At the same time, citizens expect law enforcement officers to utilize their training and skills to resolve situations with the least amount of force possible. California, the eighth largest economy in the world, has nearly one million residents that lack daily access to clean drinking water, yet it recently became the first state in the US to declare water a human right through the passage of 2013 Assembly Bill 685. The majority of water quality violations take place in the rural San Joaquin Valley in unincorporated, low-income communities, which have difficulties accessing clean, drinking water due to issues including quality, affordability, and physical availability. Creating public housing space in Barcelona requires rethinking how its historic properties might maintain their cultural and structural vitality while serving critical social and economic needs. Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The notion that homelessness in the United States can be ended, rather than managed, represents a fundamental shift in expectations that has occurred over the past three decades. Many U.S. cities now have plans to end homelessness. Yet homelessness and housing instability are substantial problems that afflict a diverse group of subpopulations such as families, youth, veterans, and chronically homeless single adults. Ending homelessness for each of these populations may require tailored interventions that are responsive to specific individualized needs. These factors make tackling homelessness a difficult task. Since transitioning to capitalism in 1990, Mongolia’s wildlife has faced growing threats from the development of infrastructure, increasing livestock populations, and the expansion of an illegal trade in wildlife products. As wildlife populations face these growing risks, Mongolia needs to develop and implement strong wildlife management practices, including tighter enforcement of existing wildlife trade laws, more frequent wildlife population studies, and better legislation. Research on adolescent parenthood for a long time all but ignored the realities of adolescent fathers, butsignificant interest has arisen in the past decade in this area. In Chile, however, the literature remains scarce. The following study describes and analyzes adolescent paternity through the experiences of six young fathers. Individual interviews with the men touched on the ways in which they have handled the untimely transition to fatherhood, as well as the challenges and obstacles to active participation in their children’s lives. One major topic of debate during the 2014 gubernatorial elections was the functioning of the Department of Children and Families (DCF) in Massachusetts. Audrey Thomas is CEO of Deborah's Place, founded in 1984 after a survey of social services in Chicago revealed that existing programs did not address the needs of women who are homeless. The nonprofit’s mission has been to open doors of opportunity for women through supportive housing and services. Thomas believes that for social service professionals to be successful, they need to see their work as a vocation.

The authors of the handbook conclude that efforts to address poverty, inequality and unmet social needs in Singapore would be greatly enhanced by: (a) the development of locally relevant and nuanced monetary and non-monetary measures of poverty that are made publicly available; and (b) more sharing of disaggregated data from government studies and surveys. These steps would enable academics, VWOs and the public at large become more aware of the issues related to poverty and inequality in Singapore, and be placed in a better position to weigh in on debates and solutions.

Medicaid And The Labor Supply Of Single Mothers: Implications For Health Care Reform, Vincent Pohl

The Patient Protection and Affordable Care Act expands Medicaid and introduces health insurance subsidies, thereby changing work incentives for single mothers. To undertake an ex ante policy evaluation of the employment effects of the PPACA, I structurally estimate a model of labor supply and health insurance choice exploiting existing variation in Medicaid policies. Simulations show that single mothers increase their labor supply at the extensive and the intensive margin by six and five percent, respectively. The PPACA leads to crowding-out of employer-sponsored health insurance of about 40 percent and increases single mothers' welfare by about $190 per month.
