This report describes the results of an in-depth market assessment study conducted for the Finance Fund by the Center for Economic Development and the Center for Housing Research and Policy at Cleveland State University’s Levin College of Urban Affairs. The Finance Fund, located in Columbus, Ohio, is a statewide nonprofit financial intermediary. It finds funding and provides resources to support organizations that assist low- and moderate-income families and communities.1 The Finance Fund works primarily within low-income rural and urban communities throughout the state of Ohio by connecting local community development organizations and small businesses with needed funding in the form …

This study is an update of two previous reports commissioned by the Northeast Ohio technology Coalition (NorTech) that examined the high-tech sector in Northeast Ohio (NEO). It focuses on two time periods: 2004-2007, the last recovery period, and 2006-2007, the latest one-year change. Four major perspectives are reflected in this year’s analysis: (1) changes in overall NEO high-tech trends in comparison to the Midwest and the United States, (2) analysis of technology groups within the high-tech sector, (3) detailed analysis of bioscience in Northeast Ohio using the industry definition adopted by BioOhio, and (4) track of the NEO research and …

Objective The Oregon Department of Transportation conducted a test of an innovative technology to replace fuel taxes with mileage fees. In the test, some vehicles were charged a flat fee per mile and others were charged differential fees that were higher for travel in the Portland metropolitan area during weekday peak hours and lower for other travel. I was charged with developing the database for the project and analyzing the behavioral responses of the participants. The database is quite extensive, including responses to three surveys as well as information on mileage in various categories. The experiment ended on April 1, …

Oregon is one of six states with requirements for mandatory reporting of drivers with medical impairments. In 2003, the state’s mandatory reporting program, administered by Oregon Driver Motor Vehicles (DMV) Services, was revised to cover an extensive range of cognitive and functional impairments. This report examines the safety risk of persons treated in Oregon’s revised Medically At-Risk Driver program. The incidence of crashes and traffic offense convictions before and after license suspension is documented and compared to crash and conviction incidence of persons treated in the DMV’s voluntary medical reporting program. Global agri-food and transportation systems have dramatically expanded food production and distribution worldwide. This integration, however, also adversely affects human health. The negative effects arise from unequal access to healthy food, unequal access to transportation for agri-food workers, increasing geospatial and economic concentration in the agri-food industry, and an emerging competition between food and fuel. Because the health of individuals is inextricably tied to the health of communities, regions, and ecological systems, health and transportation professionals need to act to both mitigate current disparities and enhance the future viability and sustainability of these systems. Like waterfronts and transit stops, parks leverage value in urban areas. While much recent attention has been given to the signature mega-park, the value of the small-scale neighborhood park in reinventing the city has been overlooked. Once connecting neighborhoods of differing character, and sponsoring more than 80 residential structures along its edges, the historic MacArthur Park at the edge of downtown Little Rock is radically underutilized as an urban neighborhood asset. Severed from its neighborhoods along two edges by interstate construction in the 1960s, this moribund 40-acre municipal park is left with only 16 residential structures along its frontage. The …

Cuyahoga County, Ohio is at the epicenter of the foreclosure crisis. With close to 13,000 foreclosure filings a year since 2005, more than 10,000 vacant and derelict structures and thousands of homeowners losing their homes, the effects of the crisis will be long lasting and far reaching. In Ohio, County courts, agencies and departments have some level of authority and responsibility for virtually every step of the foreclosure process. Travel demand modeling remains a cornerstone of the transportation planning process. Although current transportation planning procedures are mostly performed by an interdisciplinary team approach, there are still a number of institutional issues which may hinder the process from providing the best results. According to Marshment (2001), the most notable setback is a lack of coordination between land use and transportation planning. This report provides an assessment of the feasibility of consolidation of public safety dispatch for 14 communities in Cuyahoga County, Ohio. The findings are that consolidation of dispatch services among the participating communities would reduce staffing costs by an estimated $1.7 million annually. Consolidation of services would reduce the duplication of services and redundant capital projects. Instead of the duplicate purchase of expensive equipment by several communities, the cost of large capital will be distributed over a larger base of beneficiaries. Centralization will reduce the physical blueprint of dispatch operations which in turn should reduce operating costs such as natural …

For social change organizations working to address intractable social problems throughout the USA, tackling race may not only be unavoidable; it may represent a way to fully engage stakeholders in social change work. We argue that illuminating the relationship between race and leadership can advance our under- standing of how social change leadership happens in practice. We build upon scholarship that emphasizes the ways in which seemingly essentialist, intractable racial categories are actually mutable, and the simultaneous emergence of academic research calling attention to the constructed and collective dimensions of leadership. Businesses, governments and communities are increasingly interested in measuring the non-financial impacts of their activities and investments. This assessment often takes the form of measurement models that utilize a Triple Bottom Line (TBL) framework, namely looking at the areas ofthe environment, the economy, and the social simultaneously. Despite its many accounting flaws, more and more organizations adopt this philosophy by applying it literally in the form of impact reports. In this framework, the social dimension is the most challenging to measure. Because of its complexities, this aspect of TBL reporting has often been vague and lack rigor.

Shanghai and Singapore are two economically vibrant Asian cities that have recently adopted creative/cultural economy strategies. In this article I examine new spatial expressions of cultural and economic interests in the two cities: state-vaunted cultural edifices and organically evolved cultural spaces. I discuss the simultaneous precariousness and sustainability of these spaces, focusing on Shanghai's Grand Theatre and Moganshan Lu and on Singapore's Esplanade-Theatres by the Bay and Wessex Estate. Their cultural sustainability is understood as their ability to support the development of indigenous content and local idioms in artistic work. Though this work is a fuel and energy history of Kansas City from 1820 to 1920, it also provides a tool to describe and analyze fuel and energy transitions. The four parts follow the rise and fall of wood, coal and oil as their use grows to a peak and, in the case of wood, declines. The founding and growth of Kansas City as an “instant city” that grew from zero population to over three hundred twenty thousand in a hundred years embodies the increased use of fuels and energy in an urban setting and serves as a case study. …
