All-Inclusive List of Electronic Theses and Dissertations

Foster parents in nontraditional foster care programs receive more extensive, ongoing training and support than foster parents in traditional foster care programs. This study examined whether differences exist in the levels of perceived parenting stress, satisfaction, and efficacy among traditional and nontraditional foster parents. Twenty-four foster parents completed the Parenting Stress Index (PSI) and the Parenting Sense of Competence scale (PSOC). Nontraditional foster parents reported higher levels of overall parenting stress and lower levels of foster parent role satisfaction than did traditional foster parents. However, response profiles indicated that nontraditional foster parents had children with more emotional and behavioral problems …

Concerned with growing hunger among Massachusetts families eligible for Food Stamps, and the paradoxical decline in the number of program enrollees, Project Bread asked the Center for Social Policy at the John W. McCormack Institute of Public Affairs, University of Massachusetts Boston (CSP) to study the process of securing and sustaining Food Stamp Benefits. Concurrent with the planning process for the study, the Massachusetts legislature, in an override of the Governor's veto in early December 2001, included language in the FY 2002 budget designed to expand access to the program. When Social Program Responsibilities Trickle Down: Impacts Of Devolution On Local Human Services Provision, Steven G. Anderson, Anthony Halter, Brian Gryzlak

The Journal of Sociology & Social Welfare

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) shifted responsibility for public assistance from the federal government to the states. This study examined early impacts of this devolution and related program reductions on local service authorities in Illinois. Based on surveys from 101 large townships responsible for administering General Assistance, medical assistance, and emergency needs programs, we found that 60 percent of these localities experienced increased service demands. These demands not only placed pressure on limited local programming funds, but also transformed local service populations in subtle and unintended ways. Recent changes in administration of the Medicaid program make it imperative that local agencies improve their ability to forecast demand for Medicaid services. In October of 1998 the State of Michigan redesigned the Medicaid specialty care in Michigan from a fee-for-service system to a capitated system. In a capitated healthcare system, financial risk is a result of unanticipated changes in the population size and mix. Numerous demographic factors, such as crime, population, unemployment, median age, income, and ethnicity may be used to improve the accuracy of predicted changes in enrollment for Medicaid. Instrumental Variable Estimates Of The Labor Market Spillover Effects Of Welfare Reform, Timothy J. Bartik

Upjohn Institute Working Papers

By increasing the labor supply of welfare recipients, welfare reform may reduce wages and increase unemployment among other less-educated groups. These "spillover effects" are difficult to estimate because welfare caseloads decrease in response to improvements in the economy, which leads caseload reductions to be associated with improvements in labor market outcomes. This paper corrects for the endogeneity of caseloads by using instruments that reflect policy. The estimates suggest that welfare reform has significant spillover effects: welfare reform reduces employment of male high school dropouts, and reduces wages of single mothers and male high school dropouts.

Immediately after the events of September 11, the US was stunned by horror and disbelief, angry at the perpetrators of such awful violence, puzzled by the country’s inability to recognize itself in the eyes of the world, and eager to learn more about other cultures from which it felt so alien. Our college campuses reflected this range of responses. At their first meetings of the academic year, members of NERCHE’s Think Tanks, who represent faculty and administrators in New England, and SAGES (Senior Academics Guiding Educational Strategies), retired presidents and provosts, described their reactions and the range of responses campus.

This guide outlines a framework for implementing quality assurance programs for child welfare services. The components are based on federal requirements, national standards, and child welfare research. Five steps are described: select outcomes and standards, integrate quality assurance goals and procedures throughout the agency, collect data about outcomes, analyze data, and improve systems as indicated by evaluation findings. Specific topics include the role of the quality assurance system in the Child and Family Services Review process, communication of quality assurance practices, and staff participation in analysis. The manual describes each step of the quality assurance system and reviews the tasks.

Race, Welfare Reform, And Nonprofit Organizations, Michael Reisch, David Sommerfeld

The Journal of Sociology & Social Welfare

This article presents research on the impact of welfare reform on 90 nonprofit organizations in Southeast Michigan. Utilizing a refined survey instrument, in-depth interviews and focus groups with agency executives and staff, and the analysis of agency documents, it assesses how the racial characteristics of agencies' client populations affected the organizational consequences of welfare reform. The study confirmed that welfare reform has affected the ability of nonprofit organizations to meet the increased expectations generated by recent legislation. These effects have been particularly pronounced among agencies serving a high proportion of racial minority clients.

Public Voices And Public Policy: Changing The Societal Discourse On "Welfare", Vicki Lens

The Journal of Sociology & Social Welfare

Much of the public discourse on welfare reform is subjective and value laden, a composite of socially constructed stories and myths that support the dominant ideology. This article reports on a study that examines the language used by government officials, poverty experts, advocates and others to discuss welfare reform. Statements made about welfare reform were extracted from the Washington Post and the New York Times and analyzed using qualitative content analysis. Dissecting the public language of welfare provides insight into how prevailing ideologies are communicated and reinforced, and how they can be changed.

A full account of the judicial influence on Social Security disability programs would require a book-length, perhaps even encyclopedia-length, treatise and would take us far afield from our present concern. This article focuses narrowly on the activities of Legal Services attorneys, mental health reformers, and children's advocates. Although mental health reformer groups are only one of many antipoverty organizations involved in advocacy efforts on behalf of the disabled poor, they have been among the most persistent, the most active, and the most successful in using a litigation strategy to achieve their larger policy goals. The Mine Action Information Center (MAIC) at James Madison University implemented this project to develop a framework for the systematic collection and management of landmine casualty data. The project was premised on the lack of an adequate system for collecting and managing landmine casualty data on a global basis. Data on landmine and UXO casualties is being collected in a systematic manner in some countries, but worldwide, it is not being collected in a comprehensive or consistent manner that allows it to be compared cross-nationally and aggregated globally.
