Purpose
Legislative mandates that require GPS monitoring of offenders add to the existing logistical complexities of community supervision. Challenges in implementing GPS policies and practices are heightened by the lack of sound empirical research. Studies examining the relationships between GPS monitoring of sex offenders in the community and the legislative goals of public safety, deterrence, and cost effectiveness are virtually nonexistent. To begin to address this gap in the literature, this study examines the impact of a statutorily-based GPS monitoring program for adult sex offenders convicted of dangerous crimes against children and placed under community supervision.

This work examines the genocidal rape policies that occurred in the Rwandan and former Yugoslavian conflicts. Traditionally, rape has been considered an unfortunate yet inescapable consequence of war. In the early 1990s, the Hutu and Serbian regimes developed a new tactic and utilized rape as a genocidal weapon. Following a comparative analysis framework, the present study will examine the similarities and differences of the genocidal rape in Rwanda and the former Yugoslavia. Five points of comparison were established: perpetrators, victims, global economics, social disorder, and militias. Using a combination of techniques stemming from the spatial analysis approach of Geography, structural-functionalist theory in Sociology, and an ecological perspective of Criminology, this thesis addresses where sex offenders reside and why. Analyses were performed using the twin cities of Minneapolis and St. Paul, Minnesota as a typical urban setting. The study fuses multiple disciplines work on the complex social problem of released risk level III sex offender management in a spatially-conscious, micro-scale analysis attempting to understand the distribution of released offenders and the relevance of social disorganization theory in explaining their distribution. Policing in the 21st century is becoming more complex and dynamic as law enforcement executives deal with operational, political, and economic challenges. Organizational theory and research indicate positive relationships among emotional intelligence (EI), leadership effectiveness, leadership styles, and employee outcomes. But these relationships have not been investigated in law enforcement organizations. The purpose of this quantitative study was to fill this knowledge gap by exploring the above relationships in a sample of law enforcement executives. The purpose of this study was to understand how offender age impacted residential substance abuse treatment (RSAT) program success in reducing rates of recidivism for offenders exiting the judicial system. Despite passing legislation in the 1980s and 1990s, which increased the penalties for certain crimes, offender recidivism remains high, with no apparent drop in the number of incarcerations and re-incarcerations, resulting in high costs and threats to the safety and quality of life experienced within communities. To address the primary problem of racial profiling by police, many states have passed legislation that require police departments to collect demographic data on those with whom the officer comes into contact; these data are later evaluated by supervisors. The problem lies in the possibility for police officers to disengage, or depolice, when faced with data collection policies that may be viewed as lessening the officer's discretion. It was this potential to depolice as related to policy interpretation that formed the conceptual framework for this study. A Specialized or Super Intensive-1 (SI-1) supervision level refers to a contact requirement imposed on special needs offenders (SNOs) under Texas parole supervision. SI-1 supervision requires greater contact with parole officers and treatment providers than supervision levels used on regular offenders (ROs), yet little is known about whether SI-1 supervision offenders violate terms of their parole or commit new crimes at a different rate compared to the regular offender population in the State of Texas. This chapter makes a case for the republican tradition in political philosophy as a theory that can provide a rational reconstruction of criminal law. It argues that republicanism offers a reconstruction of criminal law that is both rational and plausible. In particular, it shows that republicanism can help us to make sense of three important features of criminal law: first, the conviction that crime is a public wrong; second, the general pattern of development of criminal law historically; and third, the public nature of criminal law as a cooperative enterprise. Cybercrime Victimization: An Examination Of Individual And Situational Level Factors, Fawn T. Ngo, Raymond Paternoster

Using a sample of college students, we apply the general theory of crime and the lifestyle/routine activities framework to assess the effects of individual and situational factors on seven types of cybercrime victimization. The results indicate that neither individual nor situational characteristics consistently impacted the likelihood of being victimized in cyberspace. Self-control was significantly related to only two of the seven types of cybercrime victimizations and although five of the coefficients in the routine activity models were significant, all but one of these significant effects were in the opposite direction to that expected from the theory. This dissertation uses data from the Rochester Youth Development Study (RYDS) to examine the causes and consequences of risky sexual behavior from adolescence through young adulthood using a developmental perspective. Developmental theories suggest that antisocial behavior, especially persistent antisocial behavior, during adolescence can amplify the effects of early family, school, and peer factors by setting in motion a chain of cumulative disadvantages that increase the likelihood that one will experience negative outcomes in adulthood. The research literature on adolescent development has discussed adolescent dating in relation to behavioral changes. However, very little discussion has been devoted to theoretical explanations of the intricacies involved in the relationship between the adolescent dating experience and the development of delinquent behavior. Consequently, there seems to be a lack of understanding as to how dating activities in adolescence influence delinquency, aside from a general consensus that adolescent dating tends to be related to deviant behavior.

This dissertation provides an empirical exploration of Darwin's theory of sexual selection, which views the male propensity to engage in short term mating strategies--sexual promiscuity and violence--as the result of sexual selection. Within an environmental context, biological father and mother household presence are expected to inhibit the initiation of short-term mating strategies and increase parental investment--paternal and maternal attachments, supervision, and protection. Whereas, structural disadvantage--living in poverty and in dangerous neighborhoods--is predicted to increase the initiation of a short-term mating strategies and compromise the parents' ability to protect their children and by weakening paternal and maternal attachments, thereby increasing the …

Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. Despite the abundance of literature discussing rape, only a few studies examined others' influence on rape victims' decisions to seek further help as a remedy for recovering from violent victimizations. These studies showed that the majority of rape victims consulted friends or relatives and that rape victims in fact took this advice for their next action. However, there is a gap in our knowledge about the type and the frequency of advice given to rape victims. Carrying Weapons For Protection In The Workplace : Findings From The National Crime Victimization Survey, Workplace Risk Supplement, Matthew David Fetzer

Decisions to carry weapons for protection in the workplace were examined in regard to relationships with collective security, routine work activities, fear and victimization. Using data from the National Crime Victimization Survey, logistic regression models were estimated on predictors of carrying firearms, knives, and pepper spray by workers in the US labor force. Results indicated that collective security, routine work activities, and prior victimization, and perceptions of risk had significant effects on decisions to carry weapons for protection. Gender-specific models were also estimated in order to determine how these factors differed for men and women. Men and women differed on …

Since T.A Repetto first introduced crime displacement in 1976, situational crime prevention researchers have long been challenged by the assumption that displacement is an unavoidable consequence of focused crime prevention measures. Despite evidence that criminals do not inevitably shift their offending behavior in response to crime prevention initiatives, recent efforts to extend situational prevention to terrorism have been met with criticisms of displacement. My contribution to the study of causes of violence in criminology is introducing a theoretical concept of the Value of Life (VL) and developing an empirical solution to measuring it. The value that an individual implicitly assigns to the human life - both his/her own life and other people's lives - is a theoretical concept that synthesizes information about precursors, correlates, and determinates of violence. The VL concept provides a meaningful way to explain some phenomena not commonly associated with violent behavior (for example, reckless behavior with regard to one's health), while also illuminating some puzzling associations consistently found in …
