Transportation Cost Index As A Performance Measure For Transportation And Land Use Systems: New Approaches And Applications, Liming Wang, Huajie Yang, Jenny H. Liu

This research aims to fill gaps in existing multi-modal performance measures for transportation and land use systems:

1. As a supplement/replacement of traffic-centric measures such as LOS, travel delay;
2. Recent federal and state legislations put more emphases on using of performance measures in transportation planning & operation: MAP-21, Oregon Job and Transportation Act (OJTA);
3. Existing performance measures for transportation and land use systems, although now numerous, have their own limitation (Table 1), and leave important aspects and policy areas uncovered, for example, the balance of transportation investment between different modes and across geographical areas as mandated by OJTA

All transportation systems have the ability to transform human settlement patterns, which can affect a range of social, economic and environmental issues. Considering investments in rail infrastructure have increased in recent decades (Bureau of Transportation Statistics, 2007; Israel & Cohen-Blankshtain, 2010), it is important for planners and researchers to understand how these rail systems influence land use, metropolitan development patterns, and population migration. First, to test a model of the drivers of frequent emergency department utilization conceptualized as falling within predisposing, enabling, and need dimensions. Second, to extend the model to include social networks and service quality as predictors of frequent utilization. Public transportation plays an integral part in a city's development, but transportation professionals disagree about whether it is feasible to increase the capacity of public transportation systems at a reasonable cost; and if it is, how. This study develops an agent based model that aims to answer this question and provide a framework to compare the effects of improvements in different aspects of the public transportation service. Congestion and travel delay on urban roadways can influence the roadways’ operating costs and service attractiveness. This research used high-resolution bus data to examine sources of delay on urban arterials. A set of tools was created to help visualize trends in bus behavior and movement; these tools allowed larger traffic trends to be visualized along urban corridors and streets. With buses as probes and examining aggregated bus behavior, contoured speed plots were used to understand the behavior of roadways outside the zone of influence of bus stops. In a January 2016 meeting, the Clark County Commission heard a proposal from the County Public Works Department about a $200 million plan to build two urban elevated expressways constructed above existing roadways, potentially linking McCarran International Airport with the Las Vegas Strip’s resort corridor. Commissioners lauded the project with a “high degree of confidence” for funding sources and praised the “magnificent way of moving traffic” and “out of the box thinking” of these urban elevated expressways. Yet the positive feedback that County Commissioners showered on this proposal flies in the face of decades of history on urban elevated expressways. …

On its surface, the rapid increase of home prices in the Portland Metropolitan Statistical Area (MSA) resembles the overheated moments before the housing bubble burst in 2007. OnPoint Community Credit Union, concerned that history may already be repeating itself, asked the Northwest Economic Research Center (NERC) to investigate speculation within the Portland housing market, provide a forecast of home prices, and summarize potential market headwinds and tailwinds.

Interest in counting bicycles and establishing nonmotorized counting programs is increasing, but jurisdictions still struggle with how to integrate bicycle counting into standard practice. In this paper, the authors share findings and recommendations for how to minimize error for bicycle counting from tests conducted in conjunction with the Oregon Department of Transportation. This research studied three types of off-the-shelf pneumatic tube counters for counting bicycles, including equipment from five manufacturers: two bicycle-specific counters, three varieties of motor vehicle classification counters, and one volume-only motor vehicle counter. It examines the largely ignored impact white activists have had on the BLM movement and also explores the history of white activists in the abolitionist and Civil Rights movements. The climax details a highly-publicized spat between rival Black Lives Matter organizations that happened during a Dec. 4 protest to commemorate the one-year anniversary of Officer Daniel Pantaleo's non-indictment in Garner's death. Green Infrastructure (GI) is an increasingly popular means of dealing with flooding and water quality issues worldwide. This study examines public perceptions of, and behaviour around, bioswales, which are a popular GI facility in the United States. Bioswales are highly visible interventions requiring support from residents and policy-makers to be implemented and maintained appropriately. To understand how the residents’ perceptions and attitudes might develop over time, we interviewed residents of Portland, Oregon, living near bioswales installed 1–2, 4–5 and 8–9 years ago, to determine awareness, understanding, and opinions about the devices. Housing mobility programs have been implemented in America since the 1990s to solve poverty concentration and to improve the economic self-sufficiency of low-income families through housing subsidies. This policy was based on the assumption that mixed-income neighborhoods provide better resources and opportunities to low-income families so that program participants who relocate to low-poverty neighborhoods improve their economic status. Currently, few studies examine the effectiveness of housing mobility programs under a decentralized fiscal system. Specifically, the migration of program participants may stimulate Tiebout’s vote-with-feet mechanisms and may limit the duration of the newly-created mixed-income environment, leaving poverty concentration and poverty unsolved. …

In this report, we present research that measures the outcomes of TOD areas in relation to their metropolitan area controls with respect to (1) jobs by sector; (2) housing choice for household types based on key demographic characteristics; (3) housing affordability based on transportation costs; and (4) job-worker balance as a measure of accessibility. Prior literature has not systematically evaluated TOD outcomes in these respects with respect to light rail transit (LRT), commuter rail transit (CRT), bus rapid transit (BRT), and streetcar transit (SCT) systems. In the last decade, three important new bridges in the Portland area were the subject of intense discussion and analysis: the Tilikum Crossing, the Sellwood Bridge and the Columbia River Crossing. One of those bridges is completed, the second is under construction and the third one was canceled.

As a Metro Councilor, Robert Liberty was involved in the decision making process for all three projects. She combines an autoethnographic account of her experiences, including original photographs, with research on conceptual artists, participatory culture, and creative placemaking to position her work as participatory environmental art education. Many public and private organizations that make decisions regarding whether and how to invest in transportation assets or programs do so via a structured decision-support process. This talk will address the technical aspects of the family of such processes that use travel demand model outputs—and other sources of quantified performance data—as inputs to analytic tools including benefit cost analysis (BCA) and multi criterion evaluation. Example applications of this framework have included tolling and pricing studies, capital investment alternatives analyses, and programmatic evaluations. Example processes include "Least Cost Planning" frameworks borrowed originally from the power generation industry.
