By expanding access to retirement savings plans, a state-sponsored program for workers should increase the overall level of participation, and, ultimately, increase retirement fund income. The over 400,000 new enrollees estimated by this study suggests that these programs can have large impacts.

Crowdsourcing Cycling Safety And Route Data With The “Orcycle” Smartphone App, Miguel Figliozzi

ORcycle is a new smartphone application (for both Android and iOS) developed by Transportation, Technology, and People (TTP) lab researchers at Portland State University as part of an Oregon Department of Transportation (ODOT) research project. ORcycle collects user, route, infrastructure, crash, and safety data. ORcycle was successfully launched in early November 2014 and presents many improvements over existing or similar apps. Initial data findings and insights will be presented. Lessons learned as well as opportunities and challenges associated with smartphone data collection methods will be discussed. Health risks associated with air pollution uptake while bicycling are often cited as a potential drawback to increased bicycling in cities. This seminar will provide an overview of how roadway and travel characteristics impact bicyclists' uptake of traffic-related air pollution. Specific considerations for planners and designers of urban transportation systems to mitigate risks for travelers will be discussed. In addition, the extent to which bicyclists themselves can unilaterally reduce their pollution uptake will be described. This seminar synthesizes findings from a recently completed doctoral dissertation at Portland State University and from the broader literature.

Large, technology manufacturers tend to dominate the Oregon manufacturing discussion, but as the preceding results show, smaller manufacturers like metalworkers and bakeries can produce large numbers of new jobs, particularly when given technical assistance. The aggregate effect of employment increases from small- and medium-sized firms is large, and contributes to sectors identified as priorities by Oregon’s economic development agencies.

The role of walking in the development of healthy, livable communities is being increasingly recognized. In urban areas, intersections are often viewed as a deterrent to walking, as their operation primarily favors automobiles, leading to large and unnecessary delays for pedestrians. There is currently very limited research on accommodating and/or prioritizing pedestrians at signalized intersections in the North American context. The city of Portland, Oregon, is often hailed in news and popular media as the capital of the U.S. alternative food movement. In 2002, the Portland Multnomah Food Policy Council (PMFPC) was established to address the region's growing interest in cultivating a sustainable local food system. Council members contributed to many notable achievements, including a healthy corner store initiative, a beginning farmer training program, and changes to zoning codes to expand urban agriculture. Objective: To compare sociodemographic and motivational factors for healthcare use and identify desirable health-promoting resources among groups in a low socioeconomic status (SES) community in Chicago, IL. Background: Disparities in health services and outcomes are well established in low SES urban neighborhoods in the United States and many factors beyond service availability and quality impact community health. Yet there is no clear process for engaging communities in building resources to improve population-level health in such locales. This article profiles a partnership between the Living Cully ecodistrict and Portland State University’s Sustainable Neighborhoods Initiative. The case studies presented in this article explore how Living Cully leveraged PSU assets to advance their goals, highlighting successes and lessons learned. This article also addresses how the partnership was formed, what makes the partnership innovative, the role of interdisciplinary/intercommunity organizational strategies, and how the community partner commits to urban sustainability and social justice.

Implementing (Environmental) Justice: Equity And Performance In California's S.B. 535, Meagan Tokunaga

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? In regards to the first question, I utilize a case study of the policy’s implementation within 17 local governments …
