Resource Development And Resource Dependency Of Indigenous Communities: Australia's Jawoyn Aborigines And Mining At Coronation Hill, Marcus B. Lane, Roy E. Rickson
Aboriginal Policy Research Consortium International (APRCi)
Indigenous people and their communities are often critical actors in resource development networks dominated by large-scale private and public sector organizations. Development policies and projects have often been contentious in Australia because lands on which development has occurred or been proposed are frequently areas of spiritual and traditional significance to Aboriginal people. Conflicts over development are therefore intense, occur in the context of a history of social and political exploitation of Aboriginal people, and focus on issues of symbolic value, local autonomy, power, and participation in planning. The dissertation is a real investigation in the marine environment field, which few people are familiar with, although it concerns everybody. The investigation being carried out in three steps; each step covering one aspect of the marine environment, and the result is given in the conclusion. As a first step, the main problems affecting the marine environment in Tunisia, are identified and analysed. The purpose of this study is to analyze AFCEE's draft environmental justice methodology. The study provides background on the meaning of environmental justice along with related terminology, and covers historical events of the environmental justice movement leading up to the publication of EO 12898. A discussion of EO 12898, subsequent draft guidance, and other pertinent literature leads to the development of evaluation criteria used to analyze both AFCEE's methodology and an application of that methodology: the March AFB Disposal Final Environmental Impact Statement Given that AFCEE formed their own methodology to address environmental justice prior to any definitive guidance regarding …

The Clean Water Act: Financing Combined Sewer Overflow Projects, Clyde W. Barrow, William Hogan
New England Journal of Public Policy
In 1987 Congress expanded the scope of the Clean Water Act to include combined sewer overflows (CSOs) despite continuing to reduce federal assistance for water-pollution abatement and despite the fact that CSO abatement is far more costly than previous water-quality mandates. As a result, many low-income deindustrializing cities are now subject to an additional federal mandate that many of them cannot afford without extensive federal or state assistance. The authors conclude that, in lieu of increased federal funding for CSO abatement, U.S. Environmental Protection Agency regulatory guidelines and the Clean Water Act be amended to include an assessment of the …
