The purpose of this study is to ground the Office of Neighborhood Involvement (ONI) facilitator in the nature of parking issues relevant to Northwest. A comprehensive examination of parking in Northwest will include a review of past efforts, an analysis of the parking-supply and demand, and a detailed review of program and policy alternatives that may be applied in Northwest. This document presents a design for a Land Use Network. It is a starting point from which to build a network that connects, educates, and motivates stakeholders within the Johnson Creek Watershed to facilitate effective participation in the land use process. The Johnson Creek Watershed Council contracted the Watershed Network Group (WNG) to design the Network as a mechanism for organizing efforts to promote environmentally sound development throughout the watershed. The Johnson Creek Watershed Council comprises representatives from government, residents, and business organizations with interest in the Johnson Creek Watershed.

Until recently, few have questioned the notion that the separation of uses in land use zoning is inherently correct. Many observers of the city are now suggesting that zoning, as it has been practiced in this country over the last 80 years, has created cities that are fractured and function poorly. Others propose that zoning should be reconsidered as a remedy for urban dysfunction. They suggest that the whole notion of zoning be rethought.

Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

This document summarizes key findings from a survey conducted on March 19, 1997 with 338 homeless individuals and 94 families sheltered or served by 33 of 40 shelter programs in the City of Boston. The data presented in this report were collected at one point in time. Point in time data results in an overrepresentation of the "longer term" homeless, and offers limited insight regarding the structural dynamics underlying movement from homelessness to residential stability (Culhane, Lee, Wachter, 1996; White, 1996). Reading Neighborhood Character : A Semiotic Analysis Of Three Portland, Oregon Neighborhoods, Jodi Hanson Tanner

The character of a neighborhood is demonstrated through environmental cues that tell the casual passerby about a neighborhood and its residents, including such aspects as privacy, neighboring, and wealth. Neighborhoods may be made up of residents all speaking the same message, such as exclusivity or independence; these neighborhoods give coherent messages and have strong identifiable character. Other neighborhoods may seem fragmented or have unclear character because the residential make-up is changing over time. Residents reflect aspects of themselves through the physical surroundings that make up a neighborhood.

Success is dependent on focused activities, organizational capacity, availability of funding and technical assistance, leadership capability and community support. Low Income Housing for Native Americans of Portland, Oregon (LIHNAPO) was created in 1993 in response to the urgent need for affordable housing for Native Americans in Portland. LIHNAPO is young, working to establish itself as a viable organization. To make this transition, LIHNAPO must carry out a strategic planning process. Our patterns of land use and development have failed to accommodate the changed housing needs of an aging population. Primary among these needs is the desire of the elderly to be able to "age in place." To meet this need, America's suburban communities in particular will need to re-think their reliance on exclusive single-family zoning and begin planning and zoning for an increasingly large number of the elderly. Despite understandable concerns about maintaining housing values, this may well prove to be politically achievable simply because the very demographic changes that create the need will create a growing constituency in favor …

In 1980, the city of Parma, Ohio, Cleveland's largest suburban city was found guilty of violating the Fair Housing Act. Federal District Court Judge Frank Battisti imposed an extensive remedy upon Parma. Upon approval by the Sixth Circuit of the imposed remedy, its implementation began in 1982. Controversy surrounded much of the remedy, and fourteen years later following Battisti's death, Federal District Court judge Kathleen O'Malley approved a new settlment aimed at ending the court's supervision of the modified remedy after another two years. Along with the Gautreaux, Mt. Laurel, and Yonkers cases, the Parma case represents a longstanding remedy …

This document investigates green roofs as one piece in a larger strategy that should be taken to maintain the health of the natural environment and the quality of life experienced in Portland. By adding more greenspace to urban areas, green roofs have the potential to bring substantial benefits to our community through mitigating some of the negative impacts of development.

The conclusion reached regarding the feasibility of a widespread implementation of green roofs is that the barriers are not insurmountable (with the exception of retrofitting cost for intensive roof gardens in some cases). What is lacking, beyond a need for …
