The social welfare function (SWF) framework converts the possible outcomes of governmental policy choice into vectors (lists) of interpersonally comparable well-being numbers, measuring the lifetime well-being of each individual in the population of interest. The SWF proper is a rule for ranking these vectors. The utilitarian SWF adds up well-being numbers. A prioritarian SWF adds up well-being numbers plugged into a strictly increasing and strictly concave transformation function. Governmental policies are conceptualized as probability distributions over well-being vectors. A recent literature applies the SWF framework to health policy. Poverty and inequality are major issues that fuel agitations and violent conflicts in Nigeria today. Although the Nigerian government continues to implement various social protection strategies, these have not been able to bridge the vast poverty and inequality gap in the country. This study examines social protection programs in Nigeria. It draws out observable challenges in the implementation of these programs and provides recommendations for improving social protection schemes in the country. The first chapter examines New York State's Fiscal Score Monitoring program to find the effect of two quality labels on school district outcomes: fiscal stress scores, reflecting the budget solvency, and environmental stress labels reflecting economic and demographic conditions. Using the NYS school district data from 2013-22, I employ the regression discontinuity design to find the effect of stress labels, in response to the political pressure on district finances, housing, and school outcomes. I find the effect of fiscal stress label is limited, leading to a decrease in the fund balance ratio and an increase in the tax rate. However, …

Aims: Regardless of literature citing the effectiveness of trauma-informed care (TIC) (e.g., Capezza & Najavits, 2012; Covington, 2008; Morgan et al., 2020), implementation is lacking in settings that serve women with substance use disorders (SUD) (Bartholow & Huffman, 2023; Capezza & Najavits, 2012; Terplan et al., 2015). This literature review looks at the relationship between juvenile delinquency and juvenile dependency. Specifically, it evaluates the existence of "crossover youth", minors who have been involved with both systems in their lifetime. The review considers thirteen different studies, literature reviews, and databases to determine risk factors in maltreated youth that cause them to offend. The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers. In 2017, when Louisiana applied to become a QIC-WD site, CWD estimated its turnover rate across the state to be 24%, with one region having a turnover rate of 51%, while another had a turnover rate of only 8%.

The Division of Milwaukee Child Protective Services (DMCPS) is a state-operated child welfare system and is the only county system in Wisconsin run by the state. The Division is housed under the Department of Children and Families and has just under 200 staff, including: administrative/managerial staff, initial assessment and access (hotline) frontline workers, and fiscal and operations support. In 2016, DMCPS had an external turnover rate of 37% and they applied to be a Quality Improvement Center for Workforce Development (QIC-WD) site, with the goal of strengthening their child welfare workforce.

Each QIC-WD site developed a logic model to serve as a visual representation of their selected intervention. All logic models included four main components: inputs, activities, outputs, and outcomes.
