Hygiene, waste and sanitation in the Portland metropolitan region is a broad and complex topic that relates to homelessness as a primary field, but stretches to other scenarios. The need for improving and increasing access to restrooms, showers and laundry facilities in Portland has been documented and proven through interviews and research. Due to its complex nature, multiple potential solutions to address accessibility have been explored (and some are already in place). Youth experiencing homelessness face numerous challenges to maintaining their health while homeless and as they exit homelessness. This includes their physical health, mental health, and well-being. Further, research on the efficacy of various interventions that aim to positively impact the health of homeless youth is limited. The following paper summarizes what is currently understood about the health and well-being of youth experiencing homelessness and concludes with recommendations for interventions, prevention programs, and future research.

The Useful Waste Initiative is an alternative and more sustainable way of thinking about construction waste. It encourages material diversion and aims to reframe views on waste management during the design and construction process. It guides the process to repurpose and utilize an overlooked material resource- envelope construction mock-ups. It also provides the opportunity to contribute to and support efforts to address pressing social needs with local communities, including shelter for the homeless.

This review provides an overview of the relationship between familial homelessness and the following sources of trauma: domestic violence, substance use, adverse childhood experiences (ACEs), mental health, and poverty. The emergence of urban heat as a climate-induced health stressor is receiving increasing attention among researchers, practitioners, and climate educators. However, the measurement of urban heat poses several challenges with current methods leveraging either ground based, in situ observations, or satellite-derived surface temperatures estimated from land use emissivity. While both techniques contain inherent advantages and biases to predicting temperatures, their integration may offer an opportunity to improve the spatial resolution and global application of urban heat measurements. Parking Occupancy Datasets: These CSV (comma separated values) datafiles include parking occupancy data from the Seattle Department of Transportation (SDOT). Each of the 11 datafiles indicates the time period that it includes, with dates ranging from January 1, 2012 to December 31, 2017. Each file contains 6 months of data on block-by-block occupancy of paid parking. The number of available spaces were calculated from this dataset in addition to the median and mean occupancy rates for each Tract. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

This chapter focuses on how investment in the American rail infrastructure has shaped changes in the population and residential patterns. Specifically, the chapter examines the association between commuter rail systems, urban rail transit systems, and the movement of the college-educated young into the inner city. Two hypotheses are proposed about the characteristics of rail systems and the relationship to the growth in the percentage of young college graduates residing in close-in neighborhoods. Using a sample of central cities within the 51 largest metropolitan areas in the U.S., the chapter compares the growth in young college graduates (ages 25 to 34 …

American commercial streets are typically designed to encourage rapid automobile traffic, thus making streets unsafe for pedestrians. In the 2016 case of Turturro v. City of New York, the New York Court of Appeals upheld a jury verdict against a city for failing to slow down such traffic. This article describes Turturro, but shows how limited its holding was: the Turturro court emphasized a city's failure to study traffic calming, so if a city studies its options adequately it can avoid liability even if its policies are unsuccessful.

How will people get around after a major earthquake? The Ready Streets project examines ways to create a strong, connected, and disaster-resilient mobility network in the Parkrose-Argay neighborhood of Portland, as well as replicable criteria for future neighborhoods. This is accomplished by examining the existing conditions of the area, working with community members to determine key destinations and priorities, and formulating recommendations to the Portland Bureau of Transportation.

