Dynamics Of The Suburban Activity Center, Rodney Jennings

Suburban congestion is a much-discussed phenomenon, although its nature and dimensions are poorly understood. During the Winter term of 1989, several students in the Transportation and Land Use class in the Department of Urban Studies and Planning, Portland State University, examined in term papers transportation issues related to suburban activity centers, particularly the Washington Square center area of suburban Portland.

The purpose of this report is to disseminate the findings and recommendations from the deliberations of the Oregon Land Records Committee (OLRC) of the State Map Advisory Council (SMAC). The OLRC consists of state and local government officials and professionals, and representation from utilities and private sector firms involved in the maintenance and use of land records and geographic information systems (GIS) for the analysis of data about land. This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.

CDCs, both locally and nationally, are seeking broader support from government, corporations and foundations. Without increased sustained support, it is not clear that CDCs can really provide the housing, employment, and services necessary for the revitalization of urban neighborhoods that are truly integrated by income, race and ethnicity. However, given the failure of the private market to provide below market housing, and the inability of most large public housing authorities to expand the supply of public housing, CDCs are the best and often the only hope for affordable housing in these neighborhoods.

In the mid-1980s, the focus in this area of the law was on nuisance closures and license revocation actions affecting adult bookstores and other kinds of establishments where either obscenity or illicit sexual activities were taking place. In our last committee report focusing on the first amendment area we reported on those areas of the law in light of the Supreme Court's decision in Arcara v. Cloud Books, Inc. The Longterm Psychosocial Impacts Of Caregiving On The Caregivers Of Persons With Stroke, Alice Updike Scannell

This study is a Time 4 (T4) follow-up interview of ninety-three caregivers of persons who experienced a first stroke between 2 to 4 years (mean = 36 months) prior to the T4 interview. The first wave of data collection occurred within two months after the stroke. The second and third waves occurred six and twelve months, respectively, after the first interview. The caregivers were identified by the person with stroke as being the person closest to him/her who would be responsible for care after the stroke.

This project is a part of the 1989 Comprehensive Planning Workshop, the capstone of the Graduate Urban Planning curriculum at Portland State University. The goal was to develop a regional Housing Plan for Southeast Portland. Southeast Uplift Neighborhood Coalition, a non-profit organization offering administrative and technical support to Southeast neighborhood associations and other citizen groups agreed to cooperate in this endeavor. In recognition of the inherently inflationary nature of retrospective reimbursement, the Reagan Administration enacted legislation that substantially changed Medicare's hospital reimbursement system. The Prospective Payment System (PPS) mandated paying hospitals a fixed payment, set in advance, based on the patient's diagnosis rather than retrospectively paying for all services delivered to a patient. Critics contend that PPS introduces incentives for hospitals to conserve resources during the hospital stay and to shift care to less costly settings, both potentially affecting quality of care to the elderly. Commercial Activities And The Geography Of Movement In A West African Urban Market: A Study Of Market-Stall Traders In Onitsha With Implications For Transport Policy, Krys Chukwuma Ochia

The purpose of this study is to understand the non home-based travel behavior of urban market traders in Onitsha, Nigeria, where 58-70% of the labor force is engaged in trading.

Relevant trip-inducing variables--gender, location, a means of personal transportation, size of stall and, type of good sold--were selected to assist in theorizing about the travel behavior of traders. Using a systematic sampling methodology, 246 stalls were selected and the MLR model was applied in data analyses.

The results show that a typical stall is occupied by either one or two traders. There are three male traders for every female trader …

Conventions, trade shows and meetings represent an industry of considerable size in the United States. In a 1984 survey, the International Association of Convention and Visitors Bureaus estimated a total of 20.5 billion dollars of annual expenditure generated by 54.3 million delegates nationwide. Despite its economic importance, the industry has received little analytical attention in the literature on tourism. In this paper we develop and estimate a model of demand for metropolitan convention facilities. Our results suggest that metropolitan convention activity is sensitive to both cost and attraction-related factors.

This study addresses three policy issues found in the literature: How can hospitals best manage the problem of shortages of the nursing home resource, how have federal policy makers responded to the mounting shortages, and how has the unique character of nursing influenced policy.

An analysis of existing hospital policy making is presented. An analysis of the class conflict within nursing is also presented. Data have been generated from a case sample of six urban hospitals in the Pacific Northwest to assess their management of the nursing resource during the critical shortages of the late 1970s.

Evaluation Of Vertical Equity In Residential Property Assessments In The Lake Oswego And West Linn Areas, James G. Strathman, Dirce Toulan

This report presents a statistical evaluation of vertical equity in the pattern of residential property assessments in the Lake Oswego, West Linn and nearby unincorporated areas based on an application of the Paglin-Fogarty method to a sample of recent sales. A vertically regressive pattern of inequity in assessments, which is characterized by systemmatic under-assessment of higher-valued properties and overassessment of lower-valued properties, was found. Based on the entire sample, it was estimated that a typical $75,000 property was overassessed by about $4,700, and a typical $175,000 property was underassessed by $8,800.
