Family and community are human organisms that are the bedrock of any society. They provide the sustenance, values, direction, and protection that make it possible for individuals who live in a defined location to prosper and thrive singularly and collectively. Community is the social structure that mediates between the individual resident and the state and private elites, guiding social transactions between these different worlds to advance and protect the interests and needs of individuals and groups within neighborhoods or local communities.

Saving Capitalism From Itself: Whither The Welfare State?, Mimi Abramovitz

The U.S. welfare state has been under attack from both sides of the aisle since the mid-1970s. Using the lens of history, the following pages will argue that neither the rise of the welfare state in the 1930s nor the current attack were merely accidental. Instead, each was a response to a particular crisis of profitability because the institutional arrangements that had created the conditions for profit-making in the prior fifty years had deteriorated. The policies no longer worked for the powers-that-be and had to be “reformed.”

The effort to reduce poverty in New England and the United States has been thwarted by trends of growing income and wealth inequality. Child care has grown and changed over the past four decades. The federal government now has two major early education programs, Head Start and the Child Care and Development Block Grant. Although Head Start was enacted in 1965 and has had mostly bipartisan support, it took the federal government until 1990 to enact a national child care program. Massachusetts, led by an active advocacy community and strong leadership in the state legislature, has been a leader among states in support for child care funding and policies. Devolution: The Retreat Of Government, Judith Kurland

Devolution as practiced in much of the world is decentralization of program authority and responsibility to achieve greater administrative efficiency or program standards. Devolution as practiced by the Bush administration and the Republican Congress is not that, nor is it a diminution of federal power and the strengthening of states’ rights. Rather, it is a radical restructuring of government to prevent the expenditure of funds for traditional Democratic programs of the New Deal and the Great Society, and to prohibit states from being either more generous in social programs or more stringent in regulating industry than this administration desires.

Moving Target: The Dilemma Of Serving Massachusetts Poor Families, Randy Albelda

While Community Action Agencies’ original mission of serving the poor has changed little over the last three decades, government commitments to the poor, the population of poor individuals and families, and women’s economic expectations have changed considerably. This article documents the trends in family structure, women’s employment patterns, and poverty policies in Massachusetts between 1970 and 2000. The increase in poor, single-mother families and poverty policies that emphasize employment present dynamic challenges for Community Action Agencies (and others who serve the poor), but also create some new organizing opportunities.

Interrupted Progress: Forty Years Of Child Poverty, Deborah Weinstein

In the last forty years since the beginning of the war on poverty, the condition of poor children has improved and the percentage of children living in poverty has declined. Children and their families made the greatest gain when there was a good economy and an increase in government supports. But when such investments shrink, as they have in recent years, progress is impeded. Temporary Assistance to Needy Families (TANF) must be reauthorized by Congress. The legislation now under discussion does not encourage states to replicate programs that have increased work and family income and helped children.

What Mothers Want: Welfare Reform And Maternal Desire, Patricia K. Jennings

In this study I use participant observations,face-to-face interviews, and focus group interviews to examine how women on welfare read and negotiate culture-of-poverty discourse and the imagery that this discourse spawns. I spoke with two groups of young single mothers receiving welfare. The first group included young mothers between the ages of 18 and 23 who were attending high school in a community-based program that served women on welfare. Economic Well-Being Of Single Mothers: Work First Or Postsecondary Education?, Min Zhan, Shanta Pandey

The Journal of Sociology & Social Welfare

This article investigates the relationship between single mothers' education and their economic well-being. Through the analysis of the 1993 Panel Study of Income Dynamics (PSID) data, we examine the effect of education on a sample of White and African American single mothers. The results indicate that past work experience is a weak predictor of current economic well-being. Having education, particularly postsecondary education, on the other hand, significantly improves their economic status. The results challenge the "work-first" approach to alleviating poverty and provide more support for designing policies to develop human capital.

Single Mothers Working At Night: Standard Work, Child Care Subsidies, And Implications For Welfare Reform, Erdal Tekin

Upjohn Institute Working Papers

This paper estimates the effect of child care subsidies on the standard work decision of single mothers and examines whether this effect differs between welfare recipients and nonrecipients. The analysis uses data from the 1999 National Survey of America's Families. Results suggest that child care subsidy receipt is associated with a 6.9 percentage point increase in the probability of single mothers' working at standard jobs. When the effect of subsidy receipt is allowed to differ between welfare recipients and nonrecipients, results indicate that welfare recipients who are offered a child care subsidy are 14 percentage points more likely to work …

There is a national agenda for advancing self-determination for persons with disabilities. Broadly defined, self-determination means having control over ones own life. The purpose of this research was to gain a better understanding of self-determination and its effect on the quality of life of persons with cognitive disabilities. A qualitative, phenomenological approach was selected. Ten individuals from a community mental health system in southwest Michigan participated in the study. Participants had a developmental disability and were dependent on others for their care. The research combined qualitative interviews with behavioral observations and proxy interviewing, and included the audiotaping of those interviews. …

Ten years after President Clinton’s ambitious attempt at comprehensive health care reform died, several old and new issues with the health care system have emerged. First, the number of uninsured Americans rose to 43.6 million in 2002—and the numbers have since increased. Also, the costs for those who do not have insurance are rapidly increasing. In addition health care related problems are one of the leading causes of personal bankruptcy in the United States. Both family structure and social norms regarding family life have changed substantially in the interim. Background: The role of paternal factors in determining the risk of adverse pregnancy outcomes has received less attention than maternal factors. Similarly, the interaction between the effects of race and socioeconomic status (SES) on pregnancy outcomes is not well known. Our objective was to assess the relative importance of paternal vs. maternal education in relation to risk of low birth weight (LBW) across different racial groups.

While research suggests that staff resistance to change and intentional subversion have hampered prior welfare reform efforts, this does not appear to be the case for the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). This paper draws on data from a study of East County, New York to explicate the mechanisms that have enabled the unprecedented transformation in local implementation practice in this case. Interviews, participant observation, and textual analysis of legislative and program documents identify new program creation, staff buy-in, and the environment created by stern performance measures as instrumental in bringing about the PRWORA's successful implementation …
