Why do patients leave tuberculosis sanatoria against the doctor's advice? This study of home conditions of patients who left Waverly Hills Sanatorium, Waverly Hills, Kentucky, against the doctor's advice is an attempt to answer that question. This study is undertaken to survey and evaluate the adequacy of convalescent facilities available for indigent persons who have been under the care of the surgical service at the Louisville General Hospital. The adequacy of convalescent care will be measured first, in relation to its scope, second, in relation to its help to the patients, and third, in its interaction with other community agencies. Since the beginning of the defense program and particularly after the United States entered the war, wide publicity has been given to the problem of children left without supervision while their mothers worked. This dissertation is closely confined to a study of the Social Security Act, the provisions made by the Federal Government in aiding the states and the plans used by the various states. Data which have been incorporated into this thesis are the latest available at the time of writing. During 1935 the Congress of the United States passed a law, introduced and sponsored by Senator Robert F. Wagner of New York, called the "Social Security Act." The vote in the House of Representatives was 372 to 33; in the Senate 77 to 6. President Roosevelt signed the Act on August …
