The domination of Western educational systems and the capitalist market over indigenous social economic structures has been detrimental to communities all over the world. The search for foreign investment and development opportunities, along with local government’s educational structuring has spread these systems to communities in Central America. This research explores first-hand accounts surrounding these influences through the perspectives of two Nahua indigenous communities in Rivas, Nicaragua. First, a history of indigenous struggles in Nicaragua along with U.S. economic influence on land rights, tourism and educational systems are explored. The problems associated with the civil legal system for women who have experienced domestic violence have been persistent over time and still exist today. The current sociopolitical context in this state frames access to civil legal services either through a means-tested (and underfunded) program (Civil Legal Assistance) or as a privately purchased market service. This leaves a limited amount of low- or no-cost alternatives, which creates a gap in services for those women whose income is too high to qualify for Civil Legal Assistance programs, yet too low to afford to hire a private attorney. Building on existing literature and research that identify nonprofits as agents of democracy, this research explores how community-based organizations (CBOs) advance social change. Strategically placed to improve social and economic security for individuals, families, and communities, CBOs have unique characteristics, successes, and challenges. The study seeks to understand, document, and apply these in building theories for use by practitioners, academics, public officials, and people living the experiences that public policies address. The research articulates a new model of social change, wherein individual transformation, organizational growth, community strengthening, and public policy work together in dynamic and complementary spheres.

Over the past few decades, falling birth rates and increasing life expectancies have threatened the viability of social security programs all across the Organisation for Economic Co-operation and Development (OECD). In this dissertation, I attempt to shed some light on the extent of the crisis that the social security program in the United States (U.S.) currently faces, and I also recommend one possible reform policy. Nevada is increasingly becoming culturally ethnically and linguistically diverse with approximately 25.1% of Nevadans estimated in 2006 to 2008 by the U.S. Census Bureau to be non-white, 27.3% speaking a language other than English at home, (compared to 19.6% nationally), ad 24.9% of Hispanic or Latino origin (compared to 15.1% nationally)

Rural counties have a predisposition to sustaining catastrophic losses during natural emergencies. These counties tend to have poorer economic conditions that exacerbate attempts at hazard mitigation.  Emergency Alerts Systems (EAS) are the most efficient and effective ways to provide information of impending danger.  This study will compare and contrast different EAS to determine which would accommodate the needs of a community. The most successful way for most counties to alert citizens is through the use of a combination of redundant systems. Since welfare reform of 1996, the use of extended application periods as a condition of welfare participation has become increasingly popular. Extended application periods include mandatory work activities and caseworker meetings for a period of time as a condition of and prerequisite to eligibility for welfare services. While much scholarly work has focused on welfare participants, we know comparatively less about those who apply for services but ultimately do not participate or receive benefits. A system that increasingly stigmatized its recipients only became more stigmatizing with the enactment in 1996 of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) program. This program has been so successful in deterring cashneedy people from applying for assistance that the decline in participation from the start of the program continues-even in times of economic downturn. The study reported here follows 150 impoverished families during the first three years of PRWORA, when the economy was booming.
