In this chapter, the focus is on recruiting and selecting new staff and on the steps agencies can take to ensure that they are doing the best possible job to attract and hire a high-performing, committed workforce. This chapter reviews a number of strategies for improving recruitment and selection processes and provides case examples from the authors' work with child protection agencies in several states. These projects have been accomplished by a team of researchers at the University of Nebraska-Lincoln's Center on Children, Families, and the Law (CCFL). Indigent Defense In America: Racially Or Geographically Unjust?, Lisa Karen Akre

The purpose of my research is to investigate the link between indigent defense funding and race. First, I explain the various approaches that states have implemented to deliver legal defense to the indigent. Second, I describe the current lack of funding and its consequences. Third, I examine what effect race has on the indigent defense system. Finally, based on the conclusions drawn from examining both race and funding for indigent defense, I evaluate the effectiveness of the delivery of indigent defense to individual states and regions within the United States.

This report addresses income adequacy for Minnesota’s older adults using the national WOW-GI National Elder Economic Security Standard Index (“the Elder Index”) methodology. The Elder Index benchmarks basic costs of living for elder households and illustrates how costs of living vary geographically and are based on the characteristics of elder households, including household size, home ownership or renter status, and health status. The costs are based on market costs for basic needs of elder households and do not assume any public or private supports.

Among its steps include skills-building and education programs, infrastructure development, and a reduced fiscal deficit. Meanwhile, technology and skills upgrading or the “high road” approach towards increased productivity and competitiveness undertaken by selected Philippine enterprises featured social partnership between employers and workers.

The commons is a theoretical formalism that is useful in understanding many diverse problems of civil society. A common (or commons) is an economic, political, social, and legal institution that enables joint, shared, mutual or collective natural or social action by agents using a “pool” of shared or jointly held or mutually controlled resources. A substantial body of work exists detailing natural common resource pools acted upon by physical or biological agents. Another large body of work on humanly-directed natural resource pools study the human-natural environment interface, interspecies conflict and population density. The present paper attempts to analyse some of the shortcomings that have impeded efforts in the field of disability in Afghanistan. After an overview of recent disability initiatives, this article presents elements that have contributed to the limited impact. The context of a Conflict Affected Fragile State (CAFS) makes particularly intricate the development of state-capacity as well as the delivery of basic services for the population. To overcome identified gaps, it is argued that Amartya Sen’s Capability Approach (CA) constitutes a relevant framework for designing disability policy and implementation. This case study of displaced workers shows that job loss results in significant economic losses and drastic deterioration in workers’ welfare, and that these adverse outcomes can persist over the medium to long term. Low re-employment rate, a drop in the quality of employment and earnings for those who find work again, heightened economic insecurity, and drastic decline in workers' health status are among the most dramatic consequences of job loss.

The Social Construction Of Client Participation: The Evolution And Transformation Of The Role Of Service Recipients In Child Welfare And Mental Disabilities, Terry Mizrahi, Mayra Humphreys-Lopez, Denise Torres

The Journal of Sociology & Social Welfare

This article presents a comparative analysis of client participation (CP) in child welfare and mental health and mental retardation systems. It identifies three rationales for client participation (philosophical, pragmatic, and political), along with the limitations surrounding each rationale. It uses social construction theory to examine the historical and ideological underpinnings of organized, institutionally-sanctioned client involvement inside and outside government. In order to enhance the capacity of clients to influence service and benefit systems, their role must evolve through the mutual efforts of government-strengthening client participation policies and independent organizing from the bottom up through community development and advocacy programs.

One of the primary roles of a supervisor is to manage worker performance. Performance management is the "continuous process of identifying, measuring, and developing the performance of individuals and teams and aligning performance with the strategic goals of the organization" (Aguinis, 2007, p. 2). Supervisors must regularly assess current performance levels and take steps to improve performance in a way that is congruent with agency goals. The ultimate goal is to achieve agency objectives through individual and team performance.

To effectively manage performance, supervisors must know what the performance expectations are for workers and clearly communicate these expectations to workers. …

The often times high risk environment of African American youth negatively impacts their psychological well being, their family relations and community connections. Many African American youth today are experiencing the vestiges of historical trauma that took root in America in the 17th Century when the first Africans came to America. As a result of generational transmission of historical trauma, many youths today are disproportionately underachieving in education, disproportionately poor, disproportionately monitored by police and incarcerated and disproportionately disrespected by the society at large. Many Appalachian women are creative individuals who enjoy making and sharing quilts, songs, paintings, poetry, and other art. However, many women in rural areas of Central Appalachia lack access to basic resources because of poverty.

While many agencies help poor women find shelter, clothing, and food, there are few that help them find their creative voices. I assert that women who are given the tools to practice creative expression can overcome the mental oppression of poverty to become self-assured individuals who benefit their communities.

Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.

This article presents an argument for revisiting social work's relationship to public assistance in the wake of 10 years of welfare reform. Three case studies drawn from a mixed-method study of the quality of life of former TANF recipients illustrate the range, depth and complexity of the needs of persons while they are on the welfare rolls, transitioning off and living without cash relief. The article briefly traces the history of social work's commitment to and provision of social services for this population and argues that it may be time to revisit the profession's role in public assistance. During the practicum period, the student researcher interned at MYDEL to gain a better understanding of the challenges and successes of the non-formal education (NFE) sector in urban Kampala, and in particular the Kisenyi neighborhood of Mengo. In the slum areas of Mengo, many children and youth are unable to afford school fees and thus are more susceptible to turn to a street life, which entails the following: extreme poverty, drug and alcohol abuse, a high prevalence of HIV/AIDS, young marriage, early childbirth, rape, or sexual abuse. Portland State University's Institute on Aging and Center for Transportation Studies, along with the Population Research Center, were contracted by the Oregon Department of Transportation (ODOT), via the Association of Counties, to project the transportation needs and associated costs for elders and people with disabilities from now to 2030. The study also identified and assessed the feasibility of funding alternatives to address the needs identified.
