Implications Of Native Title Legislation For Fisheries Management And The Fishing Industry In Western Australia, Patricia Summerfield
Fisheries Management Papers
This paper seeks to examine the key issues of both State and Commonwealth native title legislation for the fishing industry and fisheries management in Western Australia. Considerations for Aboriginal involvement in the industry and long-standing as well as recent concessionary arrangements for traditional usage of fish resources are examined. Industry reactions and future plans to accommodate native title in a positive framework are explored.

Turning back the assault on the natural world is a monumental and complex task; even the first step – planning a network of reserves – is an enormous undertaking. This paper is intended as a general guide to the steps needed to produce a regional proposal for a Wildlands reserve system. It is based on an assessment of work underway in some regions, and extensive discussion with regional groups throughout the continent.

In the coastal zone, relationships between natural, social and economic processes are often intense. This complexity has led to a host of government agencies involved in the planning and management of coastal environments. Unfortunately, these institutions often work at cross purposes, generating inefficiencies and exacerbating conflict. This conflict is compounded by the increasing participation of non-governmental groups and local interests in resource use decision-making. Further, reduced spending by the public sector is restricting government programs. A Ten-Year History Of The Demography And Productivity Of An Arctic Wolf Pack, L. David Mech

A pack of two to eight adult wolves (Canis lupus arctos) and their pups was observed during ten summers (1986–95) on Ellesmere Island, Northwest Territories, Canada. The author habituated the wolf pack to his presence in the first summer and reinforced the habituation each summer thereafter. The first alpha female produced four to six pups each year between 1986 and 1989. However, her daughter, who succeeded her as the alpha female, produced only one to three pups each year between 1990 and 1992 and in 1994, and apparently did not whelp in 1993 or in 1995. This Action Plan covers the world's partridges, quails, francolins, snowcocks and guineafowl, a group of birds from the order Galliformes comprising 141 species according to the most recent taxonomic consideration (Sibley & Monroe 1990), plus one further species newly discovered in 1991 (Dinesen et al. 1994). These birds attract considerable interest throughout the world on account of their importance in ornamental collections, as food sources, as sporting quarry, as indicators of the health of ecosystems and as objects of great beauty. Executive Summary
Two hundred and forty-seven galliform taxa (subspecies, groups, or species) were considered by the Galliform Conservation Assessment workshop. Two extinct taxa were not considered. Of the 247 taxa, 91 (37%) were assigned to one of three categories of threat, based on the Mace-Lande criteria:
Critical, 5 taxa
Endangered, 26 taxa
Vulnerable, 60 taxa
Secure, 145 taxa
Unknown, 11 taxa
Three of the 247 taxa (1%) were recommended for Population and Habitat Viability Assessment (PHVA) workshops.
Recommendations for future action were made for 168 taxa in the following categories:

Shark Bay was inscribed on the World Heritage List in December 1991 on the basis of its natural values. The Department of Conservation and Land Management (CALM) is the management agency with responsibility for the oversight and development of management plans dealing with both the marine and terrestrial aspects of the World Heritage Area. This Draft plan deals with the management of fish resources in the Shark Bay World Heritage Area which are the responsibility of the Fisheries Department of Western Australia.

The failures of past restrictions on fishing effort to fully halt the decline of the breeding stock led to the formation of a sub-committee of the Rock Lobster Industry Advisory Committee. The prime objective of the sub-committee is to evaluate effective long term strategies for managing the fishery so that breeding stock is maintained at an adequate level despite the inevitable increases in catching efficiency. The purpose of this report is firstly to advise industry of the management proposals for the 1994/95 seasons and secondly to form a basis for industry consultation on management arrangements for the 1995/96 season.

In October 1992 a special Sub-Committee of the Rock Lobster Industry Advisory Committee was set up to consider and evaluate future management strategies for the rock lobster fishery. Pursuant to this the Director of Fisheries commissioned a marketing study that is the basis of this report. This study was commenced in early October 1993 and completed in May 1994. This study looked at the market implications of fishery's management strategies. Since 1965, the Western Rock Lobster Fishery has been managed by what is essentially a license limitation scheme invoiving restricted entry for boats, and strict controls on the aggregate number of pots which can be used by the commercial fishing sector. By most measures, management of this fishery has been highly successful. Biological over-exploitation of the fish stock has been prevented, at least until recently. Notwithstanding these achievements, there is widespread concern that the future profitability, and even the viability of the industry is under threat unless the current management practices are reformed. Lake Mead and Lake Mohave, created by Hoover and Davis Dams respectively, were combined, along with much of the surrounding area, into the Lake Mead National Recreation Area in 1964. The enabling legislation is specific about the duty the National Park Service has to the public to create and maintain this, and other, national recreation areas for the benefit of the visitors, the environment, and future generations.
