The Urban Vitality Group (UVG) partnered with the City of Portland, Bureau of Planning to study the effects that food carts have on street vitality and neighborhood livability. The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. Corruption has been an issue in municipal government since the inception of government. The purpose of this research and paper is to explore the topic of urban corruption in the United States a sit pertains to city development. A review of the literature on this topic shows that this has been a neglected area of research in public administration. The literature review contained in this paper will look at both the research that has been done in the area of urban corruption and the way in which this type of research has been conducted over the years.

Housing In The Nation’S Micropolitan Areas: A First Look, Robert E. Lang, Karen A. Danielsen

Public Policy and Leadership Faculty Research

Micropolitan area is a newly defined unit of analysis for examining housing affordability. Before the creation of micropolitan areas in 2003, U.S. counties were categorized as either metropolitan or nonmetropolitan. The category of micropolitan area allows for a more detailed analysis of housing affordability conditions in areas with populations less than metropolitan areas but more than nonmetropolitan areas. Variables examined in this analysis of micropolitan areas include demographic and housing characteristics. A policy section highlights how the findings from this analysis may be applied to micropolitan geography.

Public And Private Sources Of Assistance For Low-Income Households, Chi-Fang Wu, Mary Keegan Eamon

The Journal of Sociology & Social Welfare

This study examined the types and combinations of public and private assistance received by three types of low-income households, including those with children, without children, and elderly without children. Using data from the 1996 and 2001 panels of the Survey of Income and Program Participation (SIPP), the results indicate that a large percentage of low-income households rely on public assistance, and receipt of private assistance is much less common. Approximately 7% of the sample use both types of assistance. The findings highlight differences in combinations of public and private assistance used by different household types. This report describes trends in the high-tech sector in Northeast Ohio, focusing on the 2004-2006 time period. It is the first update to a baseline report released in February 2007 that analyzed trends between 2000 and 2005. This study follows the baseline report in that it examines the high-tech sector in Northeast Ohio from three perspectives — high-tech industries, high-tech occupations, and research and development activity. It assesses the strengths and weaknesses of high-tech industries in terms of employment, average wage, gross regional product (output), and productivity. Permanently Failing Organizations? Small Business Recovery After September 11, 2001, Leigh Graham

Publications and Research

Small businesses in Lower Manhattan after September 11, 2001, paint a telling portrait of vulnerability after disasters. This qualitative analysis of recovery for small retail and service firms with 50 or fewer employees is based on ethnographic fieldwork, interviews, and documentary research from September 2001 through 2005. A postdisaster emphasis on place-based assistance to firms conflicted with macro-level redevelopment plans for Lower Manhattan. Small business recovery was impeded as aid programs responded to a new sense of urgency, attachment to place, and prestorm conceptions of the neighborhood at the expense of addressing community-wide economic changes accelerated by the disaster. A Historical Overview Of Poverty Among Blacks In Boston, 1950-1990, Robert C. Hayden

Trotter Review

Like most nineteenth-century residents of Boston, blacks worked hard to maintain their homes and families. Even before the Civil War, both enslaved and free blacks in "freedom's birthplace" worked long and arduous hours. Those who migrated to Boston from the South in the 1800s had come to secure higher wages, mobility, and opportunity for themselves and their families. Boston's black population grew from 2,000 in 1850 to 8,125 in 1890, and to 11,591 by 1900. In 1900, 39 percent of black Bostonians were northern-born (New England, New Jersey, New York, and Pennsylvania), and 53 percent were southern-born.

Global cities are characterized by the multiplicity of flows that they are implicated in - flows of people, goods, services, ideas, and images. Yet, global cities do not derive their status only on the basis that they are networked nodes. They also require particular forms of cultural capital. Cities with global aspirations have thus increasingly recognized the need to accumulate cultural capital, for which one means is to create new urban spaces, in particular, new cultural urban spaces (e.g. grand theatres, museums, libraries). The purpose of the present study was to explore what influence public parks have on the sense of community of the residents living near parks. Respondents were chosen from within the service area (0.5 miles) of five parks in Norfolk, VA They rated their park experiences and answered sense of community and demographic questions. Confirmatory factor analysis identified five different dimensions in measuring the SOC levels. Correlation and regression analyses identified the extent of the influence that recreation participation had on sense of community of residents. This report provides an evaluation of the Oregon Department of Transportation-Driver and Motor Vehicle (DMV) Services Driver Improvement Program (DIP), which was substantially changed in 2002. Prior to 2002, the DIP was organized around four progressive steps involving advisory letters, warning letters, probation, and suspension. The current program is organized around two steps: restriction and suspension. The timeline to the steps in the current program have also been shortened. To evaluate the current program, driver records of persons suspended between January and July of 2004 were examined in relation to a sample of Oregon’s driving population. The incidence of crashes …

This study uses several indicators to measure the strengths and weaknesses of the high-tech sector in Northeast Ohio (NEO) in comparison to the U.S. High-tech industries are analyzed in terms of employment, average wage, gross regional product (output), and productivity. High-tech occupations are analyzed in terms of employment. Research and development activity is analyzed by examining trends in industry R&D funding and academic R&D expenditures.

Marketing The Chinese Dream Home: Gated Communities And Representations Of The Good Life In (Post-)Socialist Shanghai, Choon-Piew Pow, Lily Kong

This paper examines the advertising themes and rhetoric that have been assembled in the place-marketing of Shanghai's newly built gated communities. We demonstrate how place-marketing strategies, in this case selling the Chinese dream home, draws upon specific landscape meanings and values that are embedded in Chinese/ Shanghainese history, even as symbolic and cultural capital from the contemporary scene also exert their influences. Collectively, these representations of the good life both reflect and reinforce the exclusivist housing aspirations and privatist visions of middle-class residents of gated communities in contemporary Shanghai.