Can Uber And Lyft Save Public Transit?, Emily Zheng

I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

Crow (Corvus spp.) populations are increasing globally. This is cause for concern because overabundant crow populations can damage agricultural crops, harm native wildlife, and become a nuisance in urban areas. In Japan, the carrion (C. corone) and large-billed crow (C. macrorhynchos) can cause damage to crops and livestock. This damage is predicted to increase in Japan with climate change, especially when precipitation increases, inducing landscape changes that may favor crow populations and activities. This dissertation aims to reclassify municipal structures of the U.S. municipalities and investigates the effect of municipal structures on government fiscal management outcomes, including fiscal conditions and fiscal slack balances. This dissertation is comprised of four chapters. The first chapter briefly introduces, and each of the remaining three is an independent research article. The second chapter investigates seven essential structural characteristics of the U.S. municipalities and constructs a municipal structure political-administrative index. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. The purpose of this correlational panel study was to test Shaw and McKay’s theory of social disorganization by examining the relationship between demographic diversity and hate crime rates. The study focused on the relationship between the level of diversity, residential mobility, unemployment, family disruption, proximity to urban areas, and population density in all 21 New Jersey counties and hate crime rates. This thesis examines how global and local governance has combined to deliver effective and sustainable public transportation in cities by comparing Bogotá’s bus rapid transit (BRT) system, TransMilenio, with Medellín’s mass transit system, STIMVA, often referred to as Metro de Medellín. After considering the rationales used to justify local and global authority over climate change, this analysis problematizes the supposed benefits of empowering global and local actors by highlighting the conflicts of interest that plague the elites who mediate the global and the local. This article approaches the question of Anglo-American hegemony in urban studies by examining publication and citation patterns. The past one or two decades have witnessed critical arguments about how knowledge production in social sciences is characterised by centre–periphery relations, and risks universalising US–American and European knowledge and epistemology. While not much systematic analysis has been done to address the extent to which urban knowledge has been shaped by Anglo-American centrism, it is not difficult to tell that the field is dominated by the Anglophone world in terms of authorship, institutional affiliation, the cities under scrutiny, and the urban theories arising. …

This literature review on homeless count methods provides a brief history of homelessness in the U.S., an account of count efforts, and an overview of methods used. It illustrates that no method is capable of providing a comprehensive count of the homeless, and all methods have inherent disadvantages that often rely upon flawed assumptions. The practical impact of these counts on policy is substantial. Therefore, this review should encourage discussion as to what data communities need for policy and program development and implementation, and whether homeless counts actually fulfill this need.

This paper aims to explore why some suburbs adopt land use policies that encourage exclusivity and segregation, meanwhile others adopt land use policies that encourage inclusivity and integration. Specifically, I analyze the social, economic, and political factors that motivate the adoption of certain land use policies. This research extends Charles Tiebout’s public choice theory in conjunction with Michael Danielson’s theory on local government autonomy over land use regulation. This report describes findings from the sixth consumer satisfaction survey conducted with consumers or family members who are served by the Aging and Disability Resource Connection (ADRC) of Oregon, focusing on Call Center staff (or Information, Referral and Assistance; IR&A) and recipients of options counseling services. The Institute on Aging at Portland State University directed the project, partnering with Washington State University Social & Economic Research Center, who conducted the telephone survey between February 27 and April 5, 2019.

Understanding and addressing problematic narratives surrounding homelessness is one of the primary objectives of the Homelessness Research and Action Collaborative. We began to do this by mapping out different stakeholders and identifying texts such as social media posts, policy documents, and local news articles which reflect the language used by various groups to discuss and promote their concerns and beliefs about homelessness. Over 11,000 reports were analyzed.

Students helped develop the Housing and Food Insecurity at Portland State study to better understand the scope of homelessness, housing and food insecurity on campus. The survey went out to approximately 3,000 employees and 23,400 students at Portland State University in fall of 2019. The center will develop a set of recommendations for the university based on the results. It is the first step to help students and employees overcome challenges and meet their basic needs.

Public Land Revisited: Municipalization And Privatization In Newark And New York City, Samuel Stein, Oksana Mironova

Public land plays a central role in contemporary urban planning struggles. Using a comparative case study approach focused on the north-eastern US cities of Newark and New York City, we uncover patterns of land acquisition and dispossession that fit five broad and often overlapping periods in planning history: City Beautiful, metropolitan reorganization, deindustrialization, and devaluation, followed by hyper-commodification in New York City and redevelopment amidst disinvestment in Newark. Through this periodization, we find that accumulation and alienation of urban public land has largely taken place through two modes of municipalization (targeted and reactive) and two modes of privatization (community-led and …
