The Elder Economic Security Standard^TM Index (Elder Index) is a measure of the cost of living for older adults age 65 or older living independently in today's economy. The Elder Index defines economic security as the income level at which elders are able to cover basic and necessary living expenses and age in their homes, without relying on benefit programs, loans or gifts. The Elder Index defines an “economic security gap” as having incomes between the Federal Poverty Line and the Elder Index. The Occupation Safety and Health Administration enforces safety regulations through workplace inspections. To identify the effect of inspections on worker safety, this study exploits quasi-experimental variation in inspections due to OSHA’s Site Specific Targeting plan. The SST plan used establishment-level data on accidents and injuries to target establishments for inspection. The primary inspection list consisted of establishments with case rates exceeding a cutoff. This cutoff generated a discontinuous increase in inspections, which is used to identify the effect of inspections on worker safety. Using the fuzzy regression discontinuity design and local linear regression, the estimated effect of an inspection on …

The American Right features a well-developed—and well-heeled—infrastructure for promoting a conception of freedom as inextricable from capitalism. The American Left, by contrast, has seemed content to cede the territory, abandoning the ground of freedom for the terrain of “equality,” “justice,” “fairness,” and “prosperity.” This paper is an effort to address this asymmetry in the public discourse over the meaning of freedom. Its principal objective is to capture the vision of freedom embodied in the political and economic thought of Louis D. Brandeis, one of the American Left’s ablest expositors of freedom.

In Asia, clan associations, religious groups or just friends have enjoyed the benefits of giving as a group. As a volunteer, I’m one of many in the world. Data from Figure 1—a survey about volunteering among a number of OECD countries—shows that at least one-fi fth of the population in many countries engages in volunteer activities.1 Though Figure 1 does not provide details on the amount of time spent volunteering—or indeed if this volunteering is one-off or recurring—we see that volunteering rates in Australia, Canada and the United States stand out for being particularly high, whereas those in Italy, Spain and Sweden are remarkably lower than the OECD average.2

Grantmakers and social investors (funders) are successful only to the extent whereby their grantee or investee organisations— collectively known as social purpose organisations (SPOs)— achieve sustainable social impact. More often than not, we hear of SPOs caught in the daily grind of responding to urgent beneficiary needs, and not having the opportunity to introduce more effective practices. The foundation for sustainable social impact arises through engagement from grantmakers and social investors in capacity-building and impact assessment of the SPOs. In 2015, the American with Disabilities Act (ADA) celebrated its 25^th anniversary. While libraries have instituted ADA compliance initiatives since the law came into effect in 1990, and new libraries are generally designed with compliance in mind, to be truly accessible for all people, libraries must incorporate principles of universal design not just into the physical building but into all aspects of the library, including our web presence and the services we provide to patrons. The “social welfare function” (SWF) is a powerful tool that originates in theoretical welfare economics and has wide application in economic scholarship, for example in optimal tax theory and environmental economics. This Article provides a comprehensive introduction to the SWF framework. It then shows how the SWF framework can be used as the basis for regulatory policy analysis, and why it improves upon cost-benefit analysis (CBA).

Two types of SWFs are especially plausible: the utilitarian SWF, which sums individual well-being numbers, and the prioritarian SWF, which gives extra weight to the well-being of the worse off. Either one of these …
