This capstone project examines the relationship between the colonial structures of governance that persist in Puerto Rico and how they affect the island’s resilience to the onslaught of climate change. Within the frameworks of climate change, governance and colonialism, I set out to analyze the means by which Puerto Rico’s status as a colony of the United States has led to its history and present circumstances that have left a gap in terms of effective governance at the federal and other upper levels of government. Floristic quality assessments (FQA) using floristic quality indices (FQIs) are useful tools for assessing and comparing vegetation communities and related habitat condition. However, intensive vegetation surveys requiring significant time and technical expertise are necessary, which limits the use of FQIs in environmental monitoring programs. This study modified standard FQI methods to develop a rapid assessment method for characterizing and modeling change in wetland habitat condition in the northern Everglades. Method modifications include limiting vegetation surveys to a subset of taxa selected as indicators of impact and eliminating richness and/or abundance factors from the equation. Capitalism evolved from the feudal order that preceded it, creating new forms of racial oppression that benefited an emerging ruling class [1]. Racial tensions evolve alongside economic oppression that subjugates labor to capital. The preceding racial order molds to emerging mechanisms of expropriation and exploitation by way of force and resistance. In its broadest sense, presidential control encompasses all the actions, in both word and deed, whereby presidents “go it alone” to adopt policies in the absence of congressional will to do so, and sometimes directly contrary to it. This dissertation studies how President Obama used rhetorical and administrative tools of presidential control to address the “wicked problem” of climate change. The prediction that climate change will cause conflict is at its core based on the assumption that climate change will trigger resource scarcity, resulting in displaced peoples and potentially violent conflict. However, the empirical evidence supporting this phenomenon is highly uncertain and at times directly contradictory. In recent decades, some have claimed that climate change’s exacerbation of extreme weather events such as hurricanes, floods, and droughts have already played major roles in conflicts such as the Syrian Civil War (Selby 2019). Climate change projections suggest extreme heat events will be more frequent over the next few decades. Extreme heat has both negative environmental and social impacts as it affects energy security, public health by increasing the risk of heat-related illnesses and stresses food and crop supply through prolonged droughts. As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). Is the Clean Vehicle Rebate Project (CVRP) program achieving its planned outcomes of accelerating the adoption of Zero-Emissions Vehicles (ZEVs) by low-income consumers in California? This research will evaluate what effect additional CVRP rebates provided to low-income consumers have on their adoptions of ZEVs. The purpose of this research is to determine whether the CVRP rebates are making it feasible and compelling enough for low-income consumers to adopt ZEVs at a rate that will lead to California meeting its greenhouse gas reduction goals.

The procedures were informed by a pilot investigation conducted by this research team that is described below. In the primary study, students attending Missouri State University chose between a policy with no restrictions or taxation on their carbon emissions versus a restriction on the amount of mileage driven per month and taxation related to the mileage. The main study also included an added variable of the influence a redistribution taxation policy into different geographic distances would have on policy preference. Results were interpreted in terms of a multilevel hyperbolic discounting model using the “R” program. The results suggest that there …

This research examines the relative solar potential in public housing developments in Rochester, NY, specifically in the area of concentrated poverty called the “Crescent of Poverty.” Also examined are societal benefits that an inclusive solar/sustainability movement provides for Rochester. Rochester is a mid-sized, diversely populated city with an overall poverty rate >30% and a childhood poverty rate >50% (Murphy, 2018). The European Union has some of the highest environmental standards in the world. However, multiple member states fail at reaching the deadlines set by the European Union (EU). This thesis examines the effectiveness of the European Union’s environmental directives on gaining compliance from member states to reach the agreed-upon standards. This is assessed by using three European Union directives from different environmental areas and analyzing their requirements. Each directive represents either a hierarchical policy, negotiated policy, or voluntary policy transfer. Chicago’s Little Village community bears the heavy burden of environmental injustice and racism. The residents are mostly immigrants and people of color who live with low levels of income, limited access to healthcare, and disproportionate levels of dangerous air pollution. Before its retirement, Little Village’s Crawford coal-burning power plant was the lead source of air pollution, contributing to 41 deaths, 550 emergency room visits, and 2,800 asthma attacks per year. Impairment of Virginia waters is tied to coastal storm hazards and sea level rise because excess floodwaters are contaminated by flood-exposed industrial and residential facilities, and these toxic floodwaters flow into the state’s water bodies. In Virginia, thousands of industrial facilities can potentially be subjected to the effects of stormwater flooding, hurricane storm surge, and sea level rise, in turn affecting water quality. In roughly the last 50 years, the Ecuadorian Amazon has become the epicenter of petroleum production in Ecuador. As oil companies attempt to exploit more and more of the rainforest, they have encroached on indigenous lands, leading to violations of indigenous rights through environmental destruction. As their territories have been invaded, indigenous groups throughout the Amazon have formed movements large and small in resistance to petroleum activities. Scholars have studied select campaigns in the past, but the literature lacks a comparative review of the characteristics of those movements.
