมีส่วนช่วยให้การป้องกันการฉ้อโกงธุรกรรมอิเล็กทรอนิกส์โดยใช้เทคโนโลยีปัญญาประดิษฐ์ มีประสิทธิภาพและเหมาะสมกับบริบทของประเทศไทย ทั้งในแง่ของการป้องกันการฉ้อโกงและในแง่ของจริยธรรมอย่างแท้จริง

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระบบข้อพิจารณาในการปล่อยตัวผู้ต้องขังที่ป่วยในระยะสุดท้าย 2) ศึกษาระบบการดูแลผู้ต้องขังที่ป่วยในระยะสุดท้าย และ 3) เสนอแนะแนวทางระบบการปฏิบัติต่อผู้ต้องขังที่ป่วยในระยะสุดท้าย การวิจัยเป็นการวิจัยเชิงคุณภาพ โดยใช้การสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured Interview) กับผู้ให้ข้อมูลสำคัญ จำนวน 6 คน ที่มีประสบการณ์เกี่ยวข้องกับระบบราชทัณฑ์และการดูแลผู้ป่วยระยะสุดท้าย ได้แก่ นักทัณฑวิทยา เจ้าหน้าที่ราชทัณฑ์ นักทัณฑปฏิบัติ นักสังคมสงเคราะห์ พยาบาลวิชาชีพ จากทัณฑสถานโรงพยาบาลราชทัณฑ์ และศูนย์มิตรอาทร โรงพยาบาลตำรวจ ข้อมูลที่ได้ถูกวิเคราะห์ด้วยวิธีการวิเคราะห์เชิงเนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1) ระบบการพิจารณาการปล่อยตัวผู้ต้องขังที่ป่วยระยะสุดท้าย มีความสำคัญอย่างยิ่งต่อผู้ต้องขังที่ป่วยระยะสุดท้าย หลักเกณฑ์นี้ช่วยให้ผู้ต้องขังได้รับโอกาสกลับไปอยู่กับครอบครัวและชุมชน ขณะเดียวกันก็ยังคงรักษาเป้าหมายด้านความปลอดภัยของสังคมผ่านกระบวนการคัดกรองและประเมินความเสี่ยงอย่างเหมาะสม 2) ระบบการดูแลผู้ต้องขังที่ป่วยระยะสุดท้าย มีเป้าหมายหลักในการบรรเทาความทุกข์ทรมานของผู้ป่วยทั้งทางร่างกาย จิตใจ สังคม และจิตวิญญาณ การดูแลนี้ครอบคลุมตั้งแต่ผู้ป่วยได้รับการวินิจฉัยจนถึงวาระท้ายชีวิต และยังรวมถึงการดูแลครอบครัวในช่วงการสูญเสีย แต่ยังเผชิญกับข้อจำกัดในเชิงโครงสร้าง ทรัพยากรบุคคล 3) แนวทางระบบการปฏิบัติต่อผู้ต้องขังที่ป่วยในระยะสุดท้าย ในด้านกายภาพของสถานพยาบาลในเรือนจำ ออกแบบจัดสรรพื้นที่เฉพาะสำหรับผู้ป่วยระยะสุดท้าย (Palliative Care Zone) ปรับรูปแบบการเยี่ยมที่มีความยืดหยุ่นมากกว่าผู้ต้องขังทั่วไป และการสร้างทีม Palliative care ให้แข็งแรงในการดูแลแบบประคับประคอง (Palliative Care)

การศึกษาวิจัยเรื่อง “แนวทางการพัฒนาระบบการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา” มีวัตถุประสงค์เพื่อการศึกษาสภาพปัญหา และผลกระทบในการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา ตามพระราชบัญญัติค่าตอบแทนผู้เสียหายและค่าทดแทนและค่าใช้จ่ายแก่จำเลยในคดีอาญา พ.ศ. 2544 และที่แก้ไขเพิ่มเติม (ฉบับที่ 2) พ.ศ. 2559 รวมถึงการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญาที่ยังไม่สอดคล้องตามปฏิญญาว่าด้วยหลักยุติธรรมพื้นฐานสำหรับเหยื่ออาชญากรรมและการใช้อำนาจโดยมิชอบ เพื่อนำไปสู่การเสนอแนวทางการพัฒนาระบบการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา โดยเป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลโดยวิธีการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญ จำนวน 23 ราย ประกอบการวิเคราะห์บทความและบทสัมภาษณ์ในสื่อออนไลน์ ผลการศึกษาพบว่า สภาพปัญหาในการดำเนินการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญา มีหลายประการที่ส่งผลกระทบต่อผู้เสียหาย ครอบครัว ญาติ และบุคคลใกล้ชิดผู้เสียหาย และผลกระทบต่อรัฐ อีกทั้งยังมีประเด็นการช่วยเหลือเยียวยาผู้เสียหายในคดีอาญาที่ยังไม่สอดคล้องตามปฏิญญาสากลในหลายส่วน ข้อเสนอเชิงนโยบายที่สำคัญ คือ การแก้ไขพระราชบัญญัติค่าตอบแทนผู้เสียหายและค่าทดแทนและค่าใช้จ่ายแก่จำเลยในคดีอาญา และกฎหมายที่เกี่ยวข้อง ในประเด็นที่ส่งผลกระทบต่อสิทธิของผู้เสียหาย ลดขั้นตอนการดำเนินงาน สร้างความชัดเจนในภารกิจหน้าที่ของหน่วยงานที่เกี่ยวข้อง และบริหารจัดการข้อมูลระหว่างหน่วยงานในประเทศให้เป็นหนึ่งเดียว รวมถึงการจัดวางกลไกการชดเชยความเสียหายระหว่างผู้กระทำผิดและรัฐใหม่ พร้อมจัดตั้งกองทุนเหยื่ออาชญากรรม ให้เป็นไปตามมาตรฐานสากล เสริมด้วยการปลูกฝังเรื่องสิทธิมนุษยชนในระบบการศึกษา ควบคู่กับการวางนโยบายเพื่อป้องกันอาชญากรรมในสังคม เพื่อเป็นปราการปกป้อง คุ้มครองสิทธิแก่ประชาชนอย่างยั่งยืน

Researchers have estimated that approximately 2.7 million children in the United States have a parent in jail or prison. Since 1991, the number of children with a father in prison grew by 77%, while the number of children with a mother in prison more than doubled (131%). In examining the consequences of maternal incarceration on children, many researchers have found an association between negative child outcomes and maternal incarceration.
