Data for the charts, tables, and maps are the most recent from the U.S. Census, American Community Survey (ACS), 2011-2015, Five-Year Estimates. Five-year estimates are used rather than one-year or three-year estimates in order to reduce the margin of error. Slides reflect ACS and Census data from 2000-2015. This update also includes maps and figures pertaining to the Asian and Hispanic/Latino foreign born populations in the region.

Gentrification As Injustice: A Relational Egalitarian Approach To Urban Housing, Tyler J. Zimmer

This paper focuses on the nature of the landlord/tenant relationship in uncontrolled rental housing markets. I argue that relational egalitarianism--the view that our social and political relations to one another ought not involve arbitrary power asymmetries--gives us moral reasons to criticize this relationship. In particular, I try to show that landlord/tenant relationships involve objectionable forms of economic subordination--more specifically, relations that involve exploitation and marginalization--as well as political inequality. I conclude the paper with some reflections on policy solutions to the problems I identify. The Freeman Performing Arts Center marks the threshold between prairie and civic life. This small agricultural community of 1,300 has an outsized Anabaptist music tradition recognized nationally. The 37,000 sf hall-type building unifies a miscellaneous collection of public buildings and landscapes at the southwest corner of the town’s one-mile grid. The center’s massing projects an ascending system of familiar gable roofs, which absorb the fly tower into a composition reflective of pragmatic building forms. The principal face of the building is a translucent curtain wall that illuminates interior massing—a beacon on the prairie. A thru-Porch celebrates transitions between the prairie’s …

In the aftermath of the Cold War, several scholars were of the opinion that primitive modes of fighting, such as close combat, would cease to be used. However, as urban spaces have increasingly become battlefields in the 21st century, there has been a retrogression to a brutal and bloody mode of fighting. As cities and communities nationwide seek to develop Complete Streets that foster livability and accommodate all modes, signal timing control strategies that include pedestrians in the operational decision process are gaining importance. This research tested several efficiency-focused pedestrian treatments – coordination, actuated-coordination, free operation, short cycle lengths – and safety-focused treatment including leading pedestrian intervals and Barnes Dance. Using a software-in-the-loop simulation, the operational impacts of these treatments on all users (vehicles, heavy vehicles, bicyclists and pedestrians) at an intersection were evaluated. Results showed that among the efficiency-based treatments, free operation was most beneficial for reducing minor-street pedestrian delays. Both …

We examined Oregon’s new "motor voter" law to see if it affected turnout and to better understand the new voters added to the rolls in the ‘Beaver State.’ We looked at voter turnout and election results in Clackamas, Columbia, Multnomah, Washington, and Yamhill counties in Oregon and Clark and Skamania counties in Washington to answer several questions about the 2016 General Election.

This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.

First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. It begins with Josiah Ober’s work on civic dignity, which he defines as “equal high standing” among citizens, marked by “non-infantilization and non-humiliation.” This definition is a useful starting point …

This research produces original empirical estimates of Hispanics in Florida’s Dept. of Corrections (FDOC) and uses those estimates to measure the impact felony disenfranchisement is having on Hispanics in Florida. Research institutions find that data on Hispanics in the criminal justice system, particularly in Florida, is either lacking or inaccurate. This research addresses this problem by applying an optimal surname list method using Census Bureau data and Bayes Theorem to produce an empirical estimate of Hispanics in FDOC’s data. Using the Hispanic rate derived from the empirical FDOC analysis, the rate of Hispanics in the disenfranchised population is estimated. The …

This research analyses how parking availability levels affect commercial vehicle parking costs and operations in congested urban areas. Unlike passenger vehicles, parking availability has an impact on route characteristics and commercial vehicle fleet sizes. Hence, commercial vehicles parking costs cannot be captured solely by estimating delays and/or the cost of parking fines. This research combines logistics, queuing, and optimization models to study the impact of last mile parking availability on commercial vehicle costs and operations. However, apart from select ethnographic observations on walking as a distinct spatial practice (J. Lee & Ingold, 2006), there is a paucity of studies that investigate the ways in which walkers and space interact. The 'South Auditorium' neighborhood established itself in the days when loggers and other workers filled the district’s hotels due to its proximity to the river. In the wake of the Great Depression and as the logging trade declined, the area began to fall into disrepair and development shifted away from the Willamette River. Transit travel time, operating speed and reliability all influence service attractiveness, operating cost and system efficiency. These metrics have a long-term impact on system effectiveness through a change in ridership. As part of its bus dispatch system (BDS), the Tri-County Metropolitan Transportation District of Oregon (TriMet) has been archiving automatic vehicle location (AVL) and automatic passenger count (APC) data for all bus trips at the stop level since 1997. In 2014, a new and higher-resolution bus AVL data collection system was fully implemented.

The Cully neighborhood is situated in the Northeast quadrant of Portland, Oregon. It is 2.75 square mile plot of land and home to roughly 13,000 people. In addition to being one of the most diverse neighborhoods in Portland, it is the most densely populated, with the smallest amount of parkland per capita. Over the last two decades, home value has increased 203% in Cully, compared to a 90% citywide increase.
