This thesis investigates the role of dams in bargaining and analyzes the current conflict between Egypt and Ethiopia over the Grand Ethiopian Renaissance Dam (GERD). Dams are analyzed using a strategic competitive market model. The model demonstrates the asymmetrical power balance between an upstream and downstream state. Ultimately, the model shows that the upstream state can reduce its quantity with relatively less lost potential than the downstream state’s benefits. Thus, upstream- downstream cooperation can generate positive net gains from trade. In the context of Egypt and Ethiopia, bargaining failures are certainly possible. In 2003, the US government passed the Healthy Forest Restoration Act, which urged wildfire-prone communities to develop Community Wildfire Protection Plans (CWPPs). These plans allow local groups to contextualize risk, practice social learning, and develop social capital while addressing wildfire risk. Within planning realms, however, decision-making power is usually concentrated unequally between social groups which can limit the influence of marginalized communities. Tribal nations, specifically, have been excluded from wildfire planning since European contact, signaling that CWPPs may not reflect Indigenous worldviews and priorities. Specifically, this paper investigates the environmental crises facing Charleston, South Carolina, and New York City. Industrial pollution is a growing environmental issue in the United States, having health, economic, and social consequences on the surrounding communities. This study explores how communities respond to industrial pollution by examining two case studies in New York: the Navy/Grumman Plume of Bethpage and the IBM Plume of Endicott. Document analysis provided information to create complete timelines of the pollution and remediation in each community. Interviews were also conducted to provide personal insight from residents, employees of polluting industries, or those involved with remediation efforts. The one-year extension of the 2018 Farm Bill until September 30, 2024, has extended several government programs for the 2024 crop year including those in Title I: Commodities. This analysis looks at three different financial scenarios and analyzes five different alternatives for a case farm to select the optimal farm program decision for the operation by evaluating net farm income. Since 2021, eligible producers have been able to elect either Agriculture Risk Coverage (ARC) or Price Loss Coverage (PLC) for their operation on an annual basis. Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research. The taxonomy embodies how equity is a pluralistic and unavoidably ethical concept. Despite this, we find that most quantitative studies fail …

A systematic review of China’s low-carbon policy and paradigm transformation is imperative for establishing a well-designed policy system to achieve the “dual carbon” goals. Based on the theory of policy change, this study constructs an analytical framework of “policy objectives—policy themes—policy fluctuations”. This study uses text mining techniques and policy measurement methods to analyze 1 743 low-carbon policies implemented in China from 2000 to 2021. Carbon Capture and Sequestration (CCS) is the process of capturing CO₂ from an above ground carbon source, transporting it to a sequestration well, and permanently sinking it deep underground. Despite the state of California depending on CCS to reach carbon neutrality, not one CCS project is operational yet in the state. Due to the recent creation and expansion of state low carbon fuel standard (LCFS) credits and the federal 45Q credits, CCS projects are beginning to be developed. To address a need to support volunteer and citizen engagement with decision-makers in addressing social-ecological challenges, we designed and tested a “flipped classroom” training to teach civic engagement processes in the context of invasive species management. We pilot-tested the curriculum in seven states. Using results from in-course and delayed surveys, we demonstrate that participants increased their capabilities for engaging decision-makers and took civic engagement actions related to invasive species issues. Although participant recruitment and retention were lower than expected, the overall results suggest that the training approach is an effective design for satisfying participant needs and achieving learning outcomes.

The Guna Yala Comarca is the autonomous, self-governed territory of the Guna people, one of seven Indigenous groups in Panama. The Comarca is located on Panama’s eastern Caribbean coast and includes 365 coral islands. Forty nine Guna communities and roughly 32,000 individuals live in the territory. The Guna General Congress is the highest authority, and each community has a local congress. In California (CA), the wildland-urban interface (WUI) faces escalating challenges due to surging population and real estate development. This study evaluates communities along CA's WUI that have witnessed substantial population growth from 2010 to 2021, utilizing demographic data and the 2020 WUI boundaries by the University of Wisconsin-Madison SILVIS Lab. Employing the Mann-Kendall test, we analyze yearly population trends for each census tract along the CA WUI and assess their significance. This paper studies heat fluxes from contributors and mitigators of urban heat islands using thermal images and weather data. Thermal images were collected by a rooftop observatory between November 2021 and April 2022. Over the same period, weather stations were operating at several locations on a university campus in Singapore. From collected data, a method was defined to estimate sensible and latent heat fluxes from building façades, vegetation, and traffic. Before analyzing heat fluxes using the method, thermal images were calibrated against measurements made with contact surface sensors. Results show that the method can be used to study heat fluxes …
