The prior appropriation doctrine has governed the allocation and use of water in the western United States since the 1850s. The shifting nature of water demand is bringing about changes in the traditional legal system. Indirectly, at least, the Constitution provides the federal government with power to regulate on behalf of environ-mental quality, but it also sets limits on the power. It sets limits, likewise, on the regulatory power of the states. What it does not do, at present, is grant the ‘‘constitutional right to a clean environment’’ so avidly sought in the hey-day of environmental concern, the decade of the 1970s. Thus, the one unique aspect of the general topic consid-ered here has no doctrinal standing; the remaining aspects are matters of doctrine, but they are not unique to envi-ronmental regulation. The Role Of Federal Programs And Policies In The Conversion Of Wetlands In Southern Ontario, Terrie Gwladys Radke

The intent of this thesis was to assess the direct and indirect participation of the federal government in processes which have resulted in the loss of wetlands in Southern Ontario. This study focuses on the present and past Federal programs that had or do have the potential to impact wetlands, their history, funding, and administration, and the federal legislation present for wetland preservation. The research methodology was divided into three phases. The Bobwhite Thesaurus was assembled with the belief that it  would make the voluminous literature more accessible. Publications  on the bobwhite have become so numerous and have been published  in so many different places that today's bobwhite researcher is seldom able to conduct the library search required to unearth all pertinent material. This results in failure to acknowledge and use prior  findings.

An effort has been made to seek out and index all publications  issued prior to 1983 that contain information on the bobwhite. All  publications found have been included irrespective of their apparent  worth excepting anonymous papers. Publications which …
